A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO THE MIAMI-DADE COUNTY
DEPARTMENT OF HUMAN SERVICES, OFFICE OF
REHABILITATIVE SERVICES, TO UTILIZE FUNDS
PROVIDED DIRECTLY BY THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT TO PROVIDE
OUTREACH AND CASE MANAGEMENT SERVICES TO
HOMELESS INDIVIDUALS IN MIAMI BEACH.
WHEREAS, on July 1, 1998 the Mayor and City Commission adopted the City of
Miami Beach Consolidated Plan for Fiscal Years 1998-2002; and
WHEREAS, the Miami-Dade County Department of Human Services, Office of
Rehabilitative Services, is submitting an application to the Miami-Dade County Homeless
Trust (Homeless Trust) for a grant of $72,974 in funds provided by U.S. HUD to provide
outreach and case management services to homeless individuals in Miami Beach for a
one-year period; and
WHEREAS, U.S. HUD requires that applicants for Federal funding submit a
Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction
where the proposed activity is to be located; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request
for a Certification of Consistency with the Consolidated Plan requires City Commission
review and approval; and
WHEREAS, the Miami-Dade County Department of Human Services, Office of
Rehabilitative Services, has requested that the City issue a Certification of Consistency
with the City's Consolidated Plan; and
WHEREAS, the Administration has reviewed the proposed activities of outreach and
case management for homeless individuals and found them to be consistent with the City's
Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to the
Miami-Dade County Department of Human Services, Office of Rehabilitative Services, to
utilize funds provided directly by the U.S. Department of Housing and Urban Development
to provide outreach and case management services to homeless individuals in Miami
Beach.

Item Summary/Recommendation:
On February 19, 2003, the Miami-Dade County Department of Human Services, Office of Rehabilitative
Services, requested a Certification of Consistency with the City's Consolidated Plan as part of an application
for funds from the U.S. Department of Housing and Urban Development (U.S. HUD). The request was
submitted to the City after the deadline to place an item on the agenda for the Commission meeting of
February 26, 2003. The Office of Rehabilitative Services submitted an application to the Miami-Dade County
Homeless Trust (Homeless Trust) for a grant of $72,974 in funds provided by U.S. HUD. This grant was
proposed to fund their Homeless Outreach Assessment and Placement Program and provide expanded
outreach services, case management, and shelter services to homeless individuals in Miami Beach.
The Selection Committee appointed to review the Miami-Dade County Homeless Trust Request for
Applications (RFA) and select new project sponsors for the U.S. HUD is recommending awarding the City of
Miami Beach funding in the amount of $72,974 for a 14-month contract. Although the award recommendation
is for the City of Miami Beach, the Miami-Dade County Homeless Trust has requested that we satisfy their
request and issue the Certificate of Consistency.

ANALYSIS
On February 19, 2003, the Miami-Dade County Department of Human Services, Office of
Rehabilitative Services, requested a Certification of Consistency with the City's
Consolidated Plan as part of an application for funds from the U.S. Department of Housing
and Urban Development (U.S. HUD). The request was submitted to the City after the
deadline to place an item on the agenda for the Commission meeting of February 26,
2003. The Office of Rehabilitative Services submitted an application to the Miami-Dade
County Homeless Trust (Homeless Trust) for a grant of $72,974 in funds provided by U.S.
HUD. This grant was proposed to fund the Office of Rehabilitative Services for their
Homeless Outreach Assessment and Placement Program and provide expanded outreach
services, case management, and shelter services to homeless individuals in Miami Beach.
These funds were previously awarded to and services were provided by Douglas Gardens
Mental Health Center who is no longer eligible for the grant as they are unable to provide
the funding match required.
U.S. HUD requires that applicants for funding obtain and submit a Certification of
Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity
is to be located. In accordance with the Consolidated Plan adopted by the City, each
request for a Certification of Consistency with the Consolidated Plan requires City
Commission review and approval.

The documentation submitted by the Office of Rehabilitative Services describing the
proposed activities has been reviewed and was found to be consistent with the City's
Consolidated Plan. The Consolidated Plan identifies long-term objectives in Chapter 4,
"Five Year Strategy." Under the Homelessness Strategy (Continuum of Care), page 56,
the Plan assigns a high priority to assisting homeless individuals. Additionally, the Plan
also identifies case management, page 59, within the gap analysis as a high priority in the
Continuum of Care.
