Board members. Luis Sanchez, Marine Patrol, Miami Beach Police Department Sergeant Alexander, -Torres, Park Rangers, Miami Beach Police Department Rianne Thomas, MWPA Liaison, CCA, Code Compliance Department Absent: Roger Baumann, Christian De La Iglesia, David Mardini, Dr. Lourdes Oroza, Elaine Roden, Scott Robins, Joel Aberbach Meeinc called to order at 9:00 a,m. by Chairman, Captain Dan Kipnis 1. Review and approval of minutes for the Marine and Waterfront Protection Authority (MWPA) of the July 10th, 2018 meeting Captain Kipnis requested review of minutes. Motion to approve was made by John Lee; seconded by Dr. Morris Sunshine. Minutes approved unanimously, MWPA Agenda for September 4, 2018 Page 3 of 4 2. UNFINISHED/OLD BUSINESS a. Update on active environmental project's by Elizabeth Wheaton Environmental & Sustainability Department Director; and Margarita Wells, Environmental & Sustainability Department Assistant Director. Margarita Wells has provided a brief update on the annual water report and how the report will be presented in September at the Sustainability monthly board meeting, Ms. Wells has provided an update on the beach management plan regarding sargassum. Ms. Wells has explained that summer is typically the season for high volume of sargassum and the City tends to bury the sargassum because it maintains nutrients and it slows down beach erosion. Ms, Wells has proposed a long term plan on possibly moving the sargassum onto Dunes. The reef structure Initiative has been discussed and Ms, Wells has explained that the Environmental Sustainability Department is in current discussion with DERM regarding this matter. Police Beach Update by Major Paul Acosta, Miami Beach Police Department Major Acosta was present to discuss the monthly Police Report. One of the hot topics this month has been the increase In theft for the month of June, Furthermore, Major Acosta has specified how police officers have been hired to patrol the boardwalk. The subject of cameras on the boardwalk has come to the attention to the MWPA board. Major Acosta has informed the board that efforts are still on going to install cameras on the boardwalk and will provide the board with further detail. Ben Mostkoff has requested a citizen crime watch patrol initiative and he has suggested for Michael DI Fillpe and John Dachman to discuss citizen watch ideas for the next MWPA meeting. c. Purdy Boat Ramp by Sgt. Alex Torres, Park Rangers, Police Department Sgt. Alex Torres was in attendance for the Police Department, Fie has provided an overview on the broken Purdy Boat Ramp fenders and how the broken fenders have been addressed to Property Management to be fixed. He advised that whenever an issue arises, residents should call 305-604- 2489 immediately. d. Update on Enforcement of current Anchoring Laws by Sgt. Sanchez, Miami Beach Police Department Sgt, Sanchez has provided an overview on how the City of Miami Beach Police does not enforce anchoring laws due to a lawsuit that occurred in 2016. Sgt. Sanchez has stated that the state leglslatonstook amzaytlhe-right to enforce anchoring laws from municipalities in 2009. e. Proposed transient mooring field at Sunset Harbor Captain Kipins provided a brief overview of the proposed mooring field marina for cruise- yachts at Sunset Harbour, Some of the key elements to secure compliance will be the presence of a dock master, the availability of restroom and laundry facilities, as well as key access to those with membership, F.Update on revised LTC regarding off -shore reef structures by Margarita Wells, Environmental and Sustainability Department, Assistant Director Margarita Wells has provided an overview about the off -shore reef structure meeting that took place on June 181h, 2018 with the Mayor from the City of Miami Beach and Miami -Dade County, Margarita Wells has presented to the board three main topics that were discussed; funding for a study that focuses on off -shore reef structures, beach erosion plan update, and the re -nourish permit that is said to expire in 2023. MWPA Agenda for September 4, 2018 Page 4 of 4 3. OPEN DISCUSSION a. Beach Report by Marcella Paz Cohen Marcella Paz Cohen was in attendance and provided an overview of the beach report. She has provided the board with concerns from the community regarding the sea turtles and driving on the beach. Margarita Wells has informed the board that they should call the County and ask for Teal Long so she can provide the citizens with a better understanding regarding the sea turtles, As for driving on the beach, Ms. Wells has informed the board that Environmental and SLIStalnabillty department is trying to educate the community in regards to driving on the beach, b. Shore Lock Sand Erosion Presentation by Blayne Ross Blayne Ross was in attendance and provided a presentation regarding shore lock Sand erosion, Margarita Wells has informed him that the DEP and the County have to approve of this project.
