A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
THE USE OF CITY CONCESSION REVENUES GENERATED
FROM LINCOLN ROAD SPECIAL EVENTS FOR THE SOLE
PURPOSE OF MARKETING LINCOLN ROAD: FURTHER
APPROPRIATING $37,874.75 OF AVAILABLE
CONCESSION REVENUES TO BE REIMBURSED TO
LINCOLN ROAD MARKETING, INC. FOR THE MARKETING
OF LINCOLN ROAD.
WHEREAS, the Lincoln Road Marketing, Inc. (LRMI) is the successor to the Lincoln
Road Partnership, serving as the not-for-profit representative on issues affecting the
Lincoln Road community; and
WHEREAS, its primary goal has been marketing of Lincoln Road as a destination
for residents and tourists with an emphasis on shopping, culture, dining, etc.; and
WHEREAS, LRMI appeared at the January 3,2001 Finance and Citywide Projects
Committee and was granted approval for the use of City concession revenues for a Lincoln
Road Marketing program; and
WHEREAS, at its regular meeting on March 14, 2001, the Mayor and City
Commission authorized LRMI to utilize concession revenue generated from Lincoln Road
special events for the sole purpose of marketing Lincoln Road, and appropriated $49,000
of available concession revenues for marketing; and
WHEREAS, LRMI has utilized its original appropriation for the marketing of Lincoln
Road, including the development of signage, brochures and television commercials; and
WHEREAS, the City has collected an additional $37,874.75 of concession revenues
from Lincoln Road special events; and
WHEREAS, LRMI appeared at the February 20, 2003 Finance and Citywide
Projects Committee and was granted approval for the use of the additional concession
revenues in the amount of $37,874.75; and
WHEREAS, LRMI has submitted a proposed budget for use ofthe additional funds
for the marketing of Lincoln Road.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve the use of City concession revenues generated from Lincoln Road
special events for the sole purpose of marketing Lincoln Road, further appropriating
$37,874.75 of available concession revenues to be reimbursed to Lincoln Road Marketing,
Inc., for the marketing of Lincoln Road.

ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission approve the Resolution.
ANALYSIS:
Lincoln Road Marketing, Inc. (LRMI) was formed at the demise of the Lincoln Road
Partnership to serve as the not-for-profit representation on issues affecting the Lincoln
Road community. Their primary goal has been marketing Lincoln Road as a destination for
residents and tourists alike with an emphasis on shopping, culture, and dining. All
contributions to the organization have been voluntary and consequently professional
marketing and promotional initiatives had been sporadic.
On March 14,2001, the Mayor and City Commission authorized LRMI to utilize concession
revenue generated from Lincoln Road Special Events for the purpose of marketing Lincoln
Road, and appropriated $49,000 for that effort.
Among the items that the previous appropriation was used for were:
1. Visioning Session
2. A banner on the 1ih Street Garage
3. Design of a Lincoln Road Logo
4. Production of 140,000 Lincoln Road Brochures
5. Distribution of the Brochures
6. Advertising in the New Times and on the Electrowave
7. Production of a Television Commercial and 250 airings per month
8. Inserts and Maps for the Lincoln Road Directories

To date, Lincoln Road special events have generated a total of $86,784.75 of concession
revenue, of which $49,000 was appropriated in May 2001. An additional appropriation of
the remaining $37,874.75 is being requested.
Lincoln Road has not yet encumbered $10,333.29 of the previous appropriation, and has
developed the following budget for the sum of the unencumbered funds and the requested
amount, for a total $48,118.04

LRMI will submit expenditure requests to the City's Economic Development Department for
determination that the request is an eligible item for use of these funds. The City will then
process eligible expenses. Ineligible expenses will be the responsibility of LRMI.
At the February 20,2003 meeting of the Finance Committee, the committee recommended
approval of the appropriation of $37,874.75 to LRMI.
The Administration also recommends that the Mayor and City Commission authorize the
Administration to provide concession revenue to LRMI on a quarterly basis, as concession
revenue is collected from Lincoln Road special events.
CONCLUSION:
The Administration recommends that the Mayor and City Commission appropriate
$37,874.75 to Lincoln Road Marketing, Inc. for the purpose of marketing Lincoln Road as a
destination. Additionally, the Administration requests authorization to process future
requests for Lincoln Road concession revenue administratively, on a quarterly basis.
