SUBJECT: REQUEST FOR APPROVAL TO AWARD A CONTRACT PURSUANT TO INVITATION TO BID (ITB) NO. 2018-125-
ZD, FOR CARL FISHER CLUBHOUSE RESTORATIONS. SUBJECT TO FUTURE CAPITAL BUDGET
APPROPRIATIONS.
RECOMMENDATION
The administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the City
Managers recommendation pertaining to the bids received, pursuant to ITB 2018-125-ZD.Carl Fisher Clubhouse restoration.
ANALYSIS
The Convention Center—Carl Fisher Clubhouse Project encompasses the restoration of the historic Carl Fisher Clubhouse and its
adjacent Annex Building. The main goal of the project is to sensibly restore the Carl Fisher Clubhouse and Annex Building, and
allow them to serve as an event space for the adjoining Convention Center. Since the Convention Center Project is scheduled to
complete adjoining site and landscaping work prior to commencement of the Carl Fisher Clubhouse Restoration Project,the areas
adjoining the clubhouse will be completed by this project,and removed from the scope of work of the convention center contractor.
The project limits will extend approximately 10 feet west of the westernmost wall of the Carl Fisher building to Washington Avenue
on the east.and from the northern edges of the walkway on the north to the northern edges of the walkways on south side.The site
work will include fine grading,landscape.irrigation and walkways, as well as the installation of provided site furnishings.while work
within the building will include new air conditioning, electrical power, fire alarm, lighting and plumbing systems using historically
sensitive methods.Additionally,connection to the provided utilities will be required.
On June 10,2016,pursuant to Commission approval and the issuance of RFC)No.2016-147-KB,the City requested proposals from
construction management at risk firms to provide preconstruction services and construction phase services via a Guaranteed
Maximum Price (GMP) amendment for the restoration of the Convention Center—Carl Fisher Clubhouse Project, On September
14, 2016, the City Commission, via Resolution 2016-29544 awarded a contract to Grace & Naeem Uddin, Inc. for the Pre-
construction Services phase of the project. However, when the construction manager submitted the subcontractor bids to the
City,the limited sub-contractor response,a GMP proposal which was not prepared in accordance with the Agreement, and a
proposed project cost that exceeded the budget, the City did not move forward with construction services under a construction
management at risk arrangement with Grace&Naeem Udin.
Alterntatively, on October 19.2017,the City issued ITB 2018-032-ZD with a bid opening of November 20,2017, The City received
four(4)bids, one(1)of which was deemed non-responsive. The three(3) remaining,responsive bids were determined to be over
budget. As a result all bids were rejected on December 29, 2017. Following the rejection of bids received pursuant to ITB 2018-
032-ZD. the design consultants revised the project to incorporate value engineering options and scope was increased to include
limited site work due to construction scheduling and sequencing. To achieve the desired scope of work, the Administration
prepared ITB 2018-125-ZD.
ITB PROCESS
ITB 2018-125-ZD. was issued on May 21, 2018, with a bid opening date of July 2, 2018. Three (3) addenda were issued. The
Procurement Department issued bid notices to 724 companies utilizing www.publicpurchase.com website and 556 via email
notifications. Ninety-five(95)prospective bidders accessed the advertised solicitation.The notices resulted in the receipt of seven
(7) responses from:Azulejo, Inc., Critical Path Services, Inc., Franque and Denis Construction, Gecko Group, Inc., Pons Air, Inc.,
TGSV Enterprise, Inc.,and West Construction, Inc.(See Attachment A).
The bid submittal from Pons Air, Inc..failed to include a lump sum grand total(total base bid for section A and B)of the ITB, and,
accordingly,its bid was deemed non-responsive and cannot be considered.
The ITB stated that the lowest responsive, responsible bidder meeting all terns. conditions, and specifications of the ITB will be
recommended for award. In its due diligence, the Procurement Department verified that the lowest responsive bid submitted by
Critical Path Construction, Inc. ("Critical Path") met the requirements of the ITB, including the required previous experience,
licensure and bid bond. Accordingly, Critical Path has been deemed the lowest responsive and responsible bidder meeting all
terms,conditions, and specifications of the ITB.

According to the information provided by the firm, Critical Path has been in business for over 20 years in South Florida. It offers a
full range of construction services including general contracting. project management, owner representation, and consulting. Its
team is highly motivated and committed to the highest standards to ensure that each project is completed to the highest level with
the utmost care,delivering a finished project efficiently,on time and within projected costs.
While Critical Path has not previously completed work for the City,its references indicate a positive performance record.
CONCLUSION
After considering the bids received and the evaluation of staff,pursuant to ITB 2018-125-ZD,I recommend that the Mayor and City
Commission of the City of Miami Beach. Florida, approve the award of a contract to Critical Path Services. Inc., the lowest
responsive, responsible bidder to the ITB, in the amount of$2,805,581.66,plus$ 168,532.00 for Alternate 1 (Kitchen Equipment),
plus 10% owners contingency in the amount of $ 297.411.36, for a total not-to-exceed cost of $ 3,271,525.0Z and further
authorize the Mayor and City Clerk to execute a contract.

FINANCIAL INFORMATION
As part of the award, the City will award the project in addition to alternate 1 of the ITB price form which requires Critical Path
Services, Inc.to provide and install the kitchen equipment specified in the ITB. Below is a breakdown of the complete cost for this
project.
Project Cost: $2,805,581.66
Alternate 1-Kitchen Equipment $168,532.00
10%Owner's Contingency'. $297 411.36
Total: $3,271,525.02
Additional funds have been requested through Capital Budget FY 17/18 Amendment No.7, which is pending approval during this
meeting.Grant funding will not be utilized for this project.
