HomeMy WebLinkAbout2003-25126 Reso RESOLUTION NO. 2003-25126 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN APPLICATION TO THE OFFICE OF THE FLORIDA ATTORNEY GENERAL, FOR GRANT FUNDS IN THE AMOUNT OF $35,400 PROVIDED THROUGH THE VICTIMS OF CRIME ACT (VOCA); THE FUNDS TO BE USED TO SUPPORT THE POLICE DEPARTMENT'S DOMESTIC VIOLENCE UNIT, WITH MATCHING FUNDS IN THE AMOUNT OF $8,850, FROM THE POLICE CONFISCATIONS ACCOUNT; FURTHER APPROPRIATING FUNDS IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS RELATED TO THIS APPLICATION. WHEREAS, the City of Miami Beach Police Department is seeking grant funding from the Office of the Florida Attorney General, Victims of Crime Act (VOCA) Grant Program, to continue partial funding for its Domestic Violence Unit; and, WHEREAS, the VOCA Grant Program has funds available in the form of a competitive grant for fiscal year 2003-2004; and, WHEREAS, the City of Miami Beach Police Department is seeking funding, in the amount of $44,250, requesting VOCA funding in the amount of $35,400, and the City provided matching funds, in the amount of $8,850, from the Police Confiscation Account; and, WHEREAS, the grant is set to begin on October 1, 2003 and end on September 30, 2004, and provide funds to continue the partial funding (81%) of the salary and benefits for one domestic violence coordinator, specialized training, emergency transportation; emergency food vouchers, emergency lock services, counseling services; and information and referrals services; NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the City Manager or His Designee to submit an application to the Office of the Florida Attorney General, for grant funds in the amount of $35,400 provided through the Victims of Crime Act (VOCA); the funds to be used to support the Police Department's Domestic Violence Unit, with matching funds, in the amount of $8,850.00, from the Police Confiscations Account; further appropriating the funds if approved and accepted by the City, and authorizing the execution of all necessary documents related to this application. Administration Recommendation Adopt the Resolution. Analysis VCA Grant Application for July 4, 2003 Event In 1991 the City of Miami Beach launched the first "An American Celebration 1991" as a means to attract visitors to Miami Beach on the 4th of July. Due to its success, this celebration was continued for subsequent years as a vehicle to bring visitors to Miami Beach. Initially held in North Beach, the Administration and City Commission approved the implementation of an alternating schedule between the North Beach Community (72nd Street Beach Front) and the South Beach Community (Beach Front, Ocean Drive) areas to generate interest in all areas of the City. On July 4, 2003, "An American Celebration 2003" will mark the thirteenth anniversary of the event's success. In celebration, the Miami Beach Community and the City will host this year's event on the beachfront at 72nd Street and the Ocean. The event will highlight thirteen years of progress, and will showcase the North Beach Community and the amenities that are available in the surrounding areas. This national holiday falls in the Grants Management Page 2 middle of the summer and has furthered the City's goal of creating a warm and inviting atmosphere year-round. The event is estimated to cost approximately $115,000, and is expected to attract nearly 30,000 visitors to the North Beach Community area. This year, as in previous years, the balance of funding for this event is funded by North Beach Development Corporation Quality of Life funds and corporate sponsorship. Visitors to this event are comprised of a mix of Miami Beach and South Florida residents, and tourists staying in hotels and motels throughout Miami-Dade County. The opening program for the event will be a swearing-in ceremony for children from all parts of the world who have become newly naturalized American citizens. The program will include a first class fireworks display launched from a barge in the ocean. A group called "Speaking Hands", comprised of hearing-impaired youths between the ages of 6-18 years old will sign the "Star-Spangled Banner". Additionally, the Florida Philharmonic Orchestra, a 90-piece orchestra, will play an All American program ending with the 1812 Overture. The event will also feature performances from community arts organizations and will provide community-orientated events for all participants. This event will serve as a much needed economic stimulus to the tourism industry here in Miami Beach. VCA grant funds are requested to help defray the costs of marketing for the event. No match is required of the City. Additional funds will be sought from Miami-Dade County, local organizations and corporate sponsors. Miami Beach has seen tremendous economic growth during the past few years and is the ideal location for an event of this type. "An American Celebration 2003" will serve as a showcasing opportunity for the City of Miami Beach. After participating in the numerous events planned for the weekend, guests will see the many resources and opportunities offered in the area. Hotels throughout the City will be encouraged to participate in this event by offering special packaged deals surrounding the "An American Celebration 2003." Our marketing campaign will also focus on attracting visitors to our establishments, before and after the event, thus boosting the local economy. Victims of Crime Act Grant The Miami Beach Police Department currently receives grant funds from the Office of the Attorney General, Victims of Crime Act (VOCA) Grant Program to assist in funding the Department's Domestic Violence Unit. In submitting this grant application, the Police Department seeks to continue funding of the Domestic Violence Unit during fiscal year 2003-2004. The Police Department's Domestic Violence Unit serves as a catalyst for victims of crime and their families to receive effective legal and social intervention services. The Unit has formed a unique collaborative partnership with the Dade County Bar Association, Legal Aid Society, Safe Space, Domestic Violence Intake Unit of Miami-Dade State Attorney's Office, Grants Management Page 3 Victims Services Center, and Florida Department of Children and Families. This partnership ensures effective and holistic intervention for domestic violence victims, victims of crimes and their children. The services provided by the Police Department's Domestic Violence Unit include supportive counseling, crisis intervention, follow-up contact, information and referral, criminal justice support and advocacy, emergency transportation, emergency food vouchers, emergency lock services and assistance in filing victim's compensation claims. The grant will begin on October 1, 2003 and end September 30, 2004. The total grant funds are in the amount of $44,250, with $35,400 being funded by the State and the remaining $8,850 in matching funds provided by the City from the Police Confiscations Account. The grant funds will be spent for the partial funding (81%) for one (1) Domestic Violence Coordinator's position, to provide Victim Services Practitioner Training Designation (VSPD) training, emergency transportation services to victims, and office supplies. The grant application due date was February 22, 2003 and it could not be researched and prepared in time to be brought before the City Commission at its February 5, 2003 meeting, therefore, retroactive approval is necessary. In conclusion, the Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the City Manager or his designee to submit an applications for grant funding to: 1) The Miami Beach Visitor and Convention Authority (VCA), FY 2002-3 Tourism Advancement Program, in an amount not to exceed $20,000 for funding of the City's 4th of July event on 72nd Street and the Ocean; and, 2) Retroactively authorizing the City Manager or his designee, to submit a grant application in the amount of $35,400, to the Florida Attorney General's Office, for grant funds provided through the Victims of Crime Act (VOCA), the funds will be used to fund the Police Department's Domestic Violence Unit, while leveraging $8,850 of departmental funding; further appropriating the grant if approved and accepted by the City; and authorizing the execution of all necessary documents related to this application.
