A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR PROPOSALS NO. 2018 -
157-WG, FOR WATERLESS CAR WASH CONCESSION; AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH GT ECO
CARWASH, LLC; FURTHER, IF THE ADMINISTRATION IS NOT
SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH GT ECO
CARWASH, LLC; AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH ABLE BUSINESS SERVICES, INC.; AND FURTHER
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY
THE ADMINISTRATION.
WHEREAS, on December 13, 2017, the Mayor and City Commission authorized the
Administration to issue an RFP for Waterless Car Wash Concession, and to release the final
draft of the RFP to the Mayor and City Commission via LTC; and
WHEREAS, on March 23, 2018, in LTC #162 -2018, the final draft of Request for
Proposals (RFP) 2018- 157 -WG for Waterless Car Wash Concession was provided to the Mayor
and City Commission, and subsequently issued; and.
WHEREAS, RFP responses were due and received on May 16, 2018; and
WHEREAS, the City received proposals from the following three (3) firms: Able Business
Services, Inc, Nikhlesh Parekh Ventures, Inc. DBA WeComeToYouCarWash.com and GT Eco
Carwash, LLC.
WHEREAS, the proposal from Nikhlesh Parekh Ventures, Inc. DBA
WeComeToYouCarWash.com was deemed non - responsive and received no further
consideration; and
WHEREAS, an Evaluation Committee appointed by the City Manager pursuant to LTC#
274 -2018 convened on June 14, 2018, to consider the responsive proposals received; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services and a copy of each proposal; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFP; and
WHEREAS, the evaluation process resulted in the ranking of proposers as follows: GT
Eco Carwash, LLC as the top ranked proposer and Able Business Services, Inc., as the second
ranked proposer; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings and commentary, I concur with the Evaluation Committee and find GT Eco Car Wash
LLC, to be the best qualified firm for the project. GT Eco Carwash, LLC, proposed car wash
services using a minimal amount of water combined with an eco- friendly chemical that is
sprayed on the vehicle and wiped off using microfiber towels, creating minimal run -off into the
City's storm drains. In efforts to enhance the customer service experience, the firm also offers
an app that allows for payment and service notifications for patrons; and
WHEREAS, based on the foregoing, the Administration recommends that the Mayor and
City Commission award the RFP and authorize the Administration to enter into negotiations with
GT Eco Carwash, LLC; further, if the Administration is unsuccessful in negotiating an
agreement with GT Eco Carwash, LLC, authorize the Administration to enter into negotiations
with Able Business Services, Inc; and further authorize the Mayor and City Clerk to execute an
agreement upon conclusion of successful negotiations.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Proposals No 2018 - 157 -WG, for Waterless Car Wash Concession; authorize the Administration
to enter into negotiations with GT Eco Carwash, LLC; further, if the Administration is not
successful in negotiating an agreement with GT Eco Carwash, LLC; authorize the
Administration to enter into negotiations with Able Business Services, Inc; and further authorize
the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations
by the Administration.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
At its October 18, 2017 meeting, the Mayor and City Commission approved a referral (Item C4E) to
the Finance and City -Wide Projects Committee (the "Committee ") for a discussion on offering
waterless car wash services at certain garages. Historically, the City has not offered car wash
services at its parking facilities primarily due to environmental issues related to chemical detergents
and water runoff issues. However, the car wash industry has evolved over time and these issues
have been addressed to a great extent. Car wash services are an amenity at many other parking
facilities in the region. These types of services are convenient, customer friendly, and an added
revenue stream for the City.
The Committee discussed the item at their November 8, 2017, meeting and expressed a desire to
proceed with the initiative with the following caveats:
• Issuance of a competitive procurement process;
• A phased deployment commencing with a pilot at a limited number of garages; and
• Return to the Committee upon completion of the pilot with the results for further direction.
Upon further discussion on the matter, the Committee recommended the Administration pursue the
offering of waterless car wash services at the municipal parking garages, beginning with a pilot phase
before full deployment. These services would be deployed as concession agreements with the
selected provider.
On December 13, 2017, City Commission adopted Resolution No.2017- 30099 accepting the
recommendations made by the Committee. The parameters for moving forward included:
A. Awarding any resulting Concession agreement in two phases. The first phase shall be a

pilot program at one or more selected garage(s) for a period of time not to exceed 6 months.
The second phase may include, but is not a guarantee, a longer term with an expanded
number of garages from which to offer the services.
B. A requirement that water usage shall be minimal and any water used be collected and
discarded according to law.
C. All chemicals utilized shall be non - harmful to the environment and properly disposed to the
requirements of the Environmental Protection Agency and Florida Department of
Environmental Protection; and
On December 13, 2017, the Mayor and City Commission authorized the Administration to issue an
RFP for Waterless Car Wash Concession, and to release the final draft of the RFP to the Mayor and
City Commission via LTC.
Upon completion of the pilot, a report with a recommendation to either discontinue the service or
proceed with negotiations to extend the service (Phase II of the RFP) at other facilities will be
referred to the Finance and Citywide Projects Committee for their review and recommendation. Said
recommendation will then be forwarded to the full City Commission for consideration and direction.
RFP PROCESS
March 23, 2018, by way of LTC #162 -2018 the Mayor and City Commission authorized the issuance
of Request for Proposals (RFP) 2018 - 157 -WG for Waterless Car Wash Concession. RFP
responses were due and received on May 16, 2018. The Procurement Department issued
solicitation notices to 165 firms utilizing publicpurchase.com. 33 prospective proposers accessed the
advertised solicitation. The City received proposals from the following three (3) firms: Able Business
Services, Inc, Nikhlesh Parekh Ventures, Inc. DBA WeComeToYouCarWash.com and GT Eco
Carwash, LLC.
The proposal from Nikhlesh Parekh Ventures, Inc. DBA WeComeToYouCarWash.com was deemed
non- responsive and could not be further consideration.
The Evaluation Committee appointed by the City Manager pursuant to LTC# 274 -2018 convened on
June 14, 2018, to consider the responsive proposals received. The Committee comprised of Monica
Beltran, Assistant Director, Parking Department, Leif Bertrand, Resident, Transportation, Parking &
Bicycle - Pedestrian Facilities Committee Member, Benjamin Nussbaum, Revenue Manager, Finance
Department, Timothy Schmand, Executive Director, Lincoln Road Business Improvement District and
Flavia Tonioli, Sustainability Manager, Environment and Sustainability Department.
The Committee was provided an overview of the project, information relative to the City's Cone of
Silence Ordinance and the Government Sunshine Law. The Committee was also provided with
general information on the scope of services and a copy of each proposal. The Committee was
instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFP.
The evaluation process resulted in the ranking of proposers as indicated in Attachment A, in the
following order.
1. Gt Eco Car Wash LLC
2. Able Business Services, Inc.
A summary of each of the top- ranked firms, as provided in their proposal submittals, follows:
GT Eco Car Wash LLC
GT Eco Car Wash provides an ecologically friendly mobile car wash service that utilizes mobile app
technology that provides secure payment, outstanding service and most importantly, an exceptionally
convenient car wash solution specifically designed for parking garages of major institutions that cater
to those at work, taking classes or out shopping.
Able Business Services, Inc.
Able Business Services offers innovative, science -based products, and methods in providing car care
detailing services to include car wash services. In contrast to more traditional detailing systems
which consume gallons of water, their steam system consists of lubricants which encapsulate dirt and
dust particles and minimize runoff.

CONCLUSION
I have reviewed the proposals and the results of the Evaluation Committee process. GT Eco
Carwash was unanimously ranked as the top proposer as the Evaluation Committee deemed it to
have presented the best plan for addressing the City's goal of providing high quality car wash
services to patrons of parking garages. GT Eco Carwash provides similar services at various venues
across Miami -Dade County and South Florida. One of the highlights of GT Eco Carwash proposal is
that it can provides to customer, at no cost, a mobile application (app) that allows customers to select
the type of services desired, be notified when their vehicles are ready, and supports electronic
payments. While GT Eco does not plan on deploying the app during the pilot phase, it can be
deployed during full implementation. Additionally, GT Eco Carwash maintains a "customer is always
right" perspective on customer service that will help to enhance the experience to City garages where
the service is deployed.
As directed by the Finance Committee, the initial contract will be limited to a pilot program at the 17th
Street garage. The pilot will consist of approximately six (6) months and include 5 -10 parking spaces.
GT Eco Carwash has proposed an 8% gross revenue share to the City because of the need to
purchase equipment and the short term of the pilot. Final details of the agreement, including
increasing the revenue share will be negotiated. The Administration will also negotiate a contribution
to the City's educational compact initiative as part of a longer term contract.
Prior to the expiration of the Phase I term, a report with a recommendation to either discontinue the
service or proceed with negotiations to extend the service (Phase II of the RFP) at other facilities will
be referred to the Finance and Citywide Projects Committee for their review and recommendation.
Said recommendation will then be forwarded to the full City Commission for consideration and
direction.
Therefore, I recommend that the Mayor and City Commission approve the Resolution authorizing the
Administration to enter into negotiations for Phase I, with GT Eco Carwash, LLC; and, if
unsuccessful in negotiating an agreement with GT Eco Carwash, LLC, authorizing the Administration
to enter into negotiations with Able Business Services, Inc.; and, further authorizing the Mayor and
City Clerk to execute an Agreement for Phase I upon conclusion of successful negotiations.
FINANCIAL INFORMATION
Grant funding will not be utilized for this project. This project is meant to be revenue generating.
