Resolution 2018-30458 RESOLUTION NO. 2018-30458 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE TO UTILIZE EXISTING CITY MARKETING RESOURCES TO PROMOTE AND MARKET HOMEBUYER INITIATIVES, WITH AN EMPHASIS TOWARD EDUCATORS IN THE MIAMI BEACH FEEDER PATTERN. WHEREAS, at its May 15, 2018 meeting, the Affordable Housing Advisory Committee (AHAC) reviewed the City's programs tailored to meet its workforce housing needs; and WHEREAS, Commissioner John Aleman sponsored a referral of this matter to the Neighborhood/Community Affairs Committee (NCAC) on the June 6, 2018 City Commission meeting agenda and the matter was referred by the City Commission to the July 18, 2018 NCAC meeting; and WHEREAS, the First-Time Homebuyer Program provides up to $150,000 in down payment and closing costs assistance to income-eligible households (households earning less than 80% of the area median income (AMI)) to purchase their first home in our City; and WHEREAS, the Homeowner-Occupied Rehabilitation program provides up to $70,000 in rehabilitation assistance to enable ongoing affordability for income eligible property owners earning no more than 120%AMI; and WHEREAS, the City's Affordable Housing Advisory Committee is supportive of these housing programs and the potential impact they can have in addressing the City's affordable housing needs; and WHEREAS, at its meeting on July 18, 2018, the NCAC passed a motion recommending that all existing City marketing resources be utilized to promote and market homebuyer initiatives, specifically for educators within the Miami Beach feeder pattern; and WHEREAS, working with the City's Office of Communications, the City will market the two above-referenced Programs utilizing social media and MB Magazine to promote these Programs; and WHEREAS, the City will collaborate with the Committee for Quality Education to advise local area educators of these programs through their representatives on the Committee; and NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby accept the recommendation of the Neighborhood/Community Affairs Committee to utilize existing City marketing resources to promote and market homebuyer initiatives, with an emphasis toward educators in the Miami Beach feeder pattern. Morales, City Manager DATE: September 12,2018 SUBJECT A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE TO UTILIZE EXISTING CITY MARKETING RESOURCES TO PROMOTE AND MARKET HOMEBUYER INITIATIVES, WITH AN EMPHASIS TO EDUCATORS IN THE MIAMI BEACH FEEDER PATTERN. RECOMMENDATION Adopt the Resolution. BACKGROUND At its May 15, 2018 meeting, the Affordable Housing Advisory Committee (AHAC) reviewed the City's programs tailored to meet its workforce housing needs. The Commission policy defined workforce households as those earning up to 140%Area Median Income(AMI)as noted through Resolution 2017-29925. While the City is exploring various options to develop workforce housing, it currently offers the following residential housing programs funded through State Housing Initiative Program(SHIP)funds which serve households earning up to 120%AMI: • First-Time Homebuyer Program - The program provides up to $150,000 in down payment and closing costs assistance to income-eligible households to purchase their first home in our City. Households earning less than 80%AMI are prioritized by statute for this funding. • Homeowner-Occupied Rehabilitation Program — The program provides up to $70,000 in rehabilitation assistance to enable ongoing affordability for income-eligible property owners earning no more than 120% AM I. AHAC is supportive of these programs and the potential impact they can have in addressing the City's affordable housing needs.As such,AHAC recommended promoting these programs with an emphasis to teachers when they are not in school sessions including summer and breaks. By conducting this outreach effort, the hope is to reach area educators who are adversely impacted by high housing costs in the City.As such, the AHAC passed a rrotion seeking Commission support for this marketing effort. AHAC's motion was subsequently referred by Commissioner John Elizabeth Aleman to the Neighborhood/ Community Affairs Committee for further discussion at the June 6, 2018 City Commission meeting. NCAC heard the item at its July 18, 2018 meeting. ANALYSIS The City's First-Tine Homebuyer and Homeowner-Rehabilitation Programs are funded by the State Housing Initiatives Program(SHIP). SHIP serves households earning up to 120%AMI which includes many of the working class households being targeted. SHIP requires that at least thirty percent (30%)of the City's annual allocation be expended on very low-income households and a minimum of an additional thirty percent (30%) of funds to serve Page 449 of 1802 participants from low-income households. Lauderdale Pompano 1 1 Beach Median !. $52,300 • While property values in the City have been strong as demonstrated by the median property value in the City being 94% greater than the national median of$205,000, this strong indicator also serves to impair the ability of low-to moderate-income households to becoming homeowners(Source: Shimberg Center at the University of Florida).As a result of the strong homeownership market, low- to moderate-income households are mare likely to be renters and also face housing options with smaller units and fewer bedrooms (Shimberg Center at the University of Florida). It should be noted that 13,137 households or roughly 49.6%of all renter households are spending at least 35%of their household income on housing costs (Source: American Community Survey, 2016). This cost burden undermines a household's ability to save for a home, acquire suitable insurance coverage, obtain higher education and provide economic stability, among other milestones. As a point of perspective, the average public school teacher earns$45,723 per year according to Florida Department of Education. The City continues to accept applications as long as funds are available. Currently, there are twelve households in queue for The First-Time Homebuyer/Homeowner-Occupied Rehabilitation Program.Although the program is able to provide significant assistance, due to the affordability limitations inherent in the City's housing stock, participants struggle with securing properties. By increasing the pool of participants, with an emphasis on educators, the City will be able to effectively promote and market homebuyer initiatives. Working with the City's Office of Marketing and Communications, the City will market its current SHIP programs as follows: 1. Utilizing social media to include Twitter, Facebook and Instagram to promote the programs. 2. Carrying a fixed advertisement in MB Magazine promoting the program so long as there is space available (as paying advertisers would take precedence)to keep present the programs availability. 3. Working in conjunction with the Committee for Quality Education to ensure that local area educators are advised of these program through their representatives on the Committee CONCLUSION The Administration recommends accepting the recommendation of the Neighborhood/Community Affairs Committee to utilize existing city marketing resources to pronate and market homebuyer initiatives, with an emphasis to educators in the Miami Beach feeder pattem.
