SUBJECT: BEACH EXPRESS NORTH BUS EXPRESS RAPID TRANSIT (BERT) SERVICE
The purpose of this Letter to Commission (LTC) is to provide an update on the County's
proposed Beach Express North Bus Express Rapid Transit (BERT) Demonstration Service, and,
in particular, the outcome of discussions with Florida Department of Transportation (FDOT)
regarding the use of the shoulders of the Julia Tuttle Causeway for the proposed Beach
Express North BERT service. Correspondence dated August 17, 2018 from FDOT on this topic
is included as Attachment A. This topic will also be a discussion item at the September 12,
2018 Commission meeting.
On June 21, 2018, the Miami-Dade Transportation Planning Organization (TPO), via Resolution
#29-18 (Attachment B), awarded the City of Miami Beach and the Miami-Dade Department of
Transportation and Public Works (DTPW) grant funding to begin the Beach Express North
BERT demonstration service for a period of three (3) years. The service is intended to provide
an express bus service for the City's workforce connecting the Golden Glades Multimodal
Facility and the Earlington Heights Metrorail Station to major employment centers in Miami
Beach, including Mount Sinai Medical Campus, major hotels, and the City Center area.
Operation on the Julia Tuttle Causeway shoulders is a crucial part of the BERT service plan.
On June 21, 2018, the TPO passed Resolution #26-18 (Attachment C), sponsored by Mayor
Dan Gelber, urging FDOT to make improvements to the Julia Tuttle Causeway shoulders to
accommodate a dedicated lane for bus-on-shoulder operations. On July 25, 2018, the City
Commission passed a similar Resolution, Resolution No. 2018-30408, also sponsored by Mayor
Dan Gelber (Attachment D).
On August 8, 2018, City, DTPW, and FDOT staff met to discuss the proposed use of the
shoulders along the Julia Tuttle Causeway for the Beach Express North BERT demonstration
service. Meeting representatives included District Secretary Jim Wolfe, City Manager Jimmy L.
Morales, and Transportation Director Jose R. Gonzalez, among others. At the meeting, FDOT
staff presented the findings of their bus-on-shoulder analysis. The study concluded that the
permanent use of the inside shoulders is preferred given that any conditional/temporary use of
the outside shoulders would be very limited due to current State and County guidelines. Under
the current State guidelines for conditional use of the shoulders, maximum bus-on-shoulder
operating speed could not exceed 35 MPH. Additionally, the use of the outside shoulders is
permissible only when average general traffic speed on the causeway is less than 35 MPH.
Based on FDOT travel speed data, average general traffic speed is less than 35 MPH only on

weekdays from 8:00 to 10:00 AM and from 4:00 to 6:00 PM. Given these restrictions, coupled
with the costs associated with improving the outside shoulders for bus-on-shoulder operation
(i.e. removing the existing rumble strips, resurfacing, restriping and adding signage to the
outside shoulder), the use of the outside shoulders for BERT demonstration service would not
be cost-effective. Additionally, FDOT stated that if the existing Federal Highway Administration
approved bike lane pilot on the outside shoulders was suspended for the BERT service, the bike
lane pilot could not be reinstated.
It is worth noting that the BERT service on the inside shoulder can operate at speeds up to 55
MPH.
As a result, all parties agreed to evaluate the permanent use of the inside shoulders for the
Beach Express North BERT demonstration service. The estimated cost of the inside shoulder
improvements is approximately $2,600,000. FDOT anticipates that the inside shoulder will open
for service in 2022. Additionally, FDOT agreed to improve the intersection of Alton Road/41st
Street with a bus by-pass lane for more efficient BERT service. DTPW and the City have
agreed to finalize the BERT route by the end of September 2018. The meeting minutes and
PowerPoint presentation from the August 8th meeting with FDOT are included in Attachment E.
City staff is continuing to coordinate with all parties to move this project forward in an expedited
timeframe. This includes evaluating ways to begin the BERT demonstration service earlier or
potentially modifying existing County bus routes to provide service similar to the Beach Express
North BERT.

Dear Mr. Morales:
Thank you for attending the meeting with the Florida Department of Transportation (FDOT),
District Six, Miami Dade County Department of Transportation and Public Works (DTPW), and
other representatives from the City of Miami Beach (the City), held on August 8, 2018. The
purpose of this meeting was to discuss the proposed use of the shoulders of the I-195/SR
112/Julia Tuttle Causeway for operating Express Bus Service and a resolution passed by the City
of Miami Beach, No. 2018-30408 in support of this proposed use.
FDOT's preliminary assessment and initial data collected on the proposed shoulder use was
shared at the meeting, as well as Bus Queue Jump and signal prioritization improvements from a
study by the City at the intersection of SR 907/Alton Road. Based on the information shared, all
parties agreed to proceed with fully evaluating the use of the inside shoulders of the Julia Tuttle
Causeway for operating Express Bus Service. In addition, intersection improvements included in
the City's study will be incorporated, DTPW and the City has agreed to provide information to the
FDOT on the final route of the proposed Express Bus Service by the end of September 2018.
FDOT will collect the required information needed to comply with the Implementing Bus on
Shoulder in Florida Statewide Guidance. DTPW will assist with providing data needed for this
evaluation. Since 1-195 is a Federal Interstate this project will require the approval by the Federal
Highway Administration. The planning cost estimate for design and construction, excluding the
intersection improvements, is $2,600,000; and it is anticipated that the project will be programmed
with Federal Urban funds. Once all approvals are obtained, and if there no major right of way
acquisition, the improvements should be completed and open to bus operations by Year 2022.

APPROVING IDENTIFIED FUNDING FRAMEWORK TO ADVANCE
SAID DEMONSTRATION PROJECTS FOR INCLUSION IN THE 2020-2024
TPO PROGRAM PRIORITIES
WHEREAS,the Transportation Planning Organization(TPO),on February 18,2016,adopted Resolution
#06-16, which established transit as the"highest priority" for Miami-Dade County;and
WHEREAS, under Resolution #26-16, the TPO Governing Board endorsed the Strategic Miami Arca
Rapid Transit(SMART) Plan,which includes six(6)rapid transit corridors and a network of nine(9)bus express
rapid transit(BERT)services;and
WHEREAS,the TPO Governing Board adopted Resolution#27-17, which designated specific funds for
the implementation of the SMART Plan;and
WHEREAS, the TPO Governing Board adopted Resolution #14-18, which endorsed the identification
and implementation of Demonstration projects that advance elements of the SMART Plan;and
WHEREAS,the TPO Transportation and Mobility Committee(TMC)reviewed the attached list(Exhibit
A)of eleven(11)SMART Plan Demonstration projects and recommended favorably the endorsement of same;
WHEREAS, the TPO Fiscal Priorities Committee(FPC)established the funding framework to advance
said demonstration projects,as noted in Exhibit A. Upon completion of the three-year pilot period, if the SMART
Demonstration Project is deemed successful, the appropriate sponsor entity shall bear all costs associated with
project continuation; and
WHEREAS, it is the desire of the TPO Governing Board to encourage innovation and flexibility to help
expedite demonstration projects that advance part or all of a SMART Plan corridor,
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE
TRANSPORTATION PLANNING ORGANIZATION IN ITS ROLE AS THE MPO FOR THE MIAMI
URBANIZED AREA, that this Board endorses the Strategic Miami Area Rapid Transit (SMART) Plan
Demonstration Projects and approves the identified funding framework to advance said Demonstration Projects,
for inclusion in the 2020-2024 TPO Program Priorities.

structural integrity for bus operations, thereby requiring rehabilitation and lane restriping to render it operational
for bus service; and
WHEREAS, the Florida Department of Transportation has estimated that the rehabilitation and striping
of the inside shoulder will take at least 1.5 to 2 years; and
WHEREAS,the MacArthur Causeway east bridge is scheduled for major structural repairs beginning as
early as summer 2018 with a duration of approximately 1 year and with at least one lane of travel closed during
construction; and
WHEREAS, closure of a lane of travel on MacArthur Causeway will have significant traffic impacts on
the Julia Tuttle Causeway and will require several traffic mitigation strategies; and
WHEREAS,the outside shoulder of the Julia Tuttle Causeway is currently used for a bike lane,however,
since re-opening of the Venetian Causeway in 2017, bike usage of the outside shoulder on the Julia Tuttle
Causeway has declined to 188 bicyclists per week based on TPO data,

NOW, THEREFORE, BE IT RESOLVED BY TRE GOVERNING BOARD OF THE
TRANSPORTATION PLANNING ORGANIZATION LN ITS ROLE AS THE MPO FOR THE MIAMI

WHEREAS, on June 22, 2017,the TPO Governing Board adopted Resolution No.: 27-17
which designated specific funds for the implementation of the SMART Plan; and
WHEREAS, on June 27, 2017; the TPO Governing Board adopted Resolution No.: 14-
18 which endorsed the identification and implementation of Demonstration projects that
advance elements of the SMART Plan; and
WHEREAS, the TPO Transportation and Mobility Committee (TMC) identified eleven
eligible projects, including the Miami Beach-Beach Express North ("Beach Express North") for
the SMART Plan Demonstration projects, and favorably recommended the endorsement of
same by the full TPO Governing Board, which occurred on June 21, 2018 via Resolution No.:
29-18; and
WHEREAS, also on June 21, 2018, the TPO Governing Board approved Resolution No.:
26-18 sponsored by Mayor Gelber (see Exhibit A) which urged FDOT to accelerate necessary
roadway improvements on the Julia Tuttle Causeway for the implementation of the Beach
Express North BERT Demonstration Project; and
WHEREAS, implementation of the Beach Express North project will bridge current

within the corridor; and
WHEREAS, success of the Beach Express North BERT project requires the use of the
shoulders to ensure premium service and travel time reliability; and

necessary roadway improvements to the inside shoulders of the Julia Tuttle Causeway as part
of the BERT network of the Strategic Miami Area Rapid Transit (SMART) Plan; and further urge
FDOT to temporarily discontinue the existing bicycle lanes and eliminate the rumble strips on
the outside shoulders of the Julia Tuttle Causeway in order to allow for the interim use of the
outside shoulders of the Julia Tuttle Causeway for the implementation and operation of the
Miami Beach — Beach Express North BERT demonstration project. until the necessary
improvements on the inside shoulders are completed.

PURPOSE OF MEETING
Florida Department of Transportation (FDOT) D6 convened this meeting with Miami-Dade
Department of Transportation and Public Works (DTPW) and the City of Miami Beach, to review
criteria for Bus on Shoulder (BOS) design and operations as well as discuss necessary steps for
implementation on the Julia Tuttle Causeway.
KEY•TAKEAWAYS
• The limited option of implementing BOS Use in the Outside shoulders on the Causeway

• Ms. Shereen Yee Fong (FDOT) gave an overview of the FDOT process according
the Statewide Guidance - January 2017 for implementing BOS on the Julia Tuttle
Causeway.
• Lorin Brissett(BCC) gave a brief presentation on the likely frequency of BOS use as
well as design considerations and costs related to using Inside Shoulders versus
Outside Shoulders for BOS operations:
Criteria
o FDOT criteria allow BOS use when general traffic average speeds < 35 mph.
o MD DTPW criteria allow BOS use when general traffic average speeds < 25
mph.
o For both criteria, the maximum speed differential between buses operating
in shoulders and traffic in general purpose lane should not exceed 15 mph.
o Once in shoulders, buses cannot exceed 35 mph.
Periods of Likely Use
o AM peak period in the eastbound and the PM peak period in the
westbound on weekdays using FDOT criteria of average speeds < 35 mph.
o Only in AM peak period in the eastbound on weekdays using MD DTPW
criteria of average speeds < 25 mph.
o No weekend use of shoulders for BOS operations is anticipated.
Requirements and Costs for implementing

Bus on Shoulder(BOS)Discussion I August 8,2018
• Cost estimated to range from $1.5 Million to $2.7 Million
• Monica Cejas (MD DTPW) indicated that:
o The policy for BOS use was established in 2007 for SR 874 and 878 but that it
was intended to be a "living document" that could be amended as new
information warrants.
I o There are two types of BOS use the DTPW is contemplating along the Tuttle:
A. Conditional BOS use which is prescribed in the FDOT statewide
Guidance to only allow BOS use when average speeds are less than
35 mph. Once traveling in the shoulders, all the aforementioned
restrictions on bus operating speeds would apply.
B. Permanent BOS Use where buses would be allowed to use the Inside
shoulders irrespective of the speeds in the adjacent travel lanes.
Under this regime, buses would be allowed to travel up to the posted
speed limit with no limit on speed differential between buses
operating in the shoulder lanes and buses traveling in the adjacent
lanes using bus signal preemption at the intersection of Alton Road
with Arthur Godfrey Road.
• Harold Desdunes (FDOT) indicated that the regime of
permanent BOS use would have to be further evaluated with
respect to safety, design requirements and impact on
operations.
• Ms. Cejas (MD DTPW) mentioned they anticipate a 14'
shoulder width would be required for permanent BOS use.
o MD DTPW envisions that traffic bottlenecks approaching Alton Road in the
eastbound direction, would thwart the effectiveness of eastbound BOS
operations if not mitigated.
A. MD DTPW has contemplated the implementation of an exclusive
lane in the eastbound direction approaching Alton Road that would
allow buses exiting the shoulder to by-pass congestion at the
intersection as part of the new BERT service:
B. For the westbound direction, MD DTPW envisions that the project
underway by FDOT to improve westbound on-ramp operations from
Alton Road near Mt. Sinai, will be critical to relieving the bottleneck
in the westbound direction prior to Buses entering the shoulders.
• Secretary Wolfe (FDOT) agreed that implementing BOS use along the Causeway
without the implementation of By-Pass lanes,would not be effective. FDOT is open
to considering the implementation of a By-Pass lane subject to there being no
impact on existing ROW.
o He acknowledged that the need for this hybrid improvement will be even
greater given the anticipated increase in future traffic demand on the
Causeway.
• Jose Munoz (BCC)requested MD DTPW provide more information on the route for
the new express bus service (BERT) heading eastbound into Miami with respect to
whether it will first head north or south on Alton Road after leaving the Causeway.
This will have a bearing on the optimal placement of the exclusive by-pass lane as
well as use of outside versus inside shoulders for BOS operations.

• Monica Cejas (MD DTPW) indicated that no funding has been allocated for the
BERT study although a request has been made to the Miami-Dade Transportation
Planning Organization to include in their List of Priority Projects.
• Open Discussion on Impact to Bike Pilot Project in Outside Shoulders:
o Harold Desdunes (FDOT) mentioned if Bike Pilot Project on Causeway is
suspended to make room for BOS operations in outside shoulders, the Pilot
project could not be reinstated.
o Ken Jeffries (FDOT) mentioned that the pilot project was implemented as
one of three pilot projects within the State to evaluate Bike use on Limited
Access Facilities.
• Likely Schedule for BOS Implementation and Scope:
o Harold Desdunes (FDOT) indicated.
o Scope for redesigning shoulders for BOS operations is being developed and
will be expanded to include the design of the exclusive lanes to alleviate
bottlenecks. MD DTPW would need to provide FDOT with information
confirming that the implementation of turn lanes would not require
additional ROW.
o General time frame to procure, design and reconstruct shoulder for BOS
use is anticipated at 4 years from the present assuming no impacts to ROW.
• City of Miami Beach Perspective:
o Jimmy Morales (Miami-Beach) with a fuller picture of the steps and other
considerations involved, acknowledged that the implementation of BOS
operations would not be a quick process but would require further review
and coordination. He will apprise the City Commission of the status of the
project providing them with an estimate of the working timeline for
implementation.
• Miami-Dade DTPW Closing Comments:
o Monica Cejas (MD DTPW) MD DTPW would:
• Rely on FDOT to help prepare the application and justification for
BOS use.
• Rely on FDOT to further evaluate incorporating the implementation
of exclusive lanes to by-pass bottlenecks and augment BOS
operations.
Action Items
• Monica Cejas (MD DTPW) will finalize the route for the new express bus (BERT)
service entering the Beach and provide to Shereen Yee Fong (FDOT).
• FDOT will:
o Finalize response letters to the City of Miami Beach as well as the Miami-
, Dade TPO resolutions regarding the timeline, steps and considerations for
BOS implementation based on the discussions at this meeting.
o Investigate what adjustments to the scope for the 1-195 Corridor Planning
Study currently underway may be necessary to incorporate the evaluation
of the exclusive lanes to reduce eastbound bottlenecks.
• Jimmy Morales(Miami-Beach)will apprise the City Commission of the status of the
