A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING THE RECOMMENDATION OF
THE ART IN PUBLIC PLACES COMMITTEE AND ENDORSING THE
TEMPORARY OUTDOOR SCULPTURE PROJECT ENTITLED, "BEACH
BALLS;" SAID PROJECT TO BE UNDERTAKEN AT NO DIRECT COST
OR PROFIT TO THE CITY; AND AUTHORIZING THE CITY MANAGER TO
EXECUTE A LETTER OF AGREEMENT WITH A TO-BE-DETERMINED
PUBLIC RELATIONS FIRM TO COORDINATE SPONSORSHIPS FOR AN
AMOUNT NOT TO EXCEED $10,000, WITH SAID FEE TO BE DERIVED
FROM A TOTAL PERCENTAGE OF THE SPONSORSHIP AMOUNTS,
MAXIMUM ESTIMATED AT $100,000.
WHEREAS, based on the highly successful "Cows on Parade" event in Chicago
2000, the City, with the assistance of its Art in Public Places Committee (AiPP),
coordinated a first-time public art temporary outdoor sculpture project during the Miami
Beach Festival Season entitled "Flamingos on the Beach," from June 13 to October 14,
2002; and
WHEREAS, for a second annual summer Festival Season project, AiPP has
selected individually created beach balls to be a more challenging sculptural endeavor for
artists and a more symbolic beach icon to spark creativity and community involvement; and
WHEREAS, with the incentive to annually support "Festival Season" cultural tourism
in the City, the partnership ofthe Greater Miami Convention & Visitors Bureau was secured
for the printing of a brochure/map of "Beach Ball" sites, as was the endorsement of the
Miami Beach Visitor & Convention Authority with a grant for promotion and marketing
expenses; and
WHEREAS, the "Beach Balls" project will be on display during the Festival Season,
from June 30 through September 30, 2003; and
WHEREAS, all terms, conditions, and accounting procedures established for the
2002 "Flamingos on the Beach" project will be followed for the 2003 "Beach Ball" project;
and
WHEREAS, with a project goal of up to sixty-five (65) beach balls, the total cost of
the project, to be funded by the acquisition of private sponsorships, shall not exceed
$100,000 with no costs to be funded by the City; and

WHEREAS, the project will be coordinated by a private contractor who the City
intends to retain, sponsorship expenditures will be disbursed to the private contractor, not
to exceed $10,000 for project administration, and $90,000 for project expenditures, and the
City will incur no cost in connection with this project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, approving the
recommendation of the Art in Public Places Committee and endorsing the temporary
outdoor sculpture project entitled, "Beach Balls;" said project to be undertaken at no direct
cost or profit to the City; authorizing the City Manager to execute a letter of agreement with
a to-be-determined public relations firm to coordinate sponsorships for an amount not to
exceed $10,000, with said fee to be derived from a total percentage of the sponsorship
amounts, maximum estimated at $100,000.

"BEACH BALLS"
Temporary Outdoor Sculpture
"Beach Balls" is an outdoor sculpture installation of larger-than-Iife beach balls that will be a
major exhibition during the summer of 2003. Bundles of beach balls will be found in public spaces
throughout Miami Beach - artistically designed and created - by artists from near and far.
What better way to promote tourism and support the arts! This will be a major component of the
Miami and Miami Beach "Festival Season" national advertising and marketing campaign to promote
tourism in Miami and Miami Beach during the summer of 2003. A delightful brochure/guide map
will be published and distributed as part of this cultural tourism effort.
You may commission your own beach ball or choose from a selection of juried proposals. Anyone
can participate - an individual, a corporation, or a not-for-profit organization. Each beach ball
sponsor will be recognized on a plaque mounted on the sculpture's base, as well as in all related
publications that will promote this bouncy and bountiful tourist attraction.
Each beach ball will be situated in the outdoor public location, affording many opportunities for
publicity and promotion. These larger-than-lifesize high impact beach balls will provide local
businesses the opportunity to create special events around their beautiful beach balls.
Beach Ball sponsors may choose designs from a portfolio of artist proposals, or they may
commission their own artist. Any beach ball design that was not juried into the project must be
reviewed and accepted by the Art in Public Places committee prior to implementation.
Beach Ball sponsorships are available for a tax deductable contribution of $1500 per beach ball.
This not-for-profit contribution will cover the artist materials and labor, the project promotion and
administration, the insurance and permitting, the transportation and installation.
Sponsors may keep or donate their beach ball at the end of the exhibition period. Sponsors will be
responsible for removal of their beach ball sculptures upon termination of the exhibit. The public
works permit will have expired and any unclaimed beach balls will be considered donations to the
program and removed from the public right of way. All donated beach balls will be collected
accordingly and will become property of and benefit the Miami Beach Art in Public Places Program.

Project Description
A Call to Artist will be distributed and artists will submit proposals to be considered for the Beach
Ball project, a temporary public art installation.
Barrels and bundles of Beach Balls will be on display in Miami Beach during the summer of 2003.
These artistically created and embellished 4-6 feet beach balls will be bouncing and balanced in
Miami Beach public spaces as part of the Miami Beach summer "Festival Season." At the end of the
exhibition period, all unclaimed beach balls birds will become the property of the Miami Beach Art
in Public Places Program.
The Individually constructed beach balls will be secured temporarily to a City sidewalk in the
public-right-of way. Beach Balls will be created, constructed, painted, coli aged, or decorated in
any number of ways. Beach Balls will be sculpturally composed to simulate larger-than-Iife size
beach balls. The structural integrity of a beach ball must not be compromised and the
mechanisms for anchoring the beach ball design to a concrete base must be included in the
design.
A Miami Beach Ball Review Committee, comprised of art professionals, will jury all proposals,
materials, and design concepts. Public accessibility, safety and Miami Beach weather conditions
must be taken into consideration in the design and execution of the beach balls. Construction and
decorative materials must be able to withstand climatic conditions and exposure by the public for
up to one year. This is a fun and frivolous family oriented outdoor public art project. Any designs
which include religious, political, or inappropriate references will be unacceptable.
Selected concept drawings will be made available to potential Miami Beach Ball sponsors. Only
sponsored beach balls will be realized. Those artists whose beach balls become sponsored will
receive an honorarium of $750 (materials and labor all inclusive).
Miami Beach Art in Public Places - Beach Balls is a community partnership presented through the
cooperation of the Miami Beach Art in Public Places Program, the Greater Miami Convention &
Visitors Bureau, the Miami Beach Visitor & Convention Authority, the Miami Beach Chamber of
Commerce, and the Miami Beach Cultural Arts Council.

Beach Balls are to be placed on public property. They may be associated with your place of business or they
may be located though-out the City to entice visitors to public spaces in South Beachl Mid Beach and North
Beach.

Terms and Conditions
In exchange for promotional benefits provided by Miami Beach Art in Public Places - Beach Balls, all
beach ball sponsors agree to be legally bound by the terms and conditions set below,
1. Miami Beach Art In Public Places - Beach Balls committee reserves final determination on
placement of all beach balls and on time period of exhibition,
2. Miami Beach Art In Public Places - Beach Balls will provide potential sponsors with artist proposals
from which they may select beach ball designs, or sponsor may commission artist independently,
3, If damage to the beach ball (s) occurs during the event, Miami Beach Art In Public Places - Beach
Balls will not be responsible for repairs, Sponsor must make arrangements for artist to maintain sculpture
during the installation period or have it removed if deemed necessary,
4, In the unlikely event of theft, Miami Beach Art in Public Places - Beach Balls will work with
appropriate law enforcement agencies to recover the artwork and/or prosecute perpetrator(s) to the fullest
extent of the law,
5. Miami Beach Art in Public Places - Beach Balls left in public spaces after the termination of the
exhibit will become property of the Miami Beach Art in Public Places Program.
6. Sponsor may not transfer or assign this Agreement or any part of it without receiving prior written
consent from Miami Beach Art In Public Places - Beach Balls.
7, No waiver or any term or condition in this agreement will be valid unless in writing and signed by
waiving party. Any modification of any term or condition in this agreement will not be effective unless in
writing and signed by both parties.

Project Description
Artists are invited to submit proposals to be considered for "Beach Bails," a temporary community-
wide public art installation to take place in locations throughout South Beach, Mid Beach, and North
Beach during the summer Festival Season in Miami Beach, 2003, Colorfullarger-than-life sized beach
balls (4-6 feet in diameter) are to be artistically rendered and embellished to bounce all over Miami
Beach, and you can be part of the fun and the festivities. Maps, brochures, and links to the City
website will illustrate and promote the project. At the end of the exhibition period, beach balls may
bounce back to their respective sponsor court, or may be donated to the public art program,
Beach Balls may be created in any fashion and are to be secured to a metal base for installation, You
can build or manufacture your 4-6 foot sphere in any number of ways, You may sculpturally enhance or
change the sphere although the structural integrity of the beach ball concept may not be compromised
and the mechanisms for installing the beach ball onto a concrete sidewalk surface may not be
obstructed, A "Beach Ball Review Committee," comprised of art professionals, will review and approve

Your proposal package must include:
1) Beach Ball "Concept Drawing"
Submit as many concept drawings as you wish,
Submit each beach ball proposal, numbered, on a separate sheet of standard letter
size paper (8 Yo x 11 inch) clearly labeled with your name and title for the beach ball
design in the lower right hand corner,
Your beach ball perspective must be based on the general characteristics of a beach
ball. Be creative! Selected proposals will be inserted in presentation notebooks for
potential sponsor review, Proposal documents of sponsored beach ball designs
become property of the program, Selected proposal drawings may also be exhibited or
utilized during and to promote the "Miami Beach Ball" project.
2) Beach Ball "Proposal Description"
Include a list of proposed materials and description of method for construction and
installation.
3) Artist "Resume & Slides"
Submit three to five (3-5) slides of your work in a viewing sleeve.
Label all slides with name, title of work, media and dimensions.
Submit copy of professional resume or bio,
All professional artists are welcome to submit regardless of race, national origin, or disability.

ANALYSIS
Based on the highly successful "Cows on Parade" event in Chicago 2000, a temporary
outdoor sculpture project titled "Flamingos on the Beach" was implemented and 46 elegant
seven-foot fiberglass flamingo sculptures were displayed in Miami Beach from June 13 to
October 14, 2002, In turn, based on the success of the "Flamingos on the Beach" project,
Miami Beach Art in Public Places (AiPP) has selected "Beach Balls" as a more challenging
and symbolic object to spark creativity in the recently conducted "Call to Artists"
distribution, The deadline for artist proposals is February 28, 2003. All designs will be
reviewed by a Professional Advisory Committee then offered to interested parties for
sponsorship.
On February 4, 2003, with the incentive to annually support "Festival Season" cultural
tourism incentives of the City, Miami Beach Art in Public Places secured the partnership of
the Greater Miami Convention & Visitors Bureau with the printing of a brochure/map of the
realized "Beach Ball" sites, and the Miami Beach Visitor & Convention Authority with a
grant for marketing and public relations, "Beach Balls" will be available for public viewing
during the months of July through October 2003.
All terms and conditions of the "2002 Flamingos" on the Beach Project will be followed for
the 2003 "Beach Ball" Project. The cost for "Beach Ball" sponsorships will be reduced from
$2,000 to $1,500, and the artist fee will be increased from $500 to $750, AiPP intends to
hire a Project Administrator who will issue payments for all administrative expenses to
include artist fees, and transportation fees to include on site installation (up to $150 per
"beach ball" round trip from artist location to public installation site), The Project
Administrator's fee for public relations, promotion, sponsorship recruitment, and
administration of this project will be $150 per "beach ball" and not exceed $10,000 in total,
All printing, promotion, and marketing fees are to be approved by Miami Beach Art in
Public Places prior to payment and will be funded by the VCA grant for promotion and
marketing expenses,
For a project total goal of up to sixty-five (65) "beach balls," the sponsorship income will not
exceed $100,000. The sponsorship expenditures will be disbursed to the Project
Administrator, not to exceed $10,000 for project administration/coordination, and $90,000
for project expenditures, Therefore, the City will incur no cost in connection with the AiPP
project. It is recommended that the Mayor and City Commission adopt the attached
resolution approving the City of Miami Beach as intermediary for the public art temporary
outdoor sculpture project titled "Beach Balls,"
