A RESOLUTION CALLING AND PROVIDING FOR A
SPECIAL MUNICIPAL ELECTION TO BE HELD ON
THE 14TH DAY OF DECEMBER, 1954, FOR THE
PURPOSE OF SUBMITTING TO THE QUALIFIED
VOTERS OF THE CITY OF MIAMI BEACH, FLORIDA,
FOR THEIR APPROVAL OR DISAPPROVAL TWO
MEASURES; ONE MEASURE. KNOWN AS ORDINANCE NO.
1140, PASSED AND ADOPTED BY THE CITY COUNCIL
ON THE 5TDAY OF NOVEMBER, 1954, AND EN-
TITLED: "AN ORDINANCE GRANTING TO THE MIAMI
BEACH RAILWAY COMPANY, A FLORIDA CORPORATION,
AND TO ITS SUCCESSORS AND ASSIGNS, THE RIGHT
TO USE ALL PRESENT AND FUTURE STREETS, AVENUES
AND OTHER PUBLIC HIGHWAYS IN THE CITY OF
MIAMI BEACH AND ITS SUCCESSORS AND IN THE
PRESENT OR FUTURE CORPORATE LIMITS THEREOF FOR
AND DURING A PERIOD OF TWENTY (20) YEARS, FOR

BEACH, IN THE COUNTY OF DADE AND STATE OF
FLORIDA, AND TO ESTABLISH, ORGANIZE AND INCOR-
PORATE A CITY GOVERNMENT FOR THE CITY OF MIAMI
BEACH, TO DEFINE ITS TERRITORIAL BOUNDARIES, TO
PRESCRIBE ITS JURISDICTION, POWERS AND PRIVILEGES,

REGULAR ELECTIONS; PROVIDING THAT A CANDIDATE
WHO RECEIVES A MAJORITY IN THE PRIMARY SHALL BE
DECLARED ELECTED; PROVIDING FOR A REFERENDUM";
DESIGNATING THE VOTING PLACES; PROVIDING FOR THE
REGISTRATION OF VOTERS QUALIFIED TO VOTE IN
SAID SPECIAL MUNICIPAL ELECTION; PRESCRIBING THE
FORM OF BALLOT; PROVIDING FOR THE PUBLICATION OF
NOTICE OF SAID SPECIAL MUNICIPAL ELECTION.
WHEREAS, the City Council of the City of Miami Beach,
Florida, at a regular meeting duly called and held according to
law, on the 5th day of November, 1954, passed upon its third
and final reading, a measure known as Ordinance No. 114Q en-
titled:
!IAN ORDINANCE GRANTING TO THE MIAMI BEACH RAIL-
WAY COMPANY, A FLORIDA CORPORATION, AND TO ITS
SUCCESSORS AND ASSIGNS, THE RIGHT TO USE ALL
PRESENT AND FUTURE STREETS, AVENUES AND OTHER
PUBLIC HIGHWAYS IN THE CITY OF MIAMI BEACH AND
ITS SUCCESSORS AND IN THE PRESENT OR FUTURE
CORPORATE LIMITS THEREOF FOR AND DURING A PERIOD
OF TWENTY (20) YEARS, FOR THE PURPOSE OF
ESTABLISHING, OPERATING AND MAINTAINING A BUS
SYSTEM FOR TRANSPORTING PASSENGERS FOR COMPEN-
SATION, IN CONFORMITY WITH AND SUBJECT TO ALL
PROVISIONS, TERMS AND CONDITIONS HEREIN RECITED ",
and
WHEREAS, under the provisions of Section 26 of the Charter
of the City of Miami Beach, Florida, and as recited in Section
16 of said Ordinance No. 1140, said Ordinance shall not become
a law until the same has been approved by a majority of the
qualified voters of the City of Miami Beach, Florida, voting

thereon at an election held for said purpose,
and
WHEREAS, the City Council has determined that said Ordi-
nance shall take effect as soon as it has been approved by a
majority of the qualified voters of the City of Miami Beach,
Florida, voting thereon at an election held for such purpose,
and upon the filing of acceptance thereof by said Company, the
effective date of said Ordinance, however, to be not less than
forty (40) days after the final passage thereof by the City
Council;
and
WHEREAS, there was enacted by the Legislature of the State
of Florida, during the 1953 session of said Body, an Act en-
titled :
"CHAPTER 29289
"AN ACT AMENDING SECTION 40 OF CHAPTER 7672,
LAWS OF FLORIDA, ACTS OF 1917, ENTITLED:
"AN ACT TO ABOLISH THE PRESENT MUNICIPAL
GOVERNMENT OF THE TOWN OF MIAMI BEACH, IN
THE COUNTY OF DADE AND STATE OF FLORIDA, AND
TO ESTABLISH, ORGANIZE AND INCORPORATE A CITY
GOVERNMENT FOR THE CITY OF MIAMI BEACH, TO
DEFINE ITS TERRITORIAL BOUNDARIES, TO PRE-
SCRIBE ITS JURISDICTION, POWERS AND PRIVILEGES,
AND FOR THE EXERCISE OF SAME, AND TO AUTHORIZE
THE IMPOSITION OF PENALTIES FOR THE VIOLATION
OF ITS ORDINANCES", RELATING TO THE METHOD OF
ELECTING MEMBERS OF THE CITY COUNCIL OF THE

and
WHEREAS, under the provisions of said Act, it shall become
effective upon being approved and ratified by a majority of
the qualified electors of the City of Miami Beach, Florida,
voting at an election held for such purpose;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF MIAMI BEACH, FLOttIDA:
SECTION 1 : That a Special Municipal Election is hereby called
and directed to be held in the City of Miami Beach,
Florida, from 7 :00 o 'clock A.M. , until 7 :00 o 'clock P.M. , Eastern
Standard Time, on Tuesday, the 14th day of December, 1954, for
the purpose of submitting to the qualified voters of the City
of Miami Beach, Florida, for approval or disapproval, two
measures; one measure, known as Ordinance No. 1140 , entitled as
aforesaid, and passed and adopted by the City Council on third
and final reading on November 5 , 1954; and one measure known as
Chapter 29289, Laws of Florida, Acts of 1953, entitled as afore-
said, and enacted by the Legislature of the State of Florida at
its 1953 session.
SECTION 2: That said Special Municipal Election shall be held
at the following polling places in the precincts
designated, to-wit :
PRECINCT NO. 25A: Being the area within the City of Miami Beach
lying between the North line of the corporate
limits of the City of Miami Beach ON THE NORTH and a line ON THE
SOUTH, running westerly from the Atlantic Ocean along the
center line of 71st Street to .,the center line of Indian Creek;
thence northerly along the center line of Indian Creek to the cen-
ter line of Normandy Waterway; thence westerly along the center
line of Normandy Waterway to Biscayne Bay, the Polling Place of
which shall be in the NORTH SHORE JEWISH CENTER, situated at
620 75th Street.

PRECINCT NO. 25B: Being the area within the City of Miami
Beach lying between the South Line of
Precinct No. 25A ON THE NORTH and the center line of 51st Street
ON THE SOUTH, the Polling Place of which shall be at the 69TH
STREET FIRE STATION, situated at 6860 Indian Creek Drive .
PRECINCT NO, 26: Being the area within the City of Miami
Beach lying between the South line of
Precinct No. 25B ON THE NORTH and a line ON THE SOUTH running
westerly from the Atlantic Ocean along the center line of 34th
Street to Biscayne Waterway, thence westerly along the center
line of Biscayne Waterway to Biscayne Bay, the Polling Place
of which shall be at the NORTH BEACH ELEMENTARY SCHOOL, situated
on the northeast corner of the intersection of 41st Street and
Chase Avenue.
PRECINCT NO. 27 : Being the area within the City of Miami
Beach lying between the South line of
Precinct No. 26 ON THE NORTH, and a line ON THE SOUTH running
westerly from the Atlantic Ocean along the center line of 23rd
Street to Dade Boulevard, thence along the center line of Dade
Boulevard to Biscayne Bay, also including Belle Isle, Rivo
Alto Island, Di Lido Island and San Marino Island, the Polling
Place of which shall be at the DADE BOULEVARD FIRE STATION,
situated on the northwest corner of the intersection of Dade
Boulevard and Pine Tree Drive.
PRECINCT NO. 28: Being the area within the City of Miami
Beach lying between the South line of
Precinct No. 27 ON THE NORTH and a line ON THE SOUTH running
westerly from the Atlantic Ocean along the center line of
15th Street to Bay Road, thence South along the center line of
Bay Road to 14th Street, thence West along the center line of
14th Street to Biscayne Bay, the Polling Place of which shall
be in the SOUTHWEST LOBBY OF THE MIAMI BEACH AUDITORIUM entered
from 17th Street at Drexel Avenue.
PRECINCT NO. 29: Being the area within the City of Miami
Beach lying between the South line of
Precinct No. 28 ON THE NORTH and a line ON TIME SOUTH running
westerly from the Atlantic Ocean to Biscayne Bay along the
center line of 11th Street and said line produced, the Polling
Place of which shall be at the FIRE STATION IN THE CITY HALL
BUILDING, situated on 12th Street between Washington Avenue
and Drexel Avenue .
PRECINCT NO. 30: Being the area within the City of Miami
Beach lying between the South line of
Precinct No. 29 ON THE NORTH and a line ON THE SOUTH running
westerly from the Atlantic Ocean along the center line of 7th
Street to Alton Road, thence South along the center line of
Alton Road to 6th Street, thence westerly along the center line
of 6th Street to Biscayne Bay, the Polling Place ofwhich shall
be at the MIAMI BEACH EMPLOYEES' BENEVOLENT ASSOCIATION CLUB
BUILDING, situated at 920 Alton Road.
PRECINCT NO. 31: Being the area within the City of Miami
Beach lying between the South line of
Precinct No. 30 ON THE NORTH and a line ON THE SOUTH running
westerly from the Atlantic Ocean along the center line of 3rd
Street to Alton Road, thence along the south line of Lot 32
in Block 111 of Ocean Beach Addition No. 3, to Biscayne Bay,
also including Star Island, Palm Island and Hibiscus Island,
the Polling Place of which shall be at the SOUTH BEACH ELEMENTARY
SCHOOL, situated between Third and Fourth Streets on Alton Road.

PRECINCT NO. 32: Being all the area within the City of Miami
Beach lying South of the South line of
Precinct No. 31, also including the Causeway property and the
islands south of the County Causeway, the Polling Place of
which shall be at the SOUTH SHORE RECREATION CENTER BUILDING,
situated on Biscayne Street at Biacayne Bay.
SECTION 3: That for the purpose of enabling persons to
register who are qualified to register for and to
vote in said special municipal election, the City Clerk, who
is also Supervisor of Registration, shall open the books of
said City from Nine o 'clock A.M., until Twelve o 'clock Noon
on Saturdays, and from Nine o 'clock A.M., until Five o 'clock P.M. ,
on each day other than Saturdays, Sundays and Holidays excepted,
from November 6. 1954 to December 4, 1954, both inclusive, and
after December 4, 1954, no person shall be registered for said
election.
SECTION 4: That the official ballot to be used at said
special municipal election shall be in full
compliance with the laws of the State of Florida with respect
to absentee ballots and to the use of voting machines, and
shall be substantially in the following form, to-wit :

"Shall the measure known as Chapter 29289, Laws of Florida,
Acts of 1953, entitled: "AN ACT AMENDING SECTION 40 OF
CHAPTER 7672, LAWS OF FLORIDA, ACTS OF 1917, ENTITLED:
'AN ACT TO ABOLISH THE PRESENT MUNICIPAL GOVERNMENT OF
THE TOWN OF MIAMI BEACH, IN THE COUNTY OF DADE AND
STATE OF FLORIDA, AND TO ESTABLISH, ORGANIZE AND IN-
CORPORATE A CITY GOVERNMENT FOR THE CITY OF MIAMI BEACH,
TO DEFINE ITS TERRITORIAL BOUNDARIES, TO PRESCRIBE ITS
JURISDICTION, POWERS AND PRIVILEGES, AND FOR THE
EXERCISE OF SAME, AND TO AUTHORIZE THE IMPOSITION OF
PENALTIES FOR THE VIOLATION OF ITS ORDINANCES, RELATING

For the purpose of enabling persons to register who are
qualified to register for and to vote in said special muni-
cipal election, the registration books of the City of Miami
Beach will be open in the City Registration Office in the
Office of the City Clerk, in the City Hall, from Nine o 'clock
A.M., until Twelve o 'clock noon on Saturdays, and from Nine
o 'clock A.M ,, until Five o'clock P.M., on each day other than.
Saturdays, Sundays and Holidays excepted, from November 6, 1954,
to December 4, 1954, both inclusive, and after December 4, 1954,
no person shall be registered for said election.
