HomeMy WebLinkAbout2003-25160 Reso RESOLUTION NO. 2003-25160 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ENDORSING AND RECOMMENDING "ALTERNATIVE TWO" OF THE FDOT-PROPOSED TRAFFIC SAFETY STUDY / ON-STREET PARKING ANALYSIS FOR THE HARDING AVENUE CORRIDOR, FROM 88TM STREET TO 75TM STREET, FOR INCLUSION IN THE FDOT WORK PROGRAM; AND FURTHER REPEALING RESOLUTION NO. 2002-24880. WHEREAS, as a result of concern over traffic and pedestrian safety issues on and around the Harding Avenue Corridor, from 88th Street to 75th Street, on March 14, 2001, the Mayor and City Commission mandated that the Citywork with the Florida Department of Transportation (FDOT)to address safety issues on the Corridor, as a priority item; and WHEREAS, the resulting FDOT Safety Study examined four alternatives, in search of one that would address the safety issues related to speeding, traffic volume, unsafe pedestrian habits, substandard on-street parking lanes, and poor sight distance at intersections; and WHEREAS, FDOT recommended "Alternative Four" as the best available solution, as it proposes to implement staggered on-street parking, creating a slight"chicanes" effect which assists in reducing travel speeds; provide bulb-outs at main intersections; wider sidewalks; and parking lanes of standard width, where parking would be available; and WHEREAS, staggered on-street parking would involve the loss of approximately 102 on-street parking spaces; and WHEREAS, on May 29, 2002, Resolution No.2002-24880 endorsed and recommended "Alternative Two," for inclusion in the five-year FDOT Work Program; and WHEREAS, subsequently, FDOT maintained that the FDOT-recommended "Alternative Fou¢ would be the alternative advanced for design and engineering purposes, as the most effective in addressing traffic safety issues; and WHEREAS, on March 19, 2003, the City Commission met again to discuss the issue and review the position of FDOT. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby endorse and recommend that FDOT reconsiders "Alternative Two" of the Florida Department of Transportation (FDOT)-preposed Traffic Safety Study/On Street Parking Analysis for the Harding Avenue corridor, from 88th to 75th Street, for inclusion in the FDOT Work Program; and further that a representative of this Commission and the Administration meet with FDOT to expl~n the operational concerns and issues which the City believes are associated with proceedin/~wit~ "Alternative Four;" and further repealing Resolution No. 2002-24880. / I ~ / PASSED AND APPROVED this the 19th day of .Mar/~h, 20~3/~, / ~ClTY (~[.EI~K ,r FORM & LANGUAGE CITY OF MIAMI BEACH OFFICE OF THE MAYOR & COMMISSION MEMORANDUM TO: FROM: DATE: RE: LUIS R. In that letter, FDOT states its decision to proceed with "Alternative 4," which proposes "staggered parking" on alternative sides of the street from block to block. The City Commission voted to support "Alternative 2" not "Altemative 4." It is clear that FDOT believes the City Commission's concern regarding Altemative 4 is the loss of parking. We believe, however, that the City Commission expressed sincere concern for life safety due to the fact that people would drive across 3 lanes of traffic in search of parking. We share that concern and would like to ask that FDOT address this safety issue. Although the safety issue is of the utmost importance, it is also our unders~ding that only five intersections within the scope of the proposed project will be fitted with "bump outs." We believe bump outs at all intersections could benefit pedestrians and slow traffic. The current proposal also eliminates 75-80 parking spaces, which will need to be replaced.
