PROJECT
The purpose of this Letter To Commission (LTC) is to provide information on the Florida
Department of Transportation (FDOT) MacArthur Causeway East Bridge Rehabilitation Project
(See attached FDOT Project Fact Sheet). The MacArthur Causeway East Bridge (Bridge #
870077) is located between Terminal Island and Alton Road. In 2014, FDOT completed a
structural study of the MacArthur Causeway East Bridge. The study found some deficiencies in
the existing beams and deck that need to be repaired.
In January 2017, FDOT completed the design for the bridge rehabilitation project. Through the
design process, FDOT staff and the design consultant met with City staff to discuss the scope of
the work and the lane closure requirements. At that point, City staff provided information on
special events, traffic volume peak hours, and advised FDOT staff of the anticipated impacts. In
late 2017, FDOT advertised the construction contract for the rehabilitation project and the
contract was awarded in early 2018. The scope of the project includes replacement of several
areas of the bridge deck. Additionally, the top three (3) inches of the entire surface of the bridge
deck will require removal through a process called hydro -demolition. The project also includes
significant work to the underdeck, superstructure (beams and girders), and substructure (piles
and foundation) given the poor structural condition of the substructure (see photos attached)
EXPEDITED SCHEDULE
The overall duration of the project is approximately two (2) years (from June 2018 to May 2020).
While the original Maintenance of Traffic (MOT) plan proposed a lane closure schedule with a
duration of 2 years, the selected contractor (LEAD) has presented an expedited schedule that
would reduce the duration of activities requiring lane closures from 2 years to 9 months. City
staff recently met with FDOT project construction team and the contractor to emphasize the
importance of expediting the construction work and minimizing the duration of the lane closures
as much as practicable to ameliorate the impacts to traffic.
The expedited plan proposed by LEAD will require a continuous (24 hour) closure of one (1)
lane for the majority of the bridge for nine (9) months, including weekends; however,
approximately six (6) double lane closures (i.e. two (2) contiguous lanes closed) per month will
be required to enable the contractor to replace the westbound and eastbound bridge decks,

install work zone walls, and conduct concrete pours. FDOT is exploring the possibility of
conducting some of these closures at night to reduce the impact to traffic. However, LEAD has
advised that it would need to perform the hydro -demolition work during the daytime given the
concerns with noise levels and safety of the workers.
Per FDOT, the first 24- hour single lane closure will commence on July 23, 2018 and entails a
full closure of the outside lane in the westbound direction. Once the work on the outside lane is
completed, the outside lane will be re -opened to traffic and the middle lane will be closed. Once
the work on the middle lane is completed, the middle lane will be re -opened to traffic and the
inside lane will be closed, until all work on the westbound bridge is completed (expected to take
approximately 4.5 months). No eastbound lane closures are expected to occur while work on
the westbound lanes is taking place. Once the westbound bridge is rehabilitated, the work will
shift to the eastbound bridge and the 24-hour one lane closures in the eastbound direction will
occur in the same sequence as described above. The work requiring lane closures in the
eastbound direction is expected to take an additional 4.5 months for a total duration of 9 months
of lane closures during the 2 year project duration.
As mentioned above, all single lane closures will be continuous (24 hours) in duration until the
work on that particular lane is completed. In order to reduce impacts to commuting traffic, the
City's Transportation Department staff has proffered reduced lane closure times for double lane
closures only in lieu of FDOT's standard times for lane closures (9:OOAM to 3:30PM).
The double lane closure hours proposed by City staff are the following:
Daytime lane closures:
• Eastbound: 10:OOAM to 4:OOPM
• Westbound: 9:OOAM to 3:OOPM
Night-time lane closures:
• 9:OOPM to 5:30AM (Sunday through Thursday)
• 11:OOPM to 7:OOAM (Thursday through Saturday)
Night-time lane closures have been proffered by City staff for all low -noise activities requiring
dual lane closures.
The project also includes a community outreach specialist to assist the contractor with
responding to and addressing any questions, issues, or concerns from the City and the
community.
The total project cost is estimated at $12.9 million.
TRAFFIC MANAGEMENT/MITIGATION STRATEGIES
Given the anticipated impacts to traffic on the causeways and connecting arterials, the City's
Transportation Department staff as well as its Traffic Monitoring and Management contractor will
closely monitor traffic flow and travel times along the City's major thoroughfares and implement
signal timing modifications as needed. In advance of the construction start date, variable
message signs will be programmed with messages informing the motoring public of the lane
closures. Additionally, traffic text alerts and e -blasts will be disseminated to the community.
These traffic mitigation efforts will be ongoing and continue throughout the duration of the

construction project.
Additionally, as part of a separate project, the Administration is working with FDOT to obtain
temporary approval of the use of the outside shoulders of the Julia Tuttle Causeway to facilitate
the County's proposed Beach Express North Bus Express Rapid Transit (BERT) demonstration
service proposed to begin within the next six (6) months. The County's proposed Beach
Express North BERT service could serve as a traffic mitigation strategy for the MacArthur
Causeway East Bridge Rehabilitation project, similar to how the City's Alton -West Trolley
mitigated traffic and parking impacts and provided a mobility option along the Alton Road and
West Avenue corridors during the FDOT Alton Road Reconstruction project in 2014.

safety. The project limits extend along SR A1A/MacArthur Causeway East Bridge (bridge number 870077) from Terminal Island to
Alton Road in the City of Miami Beach.

LANE CLOSURE AND DETOUR INFORMATION
To do this work safely, it will be necessary to close travel lanes
and establish detours at times.
Extended lane closures for concrete deck replacement are
scheduled to start July 23, 2018. One continuous lane closure
will occur in the westbound lanes followed by the eastbound
lanes for approximately nine months.
Intermittent double lane closures in each direction may occur as
needed throughout the project. At least one eastbound and one
westbound travel lane will remain open at all times.
Lane closure and project information will be posted weekly on
the department's website, www.fdotmiamidade.com.

• Workers and equipment moving around the area
