286-97 RDA RESOLUTION NO. 286-97 A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY ACCEPTING THE RANKING OF THE PROPOSALS RECEIVED IN CONNECTION WITH THE REQUEST FOR QUALIFICATIONS FOR THE OPERATION OF THE PARKING COMPONENT OF THE ANCHOR SHOPS AT SOUTH BEACH AND PARKING, AND AUTHORIZING THE AGENCY AND ST. MORITZ HOTEL CORPORATION TO ENTER INTO NEGOTIATIONS WITH THE TOP RANKED FIRM, AND, IF THESE NEGOTIATIONS ARE NOT SUCCESSFUL, WITH THE SECOND-RANKED FIRM. WHEREAS, on July 2, 1997, in accordance with the Garage Development Agreement between the Redevelopment Agency (RDA) and St. Moritz Hotel Corp (SMHC), the RDA issued a Request for Qualifications (RFQ) for operation of the Parking Garage component of the Anchor Shops at South Beach and Parkingi and WHEREAS, on October 8, 1997, a Review Committee comprised of members of the RDA, the City, Loews Hotels and Peebles Atlantic Development Corporation, interviewed the three firms which responded to the RFD and ranked Quick Park Garage Corporation of New York as the top firm to operate the Parking Garage componenti and WHEREAS, the Review Committee has recommendation to the Executive Director concurs with the ranking of the proposals. provided their of the RDA, who NOW, THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY that the Chairman and Members of the Miami Beach Redevelopment Agency accept the ranking of the proposals received in response to the Request for Qualifications and authorize the RDA and SMHC to enter into negotiations with Quick Park Corporation of New York to operate the Parking Garage component of the Anchor Shops at South Beach and Parkingi if these negotiations are not successful, the Adminsitration will report to the Redevelopment Agency and request authorization to proceed with the second-ranked firm. ADMINISTRA TION RECOMMENDATION: To adopt the Resolution. BACKGROUND: On July 2nd, 199"T, in accordance with the Garage Development Agreement between the RDA and St. Moritz Hotel Corp, copies of the Request for Qualifications (RFQ) for the operation of the garage component of the Anchor Shops at South Beach and Parking were sent to the six pre-selected garage operators identified in the attached copy of Exhibit 5(a) of the Garage Easement Agreement between the RDA and MB Redevelopment, Inc. The list included USA Parking, Quick Park, Apcoa, Inc., Central Parking System, Centre City Parking, and Republic Parking System. On August 7, 1997, proposals were received from three of the recipients of the RFQ: USA Parking, Central Parking Systems, and Quick Park. Following a review of the proposals by the Legal Department to ensure compliance with the terms and conditions of the RFQ, a Review Committee was appointed comprised of the following individuals: 1. The Committee's role was to evaluate and rank each of the proposals based upon the written submissions and oral presentations provided by the three proposers. The Committee's recommendations were then provided to the Executive Director for approval prior to being presented to the Chairman and Members of the RDA. The Committee's recommendations as to the ranking of the proposals are being provided in an advisory capacity only. The Chairman and Members of the RDA are not bound by the Review Committee's recommendations. On October 8, 1997, the three proposers made formal presentations before the Review Committee. After the last presentation, the Review Committee defined the procedure for the deliberation and for ranking the proposals. At the beginning of the meeting, Chip Newell informed the Committee of his firm's potential conflict of interest involving two of the operators - Central and USA Parking. While Peebles Atlantic Development Group does not have a working relationship with the two companies, they are negotiating on two parking projects in which they may be involved. Lawrence Levy, serving in the capacity of counsel to the Committee, recommended that Chip Newell abstain from voting. The Committee agreed that the firms would be ranked by the number of first-place votes they received. The six voting members of the Review Committee voted as follows: Number of first - place votes Number of second- place votes Number of third- place votes I. Quick Park 2. USA Parking 3. Central .... -' 2 I 1 2 3 2 2 2 ANALYSIS The Committee ranked Quick Park as the first choice on the basis of the company's experience in running hotel-related parking and valet operations. Quick Park has a strong hotel client base which includes Hyatt and Helmsley Hotels. Additional reasons given included the company's presentation and understanding of how to tie in the parking operations between the hotels and the 16th Street Garage. USA Parking made a very good, professional presentation. The committee did discuss the fact that Quick Park had the highest operating budget of the three proponents but noted that this was an RFQ and not an RFP, and that the terms would be negotiable. 2 , CONCLUSION The Administration recommends entering into negotiations with Quick Park under the condition that if acceptable operating terms cannot be reached, negotiations proceed with the second-ranked firm, USA Parking.
