A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND EXECUTE AMENDMENT
NO. 4 TO THE DESIGN /BUILD AGREEMENT BETWEEN THE CITY
OF MIAMI BEACH, FLORIDA, AND LANZO CONSTRUCTION, CO.,
FLORIDA, FOR THE DESIGN, PERMITTING AND INSTALLATION OF
AUXILIARY POWER GENERATORS FOR THE THREE (3)
STORMWATER PUMP STATIONS FOR THE NEIGHBORHOOD 13;
PALM AND HIBISCUS ISLANDS RIGHT -OF -WAY NEIGHBORHOOD
IMPROVEMENTS PROJECT, IN AN AMOUNT NOT TO EXCEED
$1,951,208, PLUS OWNER'S CONTINGENCY IN THE AMOUNT OF
$195,121, FOR A TOTAL AMOUNT OF $2,146,329; WITH
PREVIOUSLY APPROPRIATED FUNDING, AND SUBJECT TO THE
COMMISSION APPROVAL OF THE SEVENTH CAPITAL BUDGET
AMENDMENT.
WHEREAS, on July 17, 2013, the City Commission approved the negotiations with
Lanzo Construction Co., (Lanzo), pursuant to Request for Qualifications (RFQ) No. 251 -
2013TC, for Design -Build Services for Neighborhood No. 13: Palm and Hibiscus Islands Right -
of -Way Infrastructure Improvement Project; and
WHEREAS, on February 12, 2014, the City Commission approved the
recommendation by the Mayor's Blue Ribbon Panel on Flooding and Sea Rise and the
Flooding Mitigation Committee to amend the City's Stormwater Management Master Plan,
by modifying the design criteria for the tailwater elevation and adopted an elevation of 2.7
ft -NAVD for all tidal boundary conditions. The City's Public Works Department (PWD)
requested that staff implement the enhanced stormwater design criteria; and
WHEREAS, on September 18, 2014, the City negotiated Design and Pre -
Construction Services (Phase 1) with Lanzo, in the lump sum amount of $599,464, based
on the Design Criteria Package (DCP) included in the original solicitation; and
WHEREAS, on November 19, 2014, the City Commission adopted Resolution No.
2015- 28852, approving Amendment No.1 in the amount of $251,016, which included
additional design services, associated with the adopted enhanced stormwater criteria,
bringing the total contract amount to $850,480; and
WHEREAS, on October 14, 2015, the City Commission adopted Resolution No.
2015- 29178, approving Amendment No. 2 in the amount of $73,240, incorporating
additional design services required to meet the revised City Landscape Ordinance,
comments from the Home Owners' Association, the Fire and Public Works Department's
changes in the criteria related to the placement of Florida Power and Light (FPL)
transformers within City's Right -of -Way; and
WHEREAS, on December 9, 2015, the City Commission adopted Resolution No.
2015- 29243, approving Amendment No. 3 to the Design Build Agreement with Lanzo in the
Guaranteed Maximum Price (GMP) of $36,500,000, plus a $2 million owner's contingency,
for phase 2 construction services; and
WHEREAS, on July 21, 2016 Change Order No.1, in the amount of $313,905.06,
was issued from the approved contingency funds for additional watermain installation and
to supply and maintain temporary pumps to mitigate king tides on Palm and Hibiscus
Islands; and
WHEREAS, the Urban Land Institute Advisory Services Panel recommended providing
reliable sources of emergency power to the pump stations; therefore, Administration is
proposing installing standby permanent Biofuel engine - driven generators for the Palm and
Hibiscus Islands pump stations; and
WHEREAS, on May 16, 2018, City Commission discussed the many requests from the
Palm and Hibiscus neighborhood, expressing the need for permanent generators, to provide a
consistent power supply to the stormwater pump station; and
WHEREAS, as part of the discussion, it was agreed to provide permanent generators as
part of the current project; and
WHEREAS, Administration advised that a change order would be forthcoming; and
WHEREAS, the generators will be installed adjacent to the current pump station control
panel and will be able to operate all pumps in the event of a power failure; and
WHEREAS, pursuant to the required scope, the Design -Build Firm has submitted a
proposal for the design, permitting, procurement and installation of the generators adjacent to
the three (3) current pump stations in the amount of $1,413,208; and
WHEREAS, this Amendment No. 4, in the not to exceed amount of $1,951,208, will
revise the total contract in the not to exceed amount of $38,765,113.06.
WHEREAS, on December 9, 2015, the Capital Budget was amended to provide
funding in the amount of $38,971,442 for the Palm and Hibiscus Project, to execute the
Guaranteed Maximum Price (GMP), Amendment No. 3, to the Design Build Agreement
between City of Miami Beach and Lanzo.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission approve and authorize the City Manager to negotiate and execute Amendment No.
4, to the Design /Build agreement between the City of Miami Beach, Florida, and Lanzo
Construction, Co., Florida, for the design, permitting and installation of auxiliary power
generators for the three (3) stormwater pump stations for the Neighborhood 13: Palm and
Hibiscus Islands Right -of -Way Neighborhood Improvements Project, in an amount not to exceed
$1,951,208, plus owner's contingency in the amount of $195,121, for a total amount of
$2,146,329; with previously appropriated funding, and subject to the Commission approval of
the seventh Capital Budget Amendment.

RECOMMENDATION
The Administration recommends adopting the Resolution.
ANALYSIS
On July 17, 2013, the City Commission approved the negotiations with Lanzo Construction Co.,
( Lanzo), pursuant to Request for Qualifications (RFQ) No. 251- 2013TC, for Design - Build Services
for Neighborhood No. 13: Palm and Hibiscus Islands Right -of -Way Infrastructure Improvement
Project.
On February 12, 2014, the City Commission approved the recommendation by the Mayor's Blue
Ribbon Panel on Flooding and Sea Rise and the Flooding Mitigation Committee to amend the City's
Stormwater Management Master Plan, by modifying the design criteria for the tailwater elevation and
adopted an elevation of 2.7 ft-NAVD for all tidal boundary conditions. The City's Public Works

On October 14, 2015, the City Commission adopted Resolution No. 2015 -29178 approving
Amendment No. 2 in the amount of $73,240, incorporating additional design services required to meet
the revised City Landscape Ordinance, comments from the Home Owners' Association, the Fire and
Public Works Department's changes in the criteria related to the placement of Florida Power and
Light (FPL) transformers within City's Right -of -Way.
On December 9, 2015, the City Commission adopted Resolution No. 2015 - 29243 approving
Amendment No. 3 to the Design Build Agreement with Lanzo in the Guaranteed Maximum Price
(GMP) of $36,500,000 plus a $2 million owner's contingency, for phase 2 construction services.
On July 21, 2016 change order #1 in the amount of $313,905.06 was issued from the approved
contingency funds for additional watermain installation and to supply and maintain temporary pumps
to mitigate king tides on Palm and Hibiscus Islands.

generators under the current project. Administration advised that a change order would be
forthcoming.
Pursuant to the required scope, the Design -Build Firm has submitted a proposal (Attachment A) for
the design, permitting, procurement and installation of the generators adjacent to the three (3) current
pump stations in the total amount of $1,951,208.
This Amendment No. 4 in the not to exceed amount of $1,951,208, will revise the total contract in not
to exceed amount of $38,765,113.06.
CONCLUSION
The Administration recommends adopting the Resolution.

Dear Ms. Samadi,
The purpose of this letter is to present, per the City's request, the estimated GMP cost to furnish
and install permanent emergency generators to the newly installed pump stations (x3) at the Palm
& Hibiscus Islands project, Neighborhood 13.
The numbers here presented are based on the CMB's June 15, 2018 specification (see Exhibit
"A "), and the specific site conditions, such as the locations available for the generator, a standard
distance from the electrical panel being fed by the generator (up to 100'), MOT required, and
Landscape screening requirements.
The estimated cost of the pumps /48hrs, generators include furnishing and installing:
Generator /Sound Enclosure /Fuel Tank
Conduits /Conductors and ATS
Elevated Generator Platform and Handrails
Area restoration and Landscape Screening
Engineering Design Inspection, as -built drawings, testing, certification and start -up.
Permit Fees are not included
The lump sum estimate price for each of the pump stations is as following:

The pricing here presented is based on best available information since there is no final design
for these generators yet. Engineering cost covers structural design associated with generators
only.
In the event the scope of work is changed by the owner or by the municipality, or municipalities
involved, Lanzo reserves the right to review, approve, or reject any changes prior to inclusion to
this proposal. Should you have any questions, comments, and /or concerns, please, do not

Palm & Hibiscus Islands Neighborhood Improvement Project
Generator scope of service:
Please provide a proposal by 6/28/2018 to include the following:
A generator for each pump station location for the Palm and Hibiscus Islands Project.
The generator should have sufficient amperage to operate all pumps in the event of a
power failure. This scope includes design, permitting, procurement and installation of the
generators adjacent to the current pump station control panel in a distance that is locates
the generator in a proper location that meets the operational requirements of the generator.
A standby permanent Bifuel engine driven generator,
self contained with modular weatherproof skin tight sound attenuated aluminum
enclosure,
high velocity hurricane zone rated for 180 MPH wind,
40 decibels dB sound reduction at 1 meter,
landscaping to conceal the generator while allowing access for maintence
capable of running all pumps at capacity continuously for 48 hours,
fuel storage system,
control panel, and automatic transfer switch (ATS),
all required electrical cables and conduits to make the generator fully operational,
Generator shall be EPA Tier 2 emissions level certified,
Installed at BFE +2 elevation with accessible platform
the necessary manufacturer, supplier and installer warranties
The scope include all labor, materials and requirement to complete the installation of the
generator, complete startup, testing, owner training and successful demonstration of the
generator system operation and performance.
