As part of the City's Major Events Planning process, the City of Miami Beach has been
working to assure that planning and resources are appropriately allocated for all events
taking place in February - March 2003. The following are the conventions and special
events taking place in Miami Beach:

In connection therewith, several meetings have been held with the hotels, nightlife industry,
area residents, and businesses of the City's planned efforts,
The Administration has undergone several initiatives in connectian with this planning
process, including:
· Conducting an ongoing monitoring of hotel occupancy; monitoring special and nightclub
events; developing and maintaining ongoing community contact, including with
nightclub and hotel owners; researching internet information and websites; enhancing
City staffing levels as appropriate; and developing appropriate transpartation plans.
. Maintaining our 24-hour Information hotline number (673-7400).
· While no street closures are contemplated for any of the aforementioned events, City
staff will constantly monitar traffic patterns to improve traffic flow in the South Beach
Entertainment District for the Sauth Beach Wine and Food Festival (February 28 -
March 2, 2003) and the Sports and Fitness Festival (March 27-30, 2003).
South Beach Wine and Food Festival - February 28 - March 2, 2003
Unlike the SOBE Wine and Food Festival in 2002, Ocean Drive will remain open to
vehicular traffic. The weekend festival also includes the Bubble Q at 171t1 Street beach
behind the Delano on Friday. February 28, 2003.

MTV SprinQ Break - March 12 -15.2003
MTV (Music Television) is bringing their largely watched and highly promoted "Spring
Break Weekend" to Miami Beach for the first time, basing and staging their production from
the Surfcomber Hotel from March 12th through the 15th. The taped show centers around a
stage area where celebrities (to be determined) and MTV personalities will host concerts,
game shows, and beach-set versions of the network's most popular programs. In addition,
the network will send smaller, more mobile crews (less than five people each) to various
day and night hotspots on Miami Beach starting in late February for feature segments.
Once taped and edited, the collective programming (some eight or more hours of final
airtime), will run on MTV repeatedly, starting the weekend of March 21, with reruns likely
throughout the year. The producers of MTV's "Spring Break Weekend 2003" chose Miami
Beach as the setting because of its popularity within the entertainment industry and
because the sophisticated, hip setting provides a contrast from their raucous Cancun sites
of the past few years.
The stage events are not open to the public. MTV is distributing tickets via their website
and college promotions throughout the country, and will allow a crowd of approximately
1000 attendees at a given taping (each taping lasts several hours). Presently, the entirety
of the staged events and production activity will be conducted on the property of the
Surfcomber Hotel and the neighboring Ritz Carlton. A portion of 17th Street at the beach
will likely be utilized to park production vehicles. Audience members will be admitted via
an entrance to the Surfcomber from the public beach and no alcohol will be sold or
distributed at the staged events, The producers of MTV "Spring Break 2003" are working
with various departments of city services, including Film and Print, Police, Public Works
and Parking as well as the City's Nightlife Advisory Task Force to ensure that their
production runs smoothly and will not result in a negative impact on our community.
Dance Star Awards - March 19.2003
This event, which previously was held at TOPA, will take place for the first time at Lummus
Park west of the dune. It will be televised nationally on Fax Network.
Fashion week - March 19-22. 2003
Fashion Week will not have the fashion tent on the beach and has moved into the Roney
Plaza. Several other events will be taking place during this week-long conference (see
attached event calendar),
Sports and Fitness Festival - March 27- 30. 2003
Unlike last year, Ocean Drive will remain open to vehicular traffic and the event has moved
from Ocean Drive/Lummus Park to Callins Park Beach
