REG/le Attach ment F:I CLER\$ALL\LILIA\L TC's -Transmittal 's\Resolution 2018-078 Hallandale Beach .docx 1 RESOLUTION NO. 2018 -078 3 4 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY s OF HALLANDALE BEACH, FLORIDA SUPPORTING PROPOSED 6 CONSTITUTIONAL AMENDMENT 13 TO PHASE OUT THE CRUEL TY OF 7 COMMERCIAL GREYHOUND RACING BY DECEMBER 2020 ANO 8 DECOUPLE LIVE RACING FROM OTHER FORMS OF GAMBLING IN 9 FLORID Iv\ 10 11 12 WHEREAS, Commercial greyhound racing is a dying industry in the United States and Florida 13 hosts eleven of the remaining seventeen American dog tracks; and 14 15 WHEREAS, public opposition to commercial greyhound racing is increasing due to both humane 16 and economic concerns; and 17 18 WHEREAS, 70% of Florida voters will support Amendment 13 to end commercial greyhound 19 racing on November 6 according to a 2018 statewide survey by Mclaughlin & Associates; and 20 21 WHEREAS, state records show that a greyhound dies on average every three days at a Florida 22 racetrack; and 23 24 WHEREAS, in the one Florida jurisdiction that requires public disclosure, Seminole County, 73 25 injuries have been reported, including 55 broken bones and four deaths; and 26 27 WHEREAS, the state Division of Pari-Mutuel Wagering reports more than 400 greyhound drug 28 positives, including 68 cocaine .. positives since 2008; and 29 30 WHEREAS, at Florida tracks, thousands of greyhounds are kept inside warehouse-style kennels, 31 in small cages barely large enough for the dogs to stand up or tum around; and 32 33 WHEREAS, Amendment 13 specifies a twenty-six month phase-out to allow for the safe transition 34 of racing greyhounds into loving homes; and 35 36 WHEREAS, a report commissioned by the Florida Legislature in 2013 documented that the state 37 loses up to $3.3 million a year on live greyhound racing because the cost of regulation exceeds tax 38 revenue; and 39 1 RESO NO. 2018 -078 FILE NO 18 -388 40 WHEREAS, the economic decline of greyhound racing is expected to continue; and 41 4r WHEREA:S, the state's maRdate for live racing as a platform for other, more profftable forms of 43 gambling is contrary to free market principles and costs Florida dog tracks $34 million each year 44 combined; and-------------------------- 45 46 WHEREAS, the City of Hallandale Beach hosts one of the eleven operating greyhound racetracks 47 in Florida which is now compelled to continue live racing in order to maintain the right to offer slot 48 machines and other forms of gambling; and 49 50 WHEREAS, ending commercial greyhound racing will not lead to the expansion of gambling in 51 any way . 52 53 WHEREAS . the Mayor and City Commission of the City of Hallandale Beach find that it is in the 54 best interest of the residents to end commercial greyhound racing . 55 56 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE 57 CITY OF HALLANDALE BEACH, FLORIDA: 58 59 SECTION 1 . The foregoing "Whereas" clauses are adopted herein . 60 61 ~ECTION 2, Support Amendment 13 to Phase-Out Commercial Greyhound Bilstinq and 62 pgs;oupfe Live Racing from Other Eo.rrns of Gambling. The Mayor and City Commission hereby 63 declare their support of a proposed constitutional amendment to phase-out the cruelty of commercial 64 greyhound racing , repeal the statutory li ve racing mandate, and which will have no impact on other forms 65 of g.ambling. 66 67 SECTION 2.
