REQUEST FOR PROPOSALS FOR FY 2003104 FOR CDBG AND ESG PROGRAMS
On February 3, 2003, the Neighborhood Services Department Division of Housing and Community
Development will issue a Request for Proposals (RFP) announcing the availability of federal funds
for FY 2003/04. Each year, the U.S. Department of Housing and Urban Development (HUD)
notifies the City of the approximate allocation of federal funds to be available for the upcoming
fiscal year. This year, the City anticipates that it will receive $2,165,000 in CDBG funds (a 22%
decrease in funds of $612,000 from FY 2002/03) and $98,000 in the ESG Program (the amount has
remained constant for the last four years).
The reduction in CDBG program funds is a result of the new census figures for 2000 which reflect
the reduction in population for Miami Beach, the reduction of persons living in poverty, housing
overcrowding, age of housing and population growth lag in relationship to other metropolitan areas.
In addition, every year, there are increasingly more cities nationwide meeting the population
threshold to become their own entitlement jurisdictions.
For FY 2003/04, the amount available for the CDBG, including prior year unspent funds, is a total of
$2.460,799. Of that, below are the preliminary breakdowns:
$422,231--
$93O,568--
$360,000--
$ 70,000--
$ 45,000--
$633,000--
For Public Services
For Other Eligible Activities
Annual Repayment for Section 108 Loan
City of Miami Beach Homeless Programs
Code Compliance for North Beach
CDBG Program Administration
Proposals for FY 2003/04 are due in the Housing and Community Development Division no later
than 5 p.m. on Monday, March 4, 2003. As in previous years, all applicants will be encouraged to
develop programs that have substantial and comprehensive effects on the priority needs and
conditions of the City of Miami Beach, as they relate to the overall goals and objectives of the
CDBG and ESG programs. The RFP will be available in the Housing and Community Development
Division office or may be downloaded from the city's website.

This year, the planning phase for the development of the One-Year Action Plan includes the
simultaneous development of the next five year Consolidated Plan for federal funds. As in years
past, the Housing and Community Development Division will collaborate with the Community
Development Advisory Committee (CDAC), with local community based organizations, residents to
determine the priority needs for the next five years. This process will include the opportunity to
publicly determine the needs and priorities of community development and housing in the target
areas with regard to neighborhood revitalization, streets and public facilities improvements, and the
provision of public services. A pre-development public hearing has been tentatively scheduled for
March 18, 2003 at 6:00 p.m. in the first floor conference room of City Hall.
