A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, CALLING AN ELECTION
AT WHICH THERE SHALL BE SUBMITTED TO A VOTE
THE MATTER OF ISSUANCE OF BONDS OF SAID CITY
IN THE SUM OF $6,632,000.00 FOR THE PURPOSES
IN THIS RESOLUTION STATED.
WHEREAS, the City Council of the City of Miami Beach, Florida,
deems it advisable to issue bonds of said City in amounts and for the
municipal purposes set forth in the election notice provided for in
Section 6 of the following resolution,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA:
SECTION 1: That, subject to the authorization of the duly registered
and qualified voters of said City, who are freeholders
therein, participating in the election according to law, which is
hereinafter called, negotiable coupon bonds of the City of Miami Beach,
Florida, shall be issued in the sums and for the purposes stated in
the Notice of Election provided in Section 6 of this resolution.
SECTION 2: That a special election is hereby called and directed to
be held in the City of Miami Beach, Florida, from seven
o' clock A.M. until seven o 'clock P.M. on the 5th day of June, A.D. 1951,
for the purpose of submitting to a vote of the duly registered and
qualified voters of said City who are freeholders therein, the questions
whether bonds of said city shall be issued in the sums and for the
purposes stated in the Notice of Election provided for in Section 6 of
this resolution.
SECTION 3: That the City Clerk, who is also the Supervisor of Registration,
open the books of said City from nine o'clock A.M. until five
o 'clock P.M. , each day, Sundays and Holidays excepted, from May 3, 1951
to May 30, 1951, both inclusive, for the purpose of registering those
electors who are qualified to register for this election, and after said
May 30, 1951, no elector shall be registered for said election.
SECTION 4: For the purpose of holding and conducting said election, the
City of Miami Beach has been divided into voting precincts
or election districts with polling places therein, as follows:
PRECINCT NO. 25: Being all of the area within the City of Miami Beach
lying North of the centerline of 51st Street, the
Polling Place of which shall be at the 69TH STREET FIRE STATION,
situated at 6860 Indian Creek Drive.
PRECINCT NO. 26: Being the area within the City of Miami Beach lying
between the centerline of 51st Street ON THE NORTH
and a line ON THE SOUTH running Westerly from the Atlantic Ocean along
the centerline of 34th Street to Biscayne Waterway, thence Westerly
along the centerline of Biscayne Waterway to Biscayne Bay, the Polling
Place of which shall be at the NORTH BEACH ELEMENTARY SCHOOL, situated
on the Northwest corner of the intersection of 41st Street and Prairie
Avenue.
PRECINCT NO. 27: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 26, ON THE NORTH
and a line ON THE SOUTH running Westerly from the Atlantic Ocean along
the centerline of 23rd Street to Dade Boulevard, thence along the center-
line of Dade Boulevard to Biscayne Bay, also including Belle Isle, Rivo
Alto Island, Di Lido Island and San Marino Island, the Polling Place of
which shall be at the DADE BOULEVARD FIRE STATION, situated on the North-
west corner of the intersection of Dade Boulevard and Pine Tree Drive.

PRECINCT NO. 28: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 27, ON THE
NORTH and a line ON THE M UTH running 'Westerly from the Atlantic Ocean
along the centerline of 15th Street to Bay Road, thence South along the
centerline of Bay Road to 14th Street, thence West along the centerline
of 14th Street to Biscayne Bay, the Polling Place of which shall be in
the SOUTHWEST LOBBY OF THE MIAMI BEACH AUDITORIUM, entered from 17th
Street at Drexel Avenue.
PRECINCT NO. 29: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 28, ON THE NORTH
and a line ON THE SOUTH running Westerly from the Atlantic Ocean to
Biscayne Bay along the centerline of 11th Street and said line produced
the Polling Place of which shall be at the FIRE STATION IN THE CITY HAL ,
BUILDING, situated on 12th Street between Washington Avenue and Drexel
Avenue.
PRECINCT NO. 30: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 29 ON THE NORTH
and a line ON THE SOUTH running Westerly from the Atlantic Ocean along
the centerline of 7th Street to Alton Road, thence South along the center-
line of Alton Road to 6th Street, thence Westerly along the centerline of
6th Street to Biscayne Bay, the Polling Place of which shall be at the
MIAMI BEACH EMPLOYEES ' BENEVOLENT ASSOCIATION CLUB BUILDING, situated at
920 Alton Road.
PRECINCT NO. 31: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 30, ON THE NORTH
and a line ON THE SOUTH running Westerly from the Atlantic Ocean along the
centerline of 3rd Street to Alton Road, thence along the South line of
Lot 32 in Block 111 of Ocean Beach Addition No. 3, to Biscayne Bay, also
including Star Island, Palm Island and Hibiscus Island, the Polling Place
of which shall be at the SOUTH BEACH ELEMENTARY SCHOOL, situated between
Third and Fourth Streets on Alton Road.
PRECINCT NO. 32: Being all the area within the City of Miami Beach
lying South of the South line of Precinct No. 31, also
including the Causeway property and the islands south of the County
Causeway, the Polling Place of which shall be at the MUNICIPAL PIER,
situated on the Ocean Front at Biscayne Street.
All being places where elections are usually held in said municipality.
All electors shall vote at the Polling Places in the voting precincts
in which the City Registration Books show that said electors reside.
SECTION 5: That Thirty Days ' notice of said election shall be given by
publication in the Miami Beach Florida Sun, a newspaper
published in the City of Iiami Beach, Florida. Such publication shall
be made at least once each week for four consecutive weeks during said
period of Thirty days.
SECTION 6: That the Notice of Election shall be substantially in the
following form:
"CITY OF MIAMI BEACH, FLORIDA,
NOTICE OF SPECIAL ELECTION.
"NOTICE is hereby given that an election has been called by the City
Council of the City of Miami Beach, Florida, and will be held in said
City from seven o'clock A.M. until seven o 'clock P.M. on the 5th day of
June, A.D. 1951, at which there shall be submitted to the duly registered
and qualified voters of said City who are freeholders therein, the
following questions:
"1 . Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of 4,;650,000.00, with interest at a rate
hereafter to be determined, not exceeding 32o per annum, for the
purpose of installing a reservoir, pumping station and mains in
connection with its water system?

"2. Shall the City of Miami Beach Florida issue negotiable coupon
bonds in the amount of $500,000.00, with interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
purpose of constructing a sanitary sewer screening plant?
"3. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of $228,000.00, with interest at a rate to be
hereafter determined, not exceeding 3% per annum, for the purpose
of constructing a six-lane bridge across Indian Creek at 71st
Street?
"4+. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of $900,000.00, with interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
purpose of constructing two six-lane bridges across Indian Creek
at 63rd Street?

"6. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of $160 00.00 wih interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
purpose of paving that portion of Indian Creek Drive extending
from 63rd Street to 71st Street?
"7. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of $44449t0 .00, with interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
payment of which a special annual tax will be levied, the amount
of which levy will be reduced by collections from special improve-
ment assessments made against abutting property, as authorized
by law, for the purpose of paving (including sidewalks) the follow-
ing highways: Dickens Avenue from 71st Street to Tatum Waterway
Drive, Tatum Waterway Drive from 79th Street to 81st Street,
Byron Avenue from 81st Street to 87th Terrace, Harding Avenue from
67th Street to 71st Street, Harding Avenue from 73rd Street to
87th Terrace; and for the purpose of paving the following highways:
9th Street from Alton Road to Meridian Avenue, Pine Tree Drive from
Dade Boulevard to 26th Street, Abbott Avenue from 72nd Street to
73rd Street and 77th Street from Collins Avenue to Tatum Waterway?
"8. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of $250,000.00, with interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the payment
of which a special annual tax will be levied, the amount of which
levy will be reduced by collections from special improvement
assessments made against abutting property, as authorized by law,
for the purpose of constructing a sanitary sewer system on
Normandy Shores (formerly known as North Isle of Normandy)?
"9. Shall the City of Miami Beach, Florida issue negotiable coupon
bonds in the amount of $300,000.00, with interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
purpose of extending, enlarging and improving the Police Station
and Traffic Department buildings, including the acquisition of
additional land for said purpose?
"10. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of $300,000.00, with interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
purpose of acquiring and developing a public park extending from
80th Street to 81st Street and from Collins '.venue to the Atlantic
Ocean?

bonds in the amount of $1,000,000.00, with interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the

on the South, and the Bath Club property on the North?

bonds in the amount of $100,000.00, with interest at a rate to be
hereafter determined, not exceeding 3% per annum, for the purpose
of acquiring and developing a community park in he area lying
East of Tatum Waterway and between 60th Street and 85th Street?
"15. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of : 130,000.00, wih interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
purpose of constructing a fire station?

bonds in the amount of $200,000.00, wih interest at a rate to
be hereafter determined, not exceeding 3% per annum, for the
purpose of constructing a Municipal office building on Uashington
Avenue north of Lincoln Road, on the Municipal Golf Course
property; surplus space therein, if any, to be leased to the
Miami Beach Chamber of Commerce?

as is by law authorized to be apportioned and levied.
SECTION 9: That there shall be apportioned and levied as special im-
provement assessments against the abutting property on a
front foot basis such portion of the cost of the construction of the
sanitary sewer system referred to in Question "8" hereinabove set forth
as is by law authorized to be apportioned and levied.
SECTION 10: That the collections upon the special improvement assessments
against abutting properties shall be deposited in the City's
local improvement bond fund for application to interest and principal pay-
ments on the bonds hereby authorized and hereafter to be sold for the
purpose of paying in the first instance the cost of said improvements.
SECTION 11: That a special annual tax upon all taxable property within
the City of Miami Beach, over and above all other taxes
authorized or limited by law, or by the Charter of the City, sufficient to
pay the interest and the principal of the bonds hereby authorized, at their
several dates of maturity, shall be and is hereby levied, provided that the
amount of such special annual tax levy shall be reduced by the amount then
contained in the local improvement bond fund, and by the amount of special
improvement assessments collected and then remaining in the local improve-
ment bond fund, and by the amount of any other funds applicable to said
bonds .
SECTION 12: That the special improvement assessments against abutting
property herein provided for, for highway improvements
(including sidewalks) are hereby pledged for the payment of principal and
interest of the bonds hereby authorized for the purpose of such highway
improvements, and the special improvement assessments against abutting
property herein provided for, for the sanitary sewer system, are hereby

pledged for the payment of principal and interest of the bonds hereby
authorized for the purpose of constructing said sanitary sewer system,
and the proceeds of the special annual tax hereby provided for shall
be used for no other purpose than the payment of principal and interest
of the bonds hereby authorized, at their several dates of maturity, and
any balance collected at any time upon such special annual tax after
the payment of principal and interest upon the bonds hereby authorized
shall be deposited in the local improvement bond fund.
SECTION 1 : This resolution shall be effective immediately upon its
passage and adoption, as required by law.
