Resolution 2018-30480 RESOLUTION NO. 2018-30480 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE CHANGE ORDER NO. 1 TO THE CONSTRUCTION CONTRACT BETWEEN THE CITY OF MIAMI BEACH, FLORIDA AND WEST CONSTRUCTION, INC., FOR CONSTRUCTION SERVICES AT BEACHWALK II PHASE II, WITH SUCH CHANGE ORDER NO. 1 PROVIDING FOR: 1) ADDITIONAL CONSTRUCTION SERVICES ASSOCIATED WITH THE INSTALLATION OF CONDUITS, MANHOLES AND OTHER ELECTRICAL COMPONENTS TO SUPPLY POWER FOR SECURITY CAMERAS AND INSTALL EMPTY DATA CONDUITS AND CONCRETE POLES, AT A LUMP SUM COST OF $117,794, PLUS OWNER'S CONTINGENCY IN THE AMOUNT OF $11,780, RESULTING IN A TOTAL CHANGE ORDER AMOUNT OF $129,574; AND 2) A TIME EXTENSION OF 21 CALENDAR DAYS TO ACCOMMODATE THE ADDITIONAL SCOPE. WHEREAS, the Beachwalk projects are part of the larger Atlantic Greenway Network (AGN), which is a system of walkways and bikeways designed to promote alternative transportation and extend in a north-south direction and run between the erosion control line and the dune system; and WHEREAS, they complement the neighborhood bicycle facilities, which extend in an east-west as well as north-south directions through the South, Middle, and North Beach Neighborhoods and will connect area business districts, cultural and tourism centers, residential neighborhoods, parking facilities, parks, schools, and the beaches; and WHEREAS, the Beachwalk II Phase II (3rd Street to 5th Street) is under construction and expected to be completed in December 2018; and WHEREAS, 100% of the design plans for the Beachwalk II Phase II have been approved by the Florida Department of Environmental Protection (FDEP) and the Florida Department of Transportation (FDOT); and WHEREAS, FDOT is funding $850,000 of the total construction cost; and WHEREAS, this project consists of the construction of an on-grade ADA compliant pedestrian paver walkway, with bollard lights, landscaping and irrigation and the path will run north from approximately 3`d Street to S" Street ; and WHEREAS, the proposed path lighting will meet Florida Fish and Wildlife Commission's marine turtle nesting requirements; and WHEREAS, on December 13, 2017, the City Commission awarded the contract for construction services to West Construction pursuant to ITB2017-104-ZD; and WHEREAS, the contract has been executed and construction began in March 2018 and is scheduled for completion in December 2018; and WHEREAS, in an effort to provide increased security along the Beachwalk II Phase II project, the Police Department has requested construction of the necessary infrastructure, which will allow for the future installation of six (6) security cameras along the path; and WHEREAS, as a result, West Construction has been requested to provide additional construction services associated with the installation of conduits, manholes and other electrical components to supply power for security cameras and installation of empty data conduits and concrete poles in the amount of $117,794, plus an owner's contingency in the amount of $11,780, resulting in a total change order in the amount of $129,574; and WHEREAS, this Change Order also includes a time extension of 21 calendar days to accommodate the additional scope; and WHEREAS, the negotiated price submitted by West Construction for the above services has been reviewed by City staff and found to be fair and reasonable. ANALYSIS The Beachwalk projects are part of the larger Atlantic Greenway Network (AGN), which is a system of walkways and bikeways designed to promote alternative transportation. They extend in a north- south direction and run between the erosion control line and the dune system. They complement the neighborhood bicycle facilities, which extend in an east-west as well as north-south directions through the South, Middle, and North Beach Neighborhoods. The beachwalk will connect area business districts, cultural and tourism centers, residential neighborhoods, parking facilities, parks, schools, and the beaches. The Beachwalk II Project was split into two phases: Phase I (South Pointe Drive to 3rd Street) and Phase II (3rd Street to 5th Street). Phase I was completed in 2014. Phase II is under construction and expected to be completed in December 2018. The proposed pathway for the Phase II project is located on State lands and traverses through the existing dune system. All impacts to the dune system will be mitigated through planting additional dunes toward the eastern toe of the existing dune. The 100% design plans of the Beachwalk II Phase II have been approved by the Florida Department of Environmental Protection (FDEP) and the Florida Department of Transportation (FDOT). FDOT is funding $850,000 of the total construction cost. This project consists of the construction of an on-grade ADA compliant pedestrian paver walkway, Page 774 of 1802 with bollard lights, landscaping and irrigation. Exotic dune vegetation will be removed and replaced with dune enhancements such as native dune vegetation species and beach compatible dune fill will be provided for the landscaping.
