Kasdin and Members of the City C mission DATE: June 9,1999 FROM: Sergio Rodriguez City Manager '" SUBJECT: A RESOLUT N OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND THE POLICE CHIEF TO EXECUTE, ON BEHALF OF THE CITY OF MIAMI BEACH, A MUTUAL AID AGREEMENT WITH THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, FOR THE PURPOSE OF COORDINATING LAW ENFORCEMENT PLANNING, OPERA TIONS, AND MUTUAL AID BENEFIT BETWEEN THE SCHOOL BOARD OF MIAMI-DADE COUNTY AND THE CITY OF MIAMI BEACH. ADMINISTRA TION RECOMMENDATION Adopt the Resolution BACKGROUND A Mutual Aid Agreement between the City and the School Board of Miami-Dade County will be beneficial because of the possibility of law enforcement problems and other conditions beyond the control of the services, personnel, equipment, or facilities of the City of Miami Beach Police Department or the School Board of Miami-Dade County, Division of Police. The Mutual Aid Agreement is authorized by Chapter 23, Florida Statutes. In March 1997, the Mayor and City Commission approved a Mutual Aid Agreement with the Miami- Dade School Board. The Agreement was forwarded to the Miami-Dade School Board but was never executed by them. In May 1998, the Miami-Dade School Board approached the City and requested that the City again consider entering into a Mutual Aid Agreement with them. In July 1998, the Mayor and City Commission considered the issue and approved the Mutual Aid Agreement. The Mutual Aid Agreement was forwarded to the Miami-Dade School Board for execution, however, it was never executed by the Board. The Miami-Dade School Board has approached the City again and requested that the City consider AGENDAITEM~ le,-9 -9j DATE executing the Mutual Aid Agreement. The Miami-Dade School Board has executed the Agreement and submitted it for the Mayor and City Commissions's consideration. ANALYSIS This Agreement will permit the Police Department and the Miami-Dade County School Board Division of Police to draw upon each others'resources. The Police Department has many proactive juvenile and/or crime prevention programs in the public schools. These programs are enhanced with the cooperation of the Miami-Dade County School Board Division of Police. Many criminal investigations that involve Miami-Dade County School Board students, personnel, or properties are investigated by the Police Department. Likewise, many criminal acts as well as information regarding crimes that occur in the City come to the attention of Miami-Dade County School Board police officers. This Agreement will formalize the exchange of information and both parties will benefit by it. In addition, it will give each party the ability to call upon the resources of the other in the event of an emergency situation. In the event of an emergency situation, the Agreement clearly defines the responsibilities of each party. CONCLUSION By approving this Resolution, the City and the School Board of Miami-Dade County will enter into a Mutual Aid Agreement that will benefit both. ,... / a~ ro S~SfpS F:\POLI\TECHSERV\POLICIES\COM_MEMO\mutuaI aid school board agreement 1999.mem.wpd MIAMI-DADE COUNTY PUBLIC SCHOOLS SCHOOL BOARD ADMINISTRATION BUILDING . 1450 NORTHEAST SECOND AVENUE.
