Resolution 9123 RESOLUTION NO. 9123
WHEREAS, by Section 6 of the River and Harbor Act approved
March 2, 1945, the Congress of the United States authorized and
directed the Secretary of the Army to cause a Preliminary Examination
and Survey of BAKERS HAULOVER INLET, FLORIDA, to be made; and
WHEREAS, on March 13, 1945, the duty of making such Preliminary
Examination and Survey was assigned to the U. S. District Engineer,
Jacksonville District; and
WHEHEAS, on May 15, 1946, said District Engineer held a public
hearing in Miami, Florida, for the purpose of ascertaining the views
of interested parties as to what improvement of navigation at such
Inlet should be made; and
WHEHEAS, on November 10, 1947, said District Engineer submitted
a Report of Preliminary Examination in which he found "that prospects
for a justified improvement and assumption of maintenance of Bakers
Haulover Inlet are such that a Survey is warranted to determine more
definitely the best plan, its justification, and the local cooperation
deemed appropriate" and recommended that "a survey be made of Bakers
Haulover Inlet, Florida, to determine the advisability and cost of
improving and maintaining the Inlet for navigation and providing a
small craft channel between the Inlet and the Intracoastal Waterway; "
and
WHEREAS, since that time no funds have been made available to
the U. S. District Engineer, Jacksonville, Florida, for the prosecution
of recommended Survey and the preparation of a Report of Survey; and
WHEREAS, in the eight years which have elapsed since said District
Engineer made his Preliminary Examination the population of Dade County
has doubled and the population of the area immediately affected has
increased even more rapidly and the potential benefits of the project
have increased accordingly; and
WHEREAS, on May 15, 1946, representatives of the City of Miami
Beach at the public hearing held by the District Engineer stated that
the problem of preservation of the beaches must be taken into consider-
ation in connection with the development of Bakers Haulover Inlet; and
WHEREAS at the public hearing of May 15, 1946, the County
Commissioners of Dade County, Florida, stated that they were in favor
of an adequate pumping plant to move sand from the North to the South
side of Bakers Haulover Inlet, for the purpose of providing a supply
of sand for the beaches to the southward; and
WHEREAS, the City Council of the City of Miami Beach, Florida,
is convinced that this project will be of material benefit both to
South Florida and to the United States and should no longer be delayed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Miami Beach, Florida, urges the Secretary of the Army and the Chief
of Engineers, U. S. Army, that they direct the U. S. District Engineer,
Jacksonville District, to proceed at once to complete the Survey of
Bakers Haulover Inlet, Florida, authorized by the River and Harbor Act
approved March 2, 1945, and to submit the required Report of Survey;
and that said Secretary of the Army and said Chief of Engineers allot
to said District Engineer, from unexpended moneys heretofore appropri-
ated by the Congress for the improvement, operation and maintenance
of rivers and harbors, such funds as are requisite for the completion
of this work; and
BE IT FURTHER RESOLVED that any improvement at Bakers Haulover
Inlet, Florida, should include a sandpumping station for the purpose
of transporting sand from the North side to the South side of the Inlet;
and

BE IT FURTHER RESOLVED that copies of this resolution be sent
to the Secretary of the Army, the Chief of Engineers, U. S. Army,
the U. S. District Engineer, Jacksonville District, and to Hon.
Spessard Holland and Hon. George L. Smathers, Senators from the
State of Florida, and to Hon. Dante Fascell, Representative in
Congress of the Fourth Congressional District of Florida.
