SUBJECT: Historic City Hall Smoke Testing
The purpose of this Letter to Commission (LTC) is to provide the Mayor and Commission with
information of the smoke testing at Historic City Hall, located at 1130 Washington Avenue.
On Saturday, September 15, 2018, the Property Management Department will conduct a smoke
test investigation at Historic City Hall in order to identify and confirm sewer integrity in the
facility. The Department has discovered a breach to plumbing system and this test will identify
leakage paths and areas with deficiencies.
The test requires forcing non-toxic smoke-filled air through the sewer line. The pressurized
smoke will travel through the main line and various connections to reveal problem areas. The
smoke is harmless: consisting of a mist with large percentage of atmospheric moisture that
allows it to be highly visible in low concentrations. The smoke will not leave odors and will
dissipate rapidly after a few minutes. During this diagnosis, light and sound notifiers associated
with fire alarm systems may be activated. Property Management will be working with the Fire
Department during the course of the test.
Testing is expected to continue through end of day. Operations and building systems will
resume on Sunday, September 16, 2018.
