SUBJECT: Young Southeast Asian Leaders Ini, :tive
I am pleased and honored to share that the City of Miami Beach will be hosting a
professional fellow from the Young Southeast Asian Leaders Initiative (YSELI). The
International City Manager's Association (ICMA), with funding from the U.S. Department
of State's Bureau of Educational and Cultural Affairs (ECA), offers a Professional
Fellows Program--an opportunity for young professionals from Southeast Asia to learn
about environmental sustainability through a four-week fellowship. The YSEALI fellows
programs enables young leaders from ASEAN countries to work directly with
counterparts in local government offices across the United States to enhance their
practical expertise, leadership skills, and professional contacts to address challenges
and create new opportunities in their home communities.
Fellows come from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar (Burma),
Philippines, Singapore, Thailand, and Vietnam. The goal of the program is to create
institutionalized long-term partnerships that support these emerging leaders and their
institutions in the ASEAN countries and the U.S. to inspire change in creating
responsive, open, and accountable governance.
Jenny Rose Olfindo is the Junior Capacity Building Specialist of the Kapit-Bisig Laban sa
Kahirapan-Comprehensive and Integrated Delivery of Social Services-National
Community Driven Development Program (KALAHI-CIDSS-NCDDP) at the Department
of Social Welfare and Development (DSWD). She is primarily responsible for the design,
development, implementation and monitoring and evaluation of national capability-
building programs focused on disaster risk reduction and management and climate
change adaptation. She started her public-sector experience with the Office of the
Undersecretary for Institutional Development in DSWD where she built her
competencies in capacity building, knowledge management, and organizational
development. Prior to transitioning to government work, she was a market researcher for
almost five years which equipped her with necessary skills in research and project
management. Ms. Olfindo is also a licensed Environmental Planner and has been
involved in several projects with local government units where she had the opportunity to
apply different community-based and urban and regional planning frameworks,
strategies, and approaches in developing a fitting development plan for these localities.
Ms. Olfindo obtained her Bachelor of Arts in Political Science in 2008 and is currently
completing her Master of Arts in Urban and Regional Planning, both from the University
of the Philippines.
Ms. Olfindo will be joining us from October 13 through November 13. She will be
spending time with my staff and participating in site visits and quick turnaround projects.
If you would like to meet her or invite her to any of your meetings or events, please
contact our local co-hosts ACM/CRO Susy Torriente and/or Code Assistant Director
Sarah Saunders, both of whom are career ICMA members.
Thank you.
