A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY
APPROVING AND AUTHORIZING THE PLACEMENT OF FIFTY
(50) BANNERS FOR THE GRAND PRIX OF MIAMI, TO BE HELD
FEBRUARY 28, 2003 TO MARCH 2, 2003, IN THE CITY OF
HOMESTEAD, AS REQUESTED BY THE APPLICANT AT THE
FOLLOWING LOCATIONS: WASHINGTON AVENUE, BETWEEN
LINCOLN ROAD AND 5TH STREET; 17TM STREET, BETWEEN
COLLINS AVENUE AND ALTON ROAD; MACARTHUR
CAUSEWAY, BETWEEN THE COAST GUARD STATION AND
ALTON ROAD; 5TM STREET, BETWEEN COLLINS AVENUE
AND ALTON ROAD; COLLINS AVENUE, BETWEEN 5TM
STREET AND 18TM STREET; AND ALTON ROAD, BETWEEN 5TM

OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN FEBRUARY 16,
2003, AND REMOVED BY MARCH 3, 2003.
WHEREAS, the Grand Prix of Miami (Applicant) will be held February 28, 2003,
through March 2, 2003, in the City of Homestead; and
WHEREAS, in order to publicize the event and draw attention of the media and
the public at large, the Applicant has requested light pole banners, measuring 3 feet by
7 feet; and
WHEREAS, the Applicant has been through the required design review permit
process in order to obtain approval for said banners; and
WHEREAS, said banners are to be installed no earlier than February 16, 20'03,
and removed by March 3, 2003; and
WHEREAS, the Applicant has requested approval and authorization for the
placement of a total of fifty (50) banners; and
WHEREAS, the Applicant has posted a performance bond to ensure the removal
of the banners by March 3, 2003, and will ensure that any damage to light poles will be
repaired at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City
Commission approve the installation of temporary banners for events held outside of the
City of Miami Beach.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein retroactively approve and authorize the placement of fifty (50)
banners for the Grand Prix of Miami, to be held in the City of Homestead, February 28,
2003, through March 2, 2002, as requested by the Applicant at the following locations:
Washington Avenue, between Lincoln Road and 5th Street; 17th Street, between Collins
Avenue and Alton Road; MacArthur Causeway, between the Coast Guard Station and
Alton Road; 5th Street, between Collins Avenue and Alton Road; Collins Avenue,
between 5th Street and 18th Street; and Alton Road, between 5th Street and 17th Street;
said banners to be affixed to light poles in the public right-of-way; measuring 3 feet by 7
feet and having a copy and design as shown on the attached drawing; and to be
installed and removed in accordance with all other applicable City requirements; the
Administration further recommends that these banners be installed no earlier than
February 16, 2003, and removed by March 3, 2003.

Item Summary/Recommendation:
The purpose of the banners is to promote the Grand Prix of Miami, taking place from February 28 to
March 2, 2003, in the City of Homestead. The City, on occasion, has approved the placement of banners
for events not held within the City when the event producer demonstrates that the City will be positively
affected by the event (i.e. booked hotel rooms) and only if there are light poles available. Such exceptions
have been made for events such as the Super Bowl, Orange Bowl and the 2002 Grand Prix of Miami. It is
recommended that the Commission adopt the resolution.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the
installation of temporary banners which reads, in part:
1. The right to install, as well as the number, location and method of installation of
banners shall be subject to the design review process and approved by the City
Manager, or his/her designee for special events taking place in the City of Miami
Beach, and by the City Commission for special events held outside of the City of Miami
Beach.
a) In considering whether to approve light pole banners for events held
outside of the City of Miami Beach, the City Commission may, among
other factors, consider whether the municipality or other governmental
entity hosting that special event would reciprocate such action within its
own jurisdiction for special events taking place in the City of Miami
Beach.
Banners shall not exceed three feet in width by seven feet in length. Banners may be
double-sided. The color, design and material of all banners shall be approved under the
design review process.
Banners announcing special events either to be held in the city or to be associated in
some manner with the city, as determined by the city commission, may be erected up to
30 days prior to the event being announced and must be removed within seven days
after such event.
A performance bond shall be required to ensure the removal of the banners in case of
advanced deterioration of the banners, or if a dangerous condition presents itself, the
city may at its sole discretion direct banners to be removed at any time.
The purpose of the banners is to promote the Miami Grand Prix, to be held at the
Homestead Miami Speedway. This event will bring both tourists and racing enthusiasts
together for a weekend of recreation in Homestead, and to Miami Beach.
On January 27, 2003, upon reviewing the recommendation of the Special Events Liaison,
the City Manager did not grant Grand Prix Miami's request to have the City Commission
approve the placement of lightpole banners in the City of Miami Beach. This decision was
based on the fact that the City permits numerous events in February and March that
depend on lightpole banners to promote their events, limiting the availability of lightpoles.
On February 3, 2003, AAA Banners made the City aware that Winter Party's original
request to place seventy (70) lightpoles banners had significantly decreased to fifteen
(15) lightpoles banners, effectively increasing the availability of City lightpoles for the
placement of banners.
The timing of the above information did not allow enough time to place the item on the
February 5, 2003 Commission agenda. Therefore, if approval is granted, the proposed
temporary banners are recommended to have been installed on February 16, 2003 and
removed no later than March 3, 2003 by the banner company.
The City Commission should retroactively approve the installation of the subject light pole
banners for the Miami Grand Prix, to be held at the Homestead Miami Speedway in
Homestead, FL, on February 28, 2003 to March 2, 2003. The City of Homestead Manager,
Curt Ivy, has agreed to reciprocate such action within its own jurisdiction for special events
taking place in the City of Miami Beach.

MISSION STATEMENT
The Mission of the City Manager is to provide professional leadership, guidance, vision, and support

Services, Functions and Activities
The City Manager is responsible for oversight of all administrative, management, and operational
functions of the City. The City Manager is responsible for preparation of the City budget and the
annual Auditors Report, which are approved and accepted by the City Council. The City Manager
has direct oversight responsibility of all City staff, most directly Assistant City Managers, Motor
Sports Complex, & Department Heads: Finance, General Services, Human Resources,
Development Services, Police, Parks & Recreation, Community Redevelopment Agency, Electric
Utilities, and Public Works & Services.
The City Manager works independently and at the direction of the City Council in policy formulation,
planning, and implementation to achieve the citywide goals and objectives.
GOALS AND MEASUREMENTS
Growth and Economic Development:
-Maintain an active presence with economic development organizations (i.e., Beacon Council,
Enterprise Florida and Vision Council.)
-Create corporate incentive programs that will encourage businesses to relocate to Homestead.
-Create a "How to Establish a Business in the City" information sheet, including state and county
requirements.
-Create a real estate link on the web site to connect to area developers.
Establish a Film Committee with industry professionals.
-Establish a Realtors Roundtable.
-Create a commercial real estate database on the web site.
Community Emphasis:
-improve customer service by establishing service thresholds for employees.
-Conduct at least four Community Outreach meetings a year.

is provided for the Light Pole Banners for Grand Prix of Miami February 28-

The Orand Prix of Miami light pole banners axe a s~t, Each banner is 3' in width and 7'
in length double faced and are made of vinyl. Tho banner~ are screen-printed with a four-
oolor process. The banner design consists of the event name, the date, informational
numbcr, a racecar and the sponsor logo along with Homestead Motorspeedway Logo.

Economic lmoact
Because of the popularity appeal and reputation of Miami Beach, many of our race guests stay
in hotels in the City of Miami Beach. Whether they are race fans, sponsors, teams or special
guests, Miami Beach has something to offer to them all. Many of the guests that stay in area
hotels outside of Miami Beach also find themselves drawn to the excitement of Miami Beach and
visit the City to eat in the restaurants and enjoy the night life that exists.
Estimates show that one out of every 5 race fans, sponsors, teams and special guests visit the
City of Miami Beach and directly provide an economic impact to the City.
Ocean Drive Maqazine Partnership
Homestead-Miami Speedway and Ocean Drive Magazine will continue their partnership in 2003
by hosting the Ocean Drive V:~P Club at Homestead-Miami Speedway during the Toyota Tndy
300 Weekend on February 28 - March 2. Ocean Drive VTP Club will be promoted via website
and other communications means that will reach the local and international fans that attend
race weekend. The magazine will also be distributed to race fans and Homestead-Miami
Speedway spends approximately $20,000 annually in ad buys.
Clevelender Partnership
Homestead-Miami Spccdway has partnered with the Clevelander on South Beach for a
promotion to take place in early February.
Miami Beach Concieroes
A partnership exist among the Miami Beach Hotels and Homestead-Miami Speedway as many of
the establishments get referred in our Guest Guide which gets distributed to over 30,000 race
fans. Many of our fans, sponsors and race teams stay at Be various establishments located on
Miami Beach throughout the year (see attached sample of draft page).
Media Partnerships
As in the past Homestead-Miami Speec'~vay will be promoting the City of Miami Beach in various
ways with the media including on Febr,,~ry 1! when a stop will be made by the 2-seater gas
powered Tndy Car featuring a Miami H~t player.
Media Partnerships con't
Previous Media Partnerships have included a press conference held at Monb/s in SouTh Beach
where the CiLy benefited from the national and international exposure brought upon ~,~. from
present media, Tn addition, a two-seater media tour with Tndy Racing League driver $il de
Ferrari featured many stops along Ocean Drive and Lincoln Road and throughout the streets of
the City with Univision Network, NBC 6 and The Miami Herald all participating. Club Spin also
came on board as a partner when Homestead-Miami Speedway helped host a race-themed
party with Tndy Racing League Brazilian driver Helio Castronoves.
Additional Partnerships
Other partnerships between Homestead-Miami Speedway and the City of Miami Beach have
included events at Nikki Beach, Ali-Star Caf~ and The Forge throughout the years.
