HUD Response to Mike Thompson Complaint re: Section 108 Loan
On January 15, 2003, the Housing and Community Development Division received a
letter from the U.S. Department of Housing and Urban Development (HUD) informing
that the matter concerning Mr. Michael Thompson and his complaint regarding the
Section 108 Loan funds has been closed. Mr. Thompson had filed a complaint with the
local Miami HUD office and with the Inspector General at headquarters in Washington
DC. After a series of telephone calls and correspondence exchanged between the HUD
local office and the Housing and Community Development Division, HUD determined
that the City had sufficiently provided information and documentation to consider the
matter closed and resolved.
The letter from HUD is due to an inquiry/complaint that Mr. Thompson mailed on July
2002. In his correspondence, he listed his concerns and questions regarding the use of
the Section 108 Loan program funds. Staff complied with Mr. Thompson's request by
providing him with copies of resolutions attesting to the intended and approved use of
Section 108 Loan funds. In addition, the City Commission heard Mr. Thompson's
concerns at the July 31,2002 City Commission meeting where he was invited to speak
on behalf of the matter. Additional historical background regarding the Section 108
Loan and the Economic Development Initiative (EDI) grant is contained in the July 31,
2002 Commission Memorandum which requests Commission approval to amend the
Economic Development Initiative (EDI) grant. The EDI is a grant that can only be
awarded with an approved Section 108 loan. HUD has since approved the amended
EDI grant, and the $1,000,000 EDI will be used as part of the debt service on the $4M
Section 108 Loan.
As a reminder, the $4M Section 108 loan has been approved to be allocated as follows:
$1,000,000 for the completion of the North Shore Youth Center;
$1,000,000 for the completion of the Marseille Drive Streetscape Project;
$1,000,000 for eligible streets* in the target areas of Normandy Isle;
$1,000,000 for eligible streets* in the target areas of North Shore.
$4,000,000 Total in Section 108 loan funds

*These streets may include, depending on amount of funds available and the scope of work for each
streetscape: Bay Drive west of Trouville Esplanade to 71st Street; Bay Drive east of Rue Notre Dame;
Biarritz Drive west of Trouville Esplanade to 71st Street; Biarritz Drive east of Rue Notre Dame to Rue
Vendome; Rue Granville from Bay Drive to Calais Drive; Rue Notre Dame from Bay Drive through
Marseille Drive; Marseille Drive from Trouville Esplanade to Rue Verdun; Tatum Waterway; Marseille
Drive; Bay Drive; Biarritz; Rue Granville; Verdun; and Notre Dame; and other North Beach improvements,
