A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER
OR HIS DESIGNEE TO EXECUTE AN
AGREEMENT BETWEEN THE CITY OF MIAMI
BEACH AND MIAMI-DADE COUNTY
COMMUNITY ACTION AGENCY (CAA) TO
PARTICIPATE IN CAA'S LIFE SUPPORT
INITIATIVE PROGRAM FOR GRANTS TO
QUALIFIED MUNICIPAL RETAIL WATER AND
SEWER CUSTOMERS FOR ASSISTANCE IN
THE PAYMENT OF CITY OF MIAMI BEACH
WATER AND SEWER BILLS; FURTHER
APPROPRIATING THE FUNDS IF APPROVED
AND ACCEPTED BY THE CITY AND
AUTHORIZING THE EXECUTION OF ALL
NECESSARY DOCUMENTS RELATED TO THIS
APPLICATION
WHEREAS, on September 24, 2002 the Miami Dade County Commissioners
adopted Resolution Number R-1055-02 to assist those municipal retail customers who
are unable to fully pay their water and sewer bills, and
WHEREAS, the Miami-Dade County Commission further directed the County
Administration to develop a program that provides grants to qualified municipal retail
water and sewer customers for assistance in the payment of water and sewer bills, and
WHEREAS, the County's Community Action Agency will oversee this program and
will be responsible for distributing funds and the Miami-Dade County Board of County
Commission has already allocated $1,000,000 from FY 2001-2002 General Funds for
this initiative, and
Whereas, the grant requires that the municipality (City of Miami Beach) must
provide its own water and sewer services, and
WHEREAS, funds will be provided to customers who are in jeopardy of being
terminated or have been terminated for non-payment, and
WHEREAS, the eligible household will only be charge the actual unpaid difference
between the vendor payment made through the program and the actual remaining
unpaid cost of water and sewer service, and
WHEREAS, when the benefit to the client does not pay the complete charge owed
by the client, that client is responsible for the remaining owed, and
WHEREAS, the grant agreement between the Community Action Agency Life
Support Initiative Program and the City of Miami Beach will remain valid for a two (2)
year period, and
WHEREAS, the program does not require matching funds from the City.
NOW, THEREFORE BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby authorize the City Manager or
his designee to execute the Life Support Initiative Program grant agreement between
the City of Miami Beach and Miami Dade County Community Action agency to provide
grants to qualified municipal retail water and sewer customers for the payment of City of
Miami Beach water and sewer bills.

ANALYSIS
On September 24, 2002 the Miami Dade County Commissioners adopted Resolution
Number R-1055-02 to assist those municipal retail customers who are unable to fully pay
their water and sewer bills. The County Commission further directed the County
Administration to develop a program that provides grants to qualified municipal retail water
and sewer customers for assistance in the payment of water and sewer bills. For the
purpose of this program, municipal retail customers are defined as single family
homeowners and tenants who are directly responsible to the municipal utility for payment
of water and sewer services.
The County's Community Action Agency will oversee this program and will be responsible
for distributing funds. The Miami-Dade County Board of County Commission has already
allocated $1,000,000 from FY 2001-2002 General Funds for this initiative.
Once a customer is identified by the City of Miami Beach as being jeopardy of having his
or her water service terminated for non payment of water bill, staff will direct them to the
Life Support initiative Assistance Program (LSIP). An in-depth interview will be conducted
by LSIP staff and if the individual qualifies, County staff will then provide the amount of
assistance required to pay the outstanding City bills.

The following requirements are made part of the agreement:

The grant agreement between the Community Action Agency Life Support Initiative
Program and the City of Miami Beach will remain valid for a two (2) year period. The
program does not require matching funds from the City.
In conclusion, the Administration recommends approval of this Resolution authorizing the
City Manager or his designee to execute the Life Support Initiative Program grant
agreement between the City of Miami Beach and Miami Dade County Community Action
agency to provide grants to qualified municipal retail water and sewer customers for the
payment of City of Miami Beach water and sewer bills.

This document serves as an agreement between City of Miami Beach and Hiaml Dade County
Community Action A~ency to participate In CAA's Life Support /nltlatlve Program. The above vendor agrees to the
following Agency requirements.
Must become a county vendor If not already one.
2. Must be a municipality that provides their own water and sewer services, whose customers are in jeopardy of
being termlnatecl or has been terminated for non-payment. _
3. Guarantee customer an additional 30 days of-~rvlce once commitment has been made.
Those eligible households will only be charged, through the company's normal billing process, the actual unpaid
difference between the vendor payment made through the program and the actual remaining unpaid cost of
water and sewer service.
5. Those households receiving assistance under the program will not be treated adversely because of receipt of this
assistance.
6. Those eligible households, on whose behalf a vendor payment is received, will not be dlscrlmlnated against.
7, Only water and sewer charges are eligible for payment.
8. That when the benefit to the client does not pay the complete charge owed by the client, that the client is
responsible for the remaining owed.
