A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, SUPPORTING A STUDY BY THE
UNIVERSITY OF FLORIDA TO INCREASE YOUTH'S DEFENDING
BEHAVIORS THROUGH THE DEVELOPMENT OF AN AVATAR-BASED
E-TRAINING FOR BYSTANDERS OF CYBERBULLYING, WHICH
STUDY WOULD BE FUNDED BY THE NATIONAL INSTITUTE OF
HUMAN HEALTH AND CHILD DEVELOPMENT (NICHD), AND
DIRECTING THE CITY MANAGER TO EXECUTE ANY AND ALL
DOCUMENTS, ACCEPTABLE TO THE CITY MANAGER AND THE CITY
ATTORNEY, THAT ARE NECESSARY TO PARTICIPATE IN THE
STUDY, SUBJECT TO FUNDING APPROVAL FOR THE STUDY BY
NICHD.
WHEREAS, the University of Florida has submitted a proposal to the City of Miami
Beach (City) for City assistance in implementing a study entitled "Increasing Youth's Defending
Behaviors: Development of an Avatar-Based E-Training for Bystanders of Cyberbullying" (the
Study); and
WHEREAS, the Study will develop and pilot test an online avatar-based training
designed to increase middle school students' likelihood of defending victims of cyberbullying;
and
WHEREAS, adolescent cyberbullying is difficult for adults to monitor, and the reporting
of incidents is often traced back to victims, potentially increasing the risk for subsequent bullying
and other negative repercussions. Cyberbullying prevention and intervention approaches that
minimize reliance on adult involvement and integrate less proscriptive language may have more
success at reducing cyberbullying and its negative impacts on the victim. One promising
approach is to focus on witnesses of cyberbullying attacks; and
WHEREAS, developing and pilot testing the proposed online avatar-based training is
designed to increase middle school students' likelihood of defending victims of cyberbullying;
and
WHEREAS, the Study will be designed with flexibility of administration in mind so that it
can be delivered to students via the Web outside of school hours and on their own devices, or
within school settings; and
WHEREAS, if funded, the Study would require the City's assistance with access to
youth participating in the Miami Beach Teen Club afterschool program at Nautilus Middle School
for focus groups, surveys, and one-on-one interviews to receive youth feedback; and
WHEREAS, the Study is seeking funding from the National Institute of Human Health
and Child Development and, if funded, the City should participate and assist with this important
effort.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby support the Study by the University of Florida to increase youth's defending
behaviors through the development of an avatar-based e-training for bystanders of
cyberbullying, which Study would be funded by the National Institute of Human Health and Child
Development, and direct the City Manager to execute any and all documents, acceptable to the
City Manager and the City Attorney, that are necessary to participate in the Study, subject to
funding approval for the study by NICHD.
