WHEREAS, on July 18, 197, the Mayor and City Commission of the
City of Miami Beach, Florida, passed a resolution approving a
preliminary site plan and funding strategy for the creation of a
Cultural Arts Campus in the vicinity of and including Collins Park;
and
WHEREAS, on October 2, 1998, pursuant to the authorization of
the Mayor and City Commission, the Administration issued a Request
for Letter of Interest (RFLI) for Architectural/Engineering
Services to Develop Design and Construction Documents for a
Regional Library, a 400-space Parking Facility with Ground-Floor
Retail/Commercial Space, and Park and Streetscape Improvements to
be Comprised in a Cultural Arts Campus in the Vicinity of the Bass
Museum and Including Collins Park; and
WHEREAS, on November 13, 1998, proposals were received from
thirteen nationally and internationally recognized firms responding
to said RFLI; and
WHEREAS, on January 27, 28 and 29, 1998 an Evaluation Committee
appointed by the City Manager and approved by the Mayor and City
Commission, heard presentations from nine of the thirteen firms;
and
WHEREAS, in accordance with the terms of the RFLI, the Evaluation
Committee is recommending four firms to enter into a design
competition to develop conceptual design plans for a Regional
Library, a 400-space parking facility with ground-floor
retail/commercial Space, and park and streetscape improvements to
be comprised in a cultural arts campus in the vicinity of the Bass
Museum and including Collins Park; and
WHEREAS, On February 18, 1999, the City Commission requested that
the architects' scope address alternatives for the development of
a Black Box theater; and
WHEREAS, those four firms are: Legoretta Arquitectos and Schapiro
Associates; Mateu Carreno Rizo & Partners, Inc., in association
with Hardy Holzman Pfeiffer Associates; Perkins & Will; and Robert
A.M. Stern Architects; and
WHEREAS, the Evaluation

BACKGROUND:
On October 2, 1997, pursuant to the authorization of the City Commission, the Administration issued
a Request for Letters of Interest (RFLI) for Architectural/Engineering Services to Develop Design
and Construction Docwnems for a Regional Library, a 400-Space Parking Garage v.i,h Retail

vicinity of. and including, Collins Park. Notices \vere mailed to t\vo hundred ten (2 I 0) prospective
proposers. and spccific:nior:s were requested 0;; seventy-t\vo firms. Or':, Thursday. \iovemoer 13,
1997, proposals were received from thirteen nationally recognized teams, a list of wbch \vas
provided to the Ciry Commission in an L.T.c. dated :\ovember:: 1, 1997. On December 3. 1997,

Dunlop, author and former architectural critic for the 1-'fiami Herald and a Miami Beach resident;
Gertrude ~filler, a Mami Beach resident participant; Arthur Marcus, architect; and Mayra Diaz
Buttacavoli, Janet Gavan-ete and William Cary of the City's Administration.
The Committee's role was to evaluate and short-list the proposals based upon the v;Tine;'! submissions
and oral presentations provided by the proposers. The Committee's recommendations were then
provided to the City Manager for approval prior to being presented to the Mayor and City
Commission. The Committee's recommendations as to the short-listing of the proposals are being
provided in an advisory capacity only. The Mayor and City Commission are not bound by the
Review Committee's recommendations.
On January 27, 28 and 29, 1998, nine of the original thirteen teams made presentations before the
Evaluation Committee. Four proposers withdrew from the process prior to their respective
presentations: Pancoast Albaisa .Architects; Richard Meier and Partners; Hammond, Beeby and
Babka; and Spillis Candela and Partners. Formal Vlritten notification announcing their withdrawal
was provided by Hanunond Beeby and Babka and by Spillis Candela and Partners. Hammond, Beeby
and Babka indicated that they felt 13 teams was an excessive number of teams to compete \\-ith, and
that the City's proposed $5,000.00 compensation fee was not enough for them to incur the risk of
entering into a competition in which there was no guarantee they would \\-in. SpiIlis Candela and
Partners indicated that their existing work commitments precluded them from participating in the
process. After the last of the presentations by the nine teams, the Committee defined the procedure
for the deliberations and agreed to short-list a minimum of four proposals per the terms of the
RFLI.
The presentations and the deliberations were video-taped. Copies of these tapes are available through
the City Clerk's Office. If more details of the presentations are required, the Administration will be
available to answer any questions.
ANAL YSIS
The Committee based its evaluation of the presentations on the criteria identified in the RFLI. The
criteria included the firms' experience/proven design capability of local or national reputation, the
project manager's experience, the qualifications of the project team, and previous comparable
projects. The Committee also took into consideration the architecture/master site design ability of
the team, the team's breadth of experience, project management expertise, library design and
parking facilities planning experience. Committee members were provided with an evaluation
matrix (a copy of which was included in the February 4, 1998 Commission Agenda package), to help
them in their assessments of each of the firms.

On the basis of this evaluation, Committee members were asked to identify their respective choices
of four firms to enter the design competition. The results are as follow, (firm names are listed

The Conunittee determined, after considerable discussion, to recommend to the City Manager that
the four firms with the highest number of votes be named as finalists for the design competition.
Three out of the four firms received a unanimous vote, all four firms have expressed their
commitment to bring this project in on time and \Vithin budget, if selected for the assignment. They
all demonstrated significant talent and relevant experience, and have strong local representation as
well as high caliber national/international team members.
The follo\Ving comments reflect the committee's reasoning in making their selection:
Robert A.M. Stern Architects
Mr. Stem is a consummate professional \\lith a depth of experience in architecture and site design
ability arguably not equaled by any other of the presenters. His buildings respect their
environmental context and his architectural solutions are at once elegant, sensitive, and highly
functional. His level of detailing is impressive, and he connects with his design and user-audience
in a highly successful manner.
As the Director of the Columbia University Graduate Program in Historic Preservation, Mr. Stem
has a wealth of professional and academic experience in working with historic Structures and in
historic districts. It should be noted that Columbia University has the first, and one of the most
respected, historic preservation programs in the nation. !vIr. Stern is a national spokesperson for
historic preservation and is \Videly published in this field.
His comments regarding the Library/Cultural Arts Campus reflected his understanding of how
libraries function and flourish as well as how successful public places work. Mr. Stem has been the
architect for numerous comparable projects such as: the Ohrstrom Library at St. Paul's School in
Concord, New Hampshire and the Bangor Public Library in Bangor, Maine; and he has worked in
projects for the Denver Public Library in Denver. Colorado, as w~lI:as public libraries in San
Francisco and New York. His architectural "vork has won him numerous.design awards; four books
have been published about his work.
Ifhis firm is selected, Mr. Stern would be the design principal for this project. He has assembled
a fine team, which includes Borrelli & Associates as the local Associate Architect. His parking
consultant, Rich and Associates, Inc., advocates the philosophy that parking should be incorporated

into structures rather than dominate them; and rvlr. Stem's O\VTI philosophy is that the parking should
be wrapped \vithin the Structure so that the street may be returned to the public.

This team has extensive library' experience. Recent projects include: the Cleveland Public Library
in Cleveland. Ohio: the Los .-\ngeles Public Librarv in California: and the Multnohah Count\" Central

Library' in Portland. Oregon. They also have vast experience in historic preservation projects, such
as the New York Cit)-'. Public Library and the adjacent Bryant Park, vv"here Hardy Holzman Pfeiffer
Associates served 'as lead architects. The firms are currently collaborating on the new University
of Mia.c'11i School of Music; each firm has demonstrated they have the abilit)-'. to effectively
coordinate a complex project of this nature.
The tirm of Walker Parking Consultants, which vvill serve as parking consultants for this project, are
one of the most experienced parking design and consulting firms in the \vorId and have collaborated
with this team on previous projects. Their landscape architectural consultant. Albert R. Perez
Associates, has won numerous design awards and recently completed the landscaping at the new
Merrick Garage in Coral Gables. Their multimedia and technology consultant, Shen Milsom &
\Vilke, is well respected for its library experience; its consulting services were requested by six
of the proposing firms.
Le~orreta Arquitectos - Schapiro Associates. Inc.
The firm of Legorreta Arquitectos has experience in designing major public libraries, such as: the
Main Library of San Antonio, Texas; the South Chula Vista Library in San Diego, California; and
the Monterrey Central Library in Mexico. Mr. Legorreta has also designed several children's
museums. He is collaborating with the local firm of Schapiro Associates, whose work in Miami
Beach includes the restoration and renovation of the Dempsey Vanderbilt Hotel, immediately south
of Collins Park (now known as The Sasson), The Courts at South Beach, The Villas at South Beach,
and La Gorce Palace in upper Collins Avenue.
J\lfr. Legorreta's architecture is reno\VTIed for its powerful imagery and strong and colorful geometric
forms. He has successfully incorporated historical concepts with modern forms and is noted for
integrating sites \Vith buildings, and especially for introducing water elements into his designs. His
design \'lork likewise demonstrates a strong sensitivity. to children. aCm~jor consideration for the
new Library and Cultural .;.\rts Campus.
He has ackno\vledged the challenge of designing a parking structure which is sensitive to this
unique urban context, and looks fOf\.vard to exploring possible architectural solutions"
Mr. Legorreta' s architecture attains a level of human excitement which is rarely achieved in

fifty libr::uies in the last thirty" years, with some of the more recent projects being: the Atl1ens-Clarke
Count..... Re2:ional Librarv' in Georcria' the Northside Librarv in Atlanta; and the Asheville School

Library in Asheville, North Carolina.. The firm's library consultant. Beach/Willey Library
Consultants, has broad experience in the planning, programming, and design of local library'
facilities, such as: Broward County's West and South Regional Libraries; the Coral Springs Library";
the Hallandale Library; the Davie/Cooper City Library; and the Broward County Main Library.
This team demonstrated that they recognize the importance of soliciting input from the City's
Administration, the comrmmity residents, and the library staff and has a strong local representation.
They have sho\vTI their understanding of how to successfully integrate a functional parking structure
into a smartly designed building, as evidenced by the Merrick Parking Garage in Coral Gables,
invol\"ing issues of design within a historical context similar to Miami Beach. Their landscape
architectural consultant, Albert R. Perez Associates, is the same consultant proposed by the team of
Mateu Carreno Rizo & Partners, Inc. and Hardy Holzman Pfeiffer Associates, and has an outstanding
track record of quality designs, both locally and nationally.
The five firms which did not receive the Committee's recorrunendation to be included in the group
of finalists, and the reasons they did not, are as follow:
Bermello. Aiamil & Partners. Inc.!Perrv-Dean-Ro~ers Team
This team was unclear in describing a management plan as to the design principals and their levels
of participation. Some of the Committee members questioned the firm's sensitivity to historic
preservation in the urban context, as well as the overbearing character of some of their completed
works in Miami Beach, and expressed the opinion that their presentation lacked depth.
Mack Architects and Gee and Jenson En~ineers. Architects. Planners. Inc.
The Committee recognized the excellent design work of this team, including that of their
outstanding landscape consultant, Hargreaves Associates, but were concerned about their
insufficient experience in the design of cultural facilities and institutional buildings, in the context
of a small scale urban environment such as Collins Park.
Hellmuth, Obata & Kassabaum
Although this firm has excellent credentials and \vould work with local consultants, there was
concern as to the principal designer's availability of time to be devoted to this project, given the
magnitude of his involvement in national and international projects currently in progress. It
appeared as if the principal firm was not well prepared for the presentation, demonstrating
insufficient familiarity \\lith its O\VTI involvement \vith local projects or \Vith other library projects.

Zvscovich. Inc.
This firm. consisting of a well-known and respected local architect in affiliation with an untested
New York architect. lacks experience in library projects as compared to other presenters. A very
strong component ofmis team is the landscape architectural consultant Martha Schwartz. However.
the primary concern of the Committee in assembling a strong team was having a seasoned library
design architect on board.
M.C. Harrv & Associates. Inc. in Association with Wood & Zapata. Inc.
Mr. Zapata, an architect who is well on his way to achieving distinction on a local. national and
international level. was part of a team lacking experience in public library design. Also. while the
team has experience in the technological aspects of design and historical preseIiiation. it does not
appear to have adequate strength in the area of compatibility in a more broad urban historic context,
such as the proposed Cultural Arts Campus within the Museum Historic District.
CONCLUSION
Upon approval of the City Manager and Evaluation Committee's recommendations by the Mayor
and City Commission, the four finalists will enter into the design competition stage to develop
conceptual plans (including site plans, elevations, interior sections, exterior and interior
perspectives and massing models) for the Regional Library, the parking facility v-ith retail!
commercial space and park and streetscape improvements to be comprised in an overall master
plan for the Cultural Arts Campus. The finalists will have 90 days to submit their respective
proposals.
Since the architect selection process has proceeded on schedule, the Administration antiCIpates
being able to adhere to the time-line presented in the City Commission agenda package on January
21, 1998:
