Morales, City Manager DATE: July 25, 2018 SUBJECT: REQUEST FOR APPROVAL TO AWARD A CONTRACT PURSUANT TO INVITATION TO BID (ITB) NO. 2018-297-AG FOR TRAFFIC SIGNS AND TRAFFIC CONTROL EQUIPMENT. RECOMMENDATION The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the City Manager's recommendation pertaining to the bids received, pursuant to ITS 2018-297-AG, for traffic signs and traffic control equipment. MAI YSIN On March 9, 2016, the City cornnssion approved Resolution 2016-29332 approving a Department Funded Agreement (DFA) between the City and Florida Department of Transportation (FDOT) for the cost sharing of a construction project on Indian Creek Drive from 26th to 41st streets("DFA").The infrastructure improvements will include a new storm water drainage system, pump station and seawall. The existing roadway, cuts, gutters and sidewalks will be elevated to meet new flood elevation requirements. Additionally, driveways, light poles, signals, signage and pavement markings will be replaced to match the new roadway alignment and configuration. On July 20,2016,the City awarded a contract to David Mancini and Sons("DMSI")for the drainage improvement portion of the project. This portion is currently under construction by DMSI and is scheduled to be completed in August 2018. The remainder of the project(Phase III)will be procured through the issuance of an Invitation to Bid. Since DMSI will complete its portion of the project before the City finalizes construction documents, regulatory approval and solicitation for the remainder of the project, the City will need to continue Maintenance of Traffic(MOT) responsibilities until a new contractor is selected for Phase III. Therefore,in order to meet this need, the City issued ITB 2018-297-AG to establish fixed pricing for the rental of the MOT signs and traffic control equipment(or an estimated period of 180 days. ITB PROCESS RB No.2018-297-AG was issued on June 19,2018,with a bid opening date of July 3,2018,The Procurement Department issued bid notices to 41 compaties utilizng www.publicpurchasecorn website and 8 Na email notification. Twenty-nine(29)prospective bidders accessed the advertised solicitation. The notices res Wed in the receipt of three(3)responses from:Bons Barricades,Al American Barricades and ACME Banicades. The ITR stated that the lowest responsive, responsible bidder meeting all terns, conditions, and specifications of the ITS would be recommended for award by bid item, bid group,or for the entirety of all bid items,as deemed in the best interest of the City. Below is a summary of the total of the bid prices submitted based on the quantities stated in the ITO and the estimated 180 days that the equipment will be required(also stated in the ITB): ACME Barricades $299,008.00 All American Bamcades,,,,,,...$1,165,778.03 Bon's Barricades $14,260,244.00 As part of its due diligence, the Procurement Department reviewed and verified the references provided by ACME Barricades. The dent references provided positive feedback with regards to the bidders'ability to supply the specified products and services, provide excellent customer service.prompt deliveries, and expedited problem resolutions. Further, the Public Works Department has determined that it is in the Citys best interest to award all bid items to a single bidder because it is unfeasible to try to manage multiple MOT equipment contractors on a single project and wiN reduce the risk associated with the coordination efforts needed to manage multiple MOT equipment contractors. ACME Barncades has been in business for over eighteen 18 years and is headquartered in Jacksonville,Florida.ACME is the current supplier for traffic signs and traffic control equipment to OMS I in the construction project at Indian Creek. CONCLUSION After considering the bids received and staffs evaluation, pursuant to ITB 2018-297-AG, I recommend that the Mayor and City Com fission of the City of Miani Beach, Florida, approve the award to ACME Banicades for the rental of traffic signs and traffic control equipment on the Indian Creek Project.
