HomeMy WebLinkAbout97-22411 RESO RESOLUTION NO.. 97-22411 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SETTING A PUBLIC HEARING TO CONSIDER AMENDING THE EXISTING HOURS OF RESIDENTIAL PARKING RESTRICTION OF 6 P.M. TO 9 A.M., TO 6 P.M. TO 7 A.M., FOR RESIDENTIAL PARKING PERMIT ZONES ONE, TWO, AND FOUR. WHEREAS, pursuant to Section 44-84 of the Miami Beach City Code, the City Manager is authorized to determine if a residential area is impacted by commuter vehicles ir accordance with the criteria set forth in Sections 44-82 and 44-83 thereof, and after makin~ such a determination may initiate the creation or revision to a residential parking area; anc WHEREAS, a public hearing shall be held on the matter following the mailing of notice~ to every household that can be reasonably be established within the affected residentia parking area(s) under consideration fifteen (15) days prior to the hearing date; and WHEREAS, the Administration would recommend that the Mayor and City Commissior set such public hearing and consider amending the existing hours of residential parkin~ restriction of 6 P.M. to 9 A.M., to 6 P.M. to 7 A.M., for Residential Parking Permit Zone~ One, Two and Four; and WHEREAS, the proposed Residential Parking Areas to be affected more specificall) include: Zone #1: South from South Point Drive (inclusive) to North on 4th Street (inclusive) including 1 Sl Street, 2nd Street and 3rd Street. East from Collins Avenue (inclusive) to West on Michigan Avenue (inclusive) including Washington Avenue, Meridian Avenue and Jefferson Avenue. Zone #2: South from 6th Street (inclusive) to North on 16th Street (inclusive), including 7th Street 8th Street, 9th Street, 10th Street, 11th Street, 12th Street, 13th Street, 14th Street, Espanole Way, 15th Street and 16th Street. East from the centerline of Drexel Avenue to West on Lenox Court, including Pennsylvani~. A venue, Euclid A venue, Meridian Avenue, Jefferson Avenue and Michigan Avenue. Zone #4: South from 18th Street (inclusive) to North on 23rd Street (inclusive), including 19th Street 20th Street, 21 st Street and 22nd Street. East from James Avenue (inclusive) to West on Washington Avenue (inclusive), includinf, Liberty Avenue and Park Avenue; and WHEREAS, this action would alleviate the demand for parking created by commercia districts by providing additional spaces for visitors, tourists and employees within tht: affected areas by providing two (2) additional hours of parking. NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a public hearinf. to consider amending the existing residential parking restriction of 6 P.M. to 9 A.M. to 6 P.M. to 7 A.M., in Residential Parking Permit Zones One, Two and Four, is hereby scheduled on July 2, 1997 at 5:30 P.M. in the City Commission Chambers at 170(1 Convention Center Drive, Miami Beach, Florida, and the City Clerk is hereby authorizec and directed to publish and distribute the appropriate public notice of said public hearing a: which time and place all interested parties will be heard.. TO 9 A.M.; TO 6 P.M. TO 7 A.M.; IN RESIDENTIAL PARKI1'IlC PERMIT ZONES ONE, TWO, AND FOUR. ADMINISTRATION RECOMMENDATION: Approve the resolution. BACKGROUND: On April 14, 1997, the City of Miami Beach Parking and Transportation Committee reviewed and endors.ec amending the hours of restriction for Residential Parking Permit Zones One, Two, and Four from the exis1in~ hours of 6 P.M. to 9 A.M. to the hours of 6 P.M. to 7 A.M. Current residential parking hours are OV€:r1) restrictive. It is essential to maximize utilization of the limited parking supply in the area; therefore, visit,)rs tourists and employees within the business districts would be better served by earlier availability of saic parking areas. Several members of the Parking and Transportation Committee are residents in the affectec areas and participants in the residential parking program. All concurred that revising the hours of res tricti or from 6 P.M. to 9 A.M. to the hours of 6 P.M. to 7 A.M. would not have an adverse impact on the availabilit) of parking to residents. Most residents would have already found a parking space and in all likelihooc would be vacating the space in the early morning hours (between 7 A.M. and 9 A.M.). ANALYSIS: There is no adverse impact. on the availability of parking to residents within the prescribed areas. In flct this would alleviate the demand for parking created by commercial districts by providing additional parkin~ spaces for visitors, tourists, and employees within the area by providing two (2) additional hours ofparkin~ (revising the ending time ofthe residential zones from 9 A.M. to 7 A.M.)
