The purpose of this LTC is to advise the Mayor and Commission of the following
appointments/promotions within the Fire Department:
I. Division Chief Edward DelFavero to the position of Assistant Fire Chief
Upon recommendation of the Fire Chief, I have approved this promotion. Edward
DelFavero has been a member of the Miami Beach Fire Department for almost 23
years. He has been promoted through the ranks by competitive examination. He
was hired in 1980 and promoted to Firefighter II in 1985; promoted to Fire
Lieutenant in 1990, promoted to Fire Captain in 1995, and appointed to the position
of Division Chief in 1997. As a Division Chief, Edward DelFavero was responsible
for managing and leading our Rescue Division from 1997 until 2001. In 2002 he
moved laterally and assumed responsibility for managing and leading our Fire
Prevention Division as the Fire Marshal. Throughout his Fire Service career, he
has served in an outstanding manner. During his tenure as Fire Marshal, he has
brought stability and a professional approach to managing the Fire Prevention
Program. He has an Associate in Arts degree from Miami Dade Community
College, attended the National Fire Academy, and is currently pursuing his
Bachelor's degree through the University of Cincinnati Open Leaming Educational
Program. Chief DelFavero will be assigned as Chief of Administration and will
serve the Fire Department and City of Miami Beach with honor, loyalty and
dedication.
II. Fire Captain Christopher E. Parrino to the position of Division Chief
Upon the recommendation of the Fire Chief, I approve this promotion. Christopher
Parrino has been a member of the Miami Beach Fire Department for the past 18
years. He has been promoted through the ranks to his present position of Fire
Captain by competitive examination. He was hired in 1985 and promoted to
Firefighter II in 1990, promoted to Fire Lieutenant in 1994, and to Fire Captain in
2000. Since his promotion to Fire Captain, Christopher Parrino has been assigned
to the Support Services Division, with oversight responsibilities for Training,
Communications and Fire and Rescue apparatus maintenance. He was directly
responsible, as chairman of our Apparatus Committee, for developing the

specifications used to purchase all the new fire apparatus funded by our G O. Bond
program. Since November 2001, he has served as the Acting Division Chief of
Support Services and has done an excellent job in managing and leading the
delivery of all support services programs. He graduated with honors from Broward
Community College with an Associate degree in Fire Science Technology, and
graduated with honors from Miami Dade Community College with an Associate
degree in Emergency Medical Services. He has attended the National Fire
Academy and is currently pursuing his Bachelor's degree in Public Administration.
Chief Parrino will be assigned as Division Chief of Support Services Division. He
will serve the Fire Department and the City of Miami Beach with honor, loyalty and
dedication.
Sonia Flores Machen, P. E. to the position of Fire Marshal
Upon recommendation of the Fire Chief, I have approved Mrs. Sonia F. Machen for
appointment as our new Fire Marshal. Sonia is a Fire Protection Engineer with
more than 16 years experience in the fire protection field. She has served in the
City of Birmingham Fire Department as a Fire Protection Engineer and currently is
the Fire Marshal for the City of Orlando Fire Department. She brings a high level
of experience, skills, and knowledge regarding Fire and NFPA Codes. Sonia has
extensive experience in developing fire code equivalencies, engineered life safety
systems to meet the intent of Fire Codes, and training Fire Plans Analysts and Fire
Inspectors. She is also a Miami native, born, raised and educated in Miami Dade
County. She graduated from the University of Miami in 1986 with a Bachelor of
Science degree in Electrical Engineering. She is extremely well qualified and
comes highly recommended. Sonia has the experience and ability to analyze our
inspections and plans review processes and make appropriate changes to improve
customer services and our inspection program. As Fire Marshal, Sonia will manage
and lead the Fire Prevention Division with honor, loyalty and dedication.

Training for re-certification of Paramedic is ongoing and Advanced Cardiac Life
Support training has been completed every two (2) years as required since 1986.
Training for re-certification of Fire Instructor I requires 40 hours of continuing
education units (ceu's), and has been completed every three (3) years as required
since 1993.

PROFESSIONAL EXPERIENCE:
Miami Beach Fire Department- Fire Captain
Promoted to the rank of Captain on October 23rd, 2000 Assigned to the Support
Services division. Duties included overseeing the activities of the Training Officer,
Communications Officer, and Fire Shop Supervisor. Assisted in the preparation of the
division's 2000-2001 and 2001-2002 budgets. Was tasked with developing the
specifications for five (5) new fire department apparatus. Created, and served as chairman
of the first apparatus committee ever formed on this fire department. Process culminated
with the delivery of two (2) Pierce Sky booms in April of 2001, two (2) Pierce Aerial
Platform trucks in July of 2001, and one (1) Pierce pumper in June of 2002.
Named Acting Division Chief in November 2001 and am serving in this capacity at the
present time. During this time, have prepared and submitted the FY 02/03 budget,
managed the process of three promotional exams (Fire Captain, Fire Lieutenant, and
Firefighter II), and 3 recruit classes in which 25 new firefighters graduated and were
assigned to shift. Planned and coordinated with the Training Officer the delivery of
WMD and terrorism response training to 200 fire department personnel. Recently
participated in the Fire Department's Strategic Planning workshops.
Miami Beach Fire Department- Fire Lieutenant
Promoted to the rank of Fire Lieutenant on October 7th 1994. Assigned as the Station
Commander at Fire Station #2 on "C" Shift. Duties included responding to emergency
calls, supervision and training of personnel, maintenance of equipment and the property
at the fire station, record keeping, and completing various reports. Employee coaching
and counseling, and evaluating the performance of five (5) personnel on an annual basis
were other responsibilities.
Transferred to the Rescue Division on December 18th, 1997. Duties included coordinating
inventory and acquisition of all rescue supplies, coordinating he activities of the three (3)
shift Lieutenants, and reviewing reports for compliance. Researched and implemented the
Peer Review Quality Assurance program that is still being utilized today.
Transferred to the Support Services Division on February 23rd, 1998. Duties included
maintaining inventory as well as ordering and issuing all department uniforms and
protective equipment. Conducted research and development of all new equipment being
considered for the department. Research conducted culminated in the purchase of:
1) State of the art turnout gear 2) New 45- minute capacity SCBA, and 3) Thermal
Imaging Cameras. All are currently being used in the department today.
Miami Beach Fire Department- Firefighter II
Promoted to the rank of Firefighter II on July 11th, 1990. Assigned as Team Leader on an
Advanced Life Support Rescue Unit. Responsibilities of a team leader reflect those of a
rescue lieutenant on other area fire departments. Responsibilities include responding to
fires and medical emergencies, evaluating the situation, and determining the proper
action to take. Other duties include inventory and re-stocking supplies, vehicle
maintenance, completing incident reports, attending training sessions, written and radio
communications. Transferred to the fire suppression division in February 1993, and
assigned as a driver-engineer at Fire Station #1. As one of three drivers assigned, rotated
duties between operating one of the department's 1500 gpm Fire Engines and a 100'
Aerial Ladder Truck. Responsibilities included extensive knowledge of fire service
hydraulics and pump operations, aerial ladder operations, set up, and emergency
procedures. Required to have excellent knowledge of streets, hydrant locations, and water
mains serving the city.
Miami Beach Fire Department- Firefighter I
Selected as a Miami Beach Fire Department Firefighter Trainee on January 7th , 1985.
Completed initial training and assigned to Fire Suppression division on May 30th, 1985.
Attended paramedic training and obtained state certification in April of 1986. Assigned to
