An advisory committee concerned with the welfare of Biscayne Bay voted
unanimously today to oppose a proposal by Metro Commissioner Barry Schreiber
to put a floating prison in the bay to ease overcrowding in county jails.
The Biscayne Management Committee, chaired by Metro Commissioner Harvey
Ruvin, voted 13-0 for a resolution urging the commission to veto the floating
jail proposal, submitted Schreiber Nov. 13 .
Ruvin, whose committee was appointed by the commission to oversee
preservation of the bay in 1981, said that such a facility would violate state
provisions under the state Aquatic Preserve Act and county law.
"As soon as I heard this idea, I felt it wasn' t a good one, " Ruvin said.
Under state law such a dockside, floating facility must be
"marine-related, " Ruvin said. He also said that the floating jail would
present "security and environmental problems" and would force the closing to
the public sections of the bay near the prison.
Schreiber presented the idea in a memo to County Manager Sergio Pereira.
The commissioner noted that the county had difficulty finding a neighborhood
willing to accept a new jail.
Schreiber asked Pereira to study the proposal and report to the
commission at its Dec. 17 meeting.
Today' s resolution by the Biscayne Bay panel will be presented to the
commission that day.
