I feel it is important to make several corrections to a recent article which a�ppppeared in the Wire,DECO DISTRICT EXPANSION RECOMMENDED BUT COMMIS- SION APPROVAL IS NEEDED written by Kern Julius. ' V .........,,,...........____=_______ Julius states that a vote of the Planning Board provides a six-month moratorium on demolition permits. It was the Historic Preservation Board's vote earlier that evening that created the moratorium. According to the city's zoning ordinance,the Preserva `' tion Board recommends local district designation (this establishes the six-month C 0 moratorium). The Planning Board must then review the issue and make its recom- mendation to the City Commission. The Commission cannot hold public hearings on the matter until it receives the Planning Board recommendation. On May 18,both the Preservation and Planning Boards voted and the Commission was to then set the public hearings in October. However, because of a legal challenge, the Planning Boards vote was canceled and the matter is rescheduled to be reheard on July 23, 1992 at 5:01 P.M. Julius was also incorrect in stating that the Design Review Board can"prevent ... demolition of significant buildings." Once again,it is the Historic Preservation Board which reviews demolition of historic properties. The issue becomes confused because the City of Miami Beach established a separate Design Review Board to review all q design matters,even those within a local historic district. E Normally in cities where preservation is a valued ethic,it is the full historic preser- vation board that reviews restoration and new construction in designated districts. In Miami Beach there was a tremendous fear of a " reservation-oriented" Historic z Preservation Board. Dade County filed suit against Miami Beach challenging the city's Z intent to preserve its architectural heritage. The lawsuit was resolved when the city wrote a real preservation" ordinance, which included appointing persons to the 8 Preservation Board who would actually promote preservation. Prior to 1985 the Hiszi - toric Preservation Board was composed of 10"developer-types"and 3 lonely preser1 A \\\\\\\\\ - vation persons. At the same time as the new Preservation Ordinance was taking effect, oi oi the Design Review ordinance was written. To further isolate the new Preservation Board a separate Design Review Board was established. The legislation was written z with the proviso that if a project was in a locally designated area,three members of the Preservation Board could sit with the members of the Design Review. It has al- ways been my contention that the full Miami Beach Historic Preservation Board `i should review all matters relating to the National Register District. Trees playa central e ll/////III III I I I I I 1111\11MA\ \\\\\ role in the forming of urban space. They are one of the most important threads in a cohesive urban fabric. Besides needing trees for their beauty the boulevards of Paris need trees because they create human scale within the wide space formed by the build- ings. A classic example of the space defining qualities of trees is our own Meridian Avenue. The narrow picturesque streets we so treasure in Europe are almost nonex- istent in this country. Our streets are wider,that is,the distance from building face to building face is greater and doesn't provide that intimate sense of human scale and enclosure we find so delightful. The lining of streets with trees provides human scale within the typically wider corridor of American streets. Meridian Avenue with its buildings setback from the street,hedge-lined sidewalks and stately alley of trees is the quintessential American residential street. Here in the urban fabric of subtropical Miami Beach,street trees serve still another .x*.;< e , q,{"94,,T" duty,that of providing shade. It seems ridiculous to me to have to state something so . ` * * •• , �, ` A obvious,but in a city where historic structures get bulldozed to make way for empty 7k lots,it may not be so obvious: time and again the sanity of a tree shaded street is proven STAR TETTE :F — tome on summer weekend afternoons as I walk from the beach to myapartment across , , from Flamingo Park. The cross streets sizzle in the brutal summer sun• no escape is ,w provided from the heat. As I cross Drexel Pennsylvania,and Euclid all I hear is the . ►' * * 9' expansion of automobile metal and the relentless hum of air conditioners over bur- dened with the cooling responsibility that trees could share. As I round the corner on 1 y to Meridian and into the shade suddenly the temperature drops a few merciful degrees. "< '' ;r The gentle ocean breeze we brag about to Orlando and Tallahassee and NewYork 1 ' vz.-- : -, becomes apparent. The breeze byitself is no match for the summer sun but combined + ''' 1 ' ' - t'' with D shade it can make a world of difference. If Meridian demonstrates the essential role of trees in the city,then Euclid Avenue one block over,drives the point home. Shady,tree-lined Meridian imparts a sense of r li IIstabilit and community to the neighborhood. Euclid,on the other hand,is a textbook case of poor urban design. To be sure,the architecture is interesting enough but here, •for some reason,the distance from building face to building face is greater,as if the L = �� planner had intended this to be a grand avenue leading to some nonexistent important ,,.." building or focal point. Even without a grand terminus a properly tree-lined Euclid '"i Avenue would still be a memorable urban experience. Imagine if live oaks had been ' planted here at the same time they were planted along the residential stretch of Coral '. 0 Way in Coral Gables. The arching limbs of the oaks would reach across the wide ex- panse of asphalt and would form a majestic coolincathedral by now. Instead,spind- ly,stunted pink trumpet trees were selected. Why? Because they are flowering trees. With their pale pink flowers they look great in a backyard or by a front door but they Wednesday make no sense as street trees in an 80-foot wide corridr.They get lost. They provide , little shade and no sense of scale. In the last decade the mass of South Beach has received much deserved attention plights* • g h t and acclaim. The architecture has been celebrated and it has drawn the world co our doorstep. Rightfully so,and the battle continues to preserve the architectural integrity * of South Beach,a battle which is still far from being won. The recognition of the im- ' ,,portance of Soth Beach's open space to its historic character is long overdue. After * 10 p m to midnight all,it's not just the buildings that make this neighborhood such a delight,it is the streets (in the true sense of the word) the sidewalks,the enclosed courtyards,the alleys,the * parks--in short,the wealth of outdoor urban spatial experiences. And if this open Play Flee Bingo space is going to contribute to the unique character of this district,it must be filled by with one of our the lush subtropical vegetation that once flourished here. There is a wealth of architectural detaining that inextricably link these buildings to FamousSta rI ette ," this particular subtropical sandbar, celebrating the subtropical flora fo the area through murals,reliefs,grills,sculptures and etched glass. If these details are to make ` -' " any sense the historic tree canopy of South Beach must be restored.
