Meeting called to order at 9:00 a.m. by Chairman, Captain Dan Kipnis

Review and approval of minutes for the Marine and Waterfront Protection Authority (MWPA) of the June 12, 2018 meeting
Captain Kipnis requested review of minutes. Motion to approve was
made by David Mardini; seconded by Elaine Roden. Minutes approved unanimously.
2. UNFINISHED/OLD BUSINESS
a&e. Update on active environmental projects by Susan Torriente, Assistant City Manager; and Margarita Wells, Environmental & Sustainability Department Assistant
Director and an overview on State and County Permits for Miami Beach storm water pumping into Biscayne Bay by Susan Torriente, Assistant City Manager; and Margarita Wells, Environmental
& Sustainability Department Assistant Director
Susan Torriente and Margarita Wells have provided an overview on State and County Permits in regards to the National Pollutant Discharge
Elimination System. Susan Torriente has advised that Miami Beach is a co-permittee with DERM and that 134 pumping stations are placed in the Biscayne Bay. Margarita Wells has advised
that the sustainability report will be presented in September after the annual report has been reviewed by the State of Florida. Open discussion was taken place about alternative options
for future integrated management programs.
Elizabeth Wheaton participated in the discussion on the topic of off-shore reef resources introduced by Captain Kipnis during the meeting.
A Letter to Commission (LTC) needs to be drafted by the MWPA. Ms. Wheaton also informed the MWPA that Sea Turtle season began April 1st here in Miami Beach, and May 1st throughout the
State. The Environmental and Sustainability Department promoted a workshop to educate the public on issues regarding sea turtle nesting protocol. The initiatives discussed, which were
implemented this season, include existing lighting citywide and on the boardwalk. The Code Compliance Department is responsible for enforcing the Sea Turtle ordinance regulating City
and property lighting. Ms. Wheaton will bring updates and information on arrangements for the season’s baby sea turtle release. The beach re-nourishment was revisited and updates will
follow throughout upcoming months.
b. Police Beach Update by Major Samir Guerrero, Miami Beach Police Department
Major Guerrero was not present to discuss the monthly Police Report.
May and June’s police report will be presented in the July MWPA meeting. It has been requested that Sgt, Sanchez bring a report in regards to enforcement of current anchoring laws.

Purdy Boat Ramp by Sgt. Alex Torres, Park Rangers, Police Department
Sgt. Alex Torres was in attendance for the Police Department. He has provided an overview of the citations that have
been issued this past month regarding commercial vendors and charters. He advised that whenever an issue arises, residents should call 305-604-2489 immediately. Charters and jet skis
should not be using the Purdy Ramp. A dock master is certainly needed.
d. Proposed transient mooring field at Sunset Harbor
Captain Kipnis has provided an overview in regards to the
mooring field at Sunset Harbor. He has advised that the mooring field will no longer be referred to as transient mooring field. It will be referred to as mooring field marina for cruise
yachts. Captain Kipnis explained the neighborhood’s concerns as they were presented to the MWPA during last month’s meeting. Some of the key elements to secure compliance will be the
presence of a dock master, the availability of restroom and laundry facilities, as well as key access to those with membership. In addition, Captain Kipnis and John Lee have requested
for a legal perspective on the mooring field.
f.Update on public water fountains by Margarita Wells, Environmental and Sustainability Department Assistant Director
Margarita Wells
has provided an update in regards to the public water fountains. She has advised that the Property Management Department has been working to re-install water fountains in the new plans.
Barbara Herskowitz wanted to know about the Woosh water initiative and Margarita Wells has
Informed her that she will send an email to the person that was in charge of the Woosh water initiative to present further details.
New Business:
a.LTC: Off-shore reef structures
Captain
Dan Kipnis has presented a LTC draft that discusses off-shore reef structures
that has been edited by Elizabeth Wheaton. Elizabeth Wheaton has requested for the LTC not to be sent to
Commission yet until after her meeting with Mayor Gimènez.
3. OPEN DISCUSSION
a. Beach Report by Marcella Paz Cohen
Marcella Paz Cohen was in attendance and provided an overview
of the beach report. She has provided the board with an update regarding rescues on the beach. Margarita Wells has informed the board that the project to remove the beach boardwalk is
in the process. A timeline regarding the beach boardwalk project will be sent out.
b. Mark Milisits-Asset Manager, Asset Management Department
Mark Milisits, Asset Manager, was in attendance
and has provided an overview on the beach concessions. Dr. Morris has suggested that life guard stations and all beach concessions be placed back. Mark Milisits has advised that the
lifeguard stations and beach concessions must be 10 feet west of the main high water line. Dr. Morris Sunshine has expressed his concerns about the contracting of the beach concession
stands. Mark Milisits has advised that the competitive bidding will be taking place in 2021. In addition, a beach report was requested in regards to enforcement on the beach by the beach
monitors. Mark Milisits will be providing a report regarding enforcement and it will be sent out to all board members.
c. Andy Silva- President of the Yacht Consulting Group-Discussing
the Indian Creek bridge opening hours
Andy Silva has presented the schedule of the Indian Creek bridge and has requested for the board to reconsider a time change in the schedule. Captain
Kipnis has informed him that the Coast Guard is in charge in making the schedule and has suggested that he should go see the commissioners in regards to this matter.
