A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, PROVIDING FOR THE
GENERAL ELECTION TO BE HELD ON JUNE 2, 1959
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1. That for the purpose of holding and conducting the
General Election to be held on June 2, 1959, the
City of Miami Beach has been divided into voting precincts and
election districts with Polling Places therein as follows:
PRECINCT NO. 25-A: Being the area within the City of Miami
Beach lying between the North line of the
corporate limits of the City of Miami Beach ON THE NORTH and a
line ON THE SOUTH running westerly from the Atlantic Ocean
along the center line of 71st Street to the center line of
Indian Creek; thence northerly along the center line of Indian
Creek to the center line of Normandy Waterway; thence westerly
along the center line of Normandy Waterway to Biscayne Bay,
the Polling Place of which shall be at the BISCAYNE ELEMENTARY
SCHOOL situated on 77th Street between Tatum Waterway Drive
and Dickens Avenue.
PRECINCT NO. 25-B; Being the area within the City of Miami
Beach lying between the South line of
Precinct 25-A ON THE NORTH and the center line of 51st Street
ON THE SOUTH, the Polling Place of which shall be at the 69TH
STREET FIRE STATION, situated at 6860 Indian Creek Drive .
PRECINCT NO. 26: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
25-B ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 34th Street to
Biscayne Waterway, thence westerly along the center line of
Biscayne Waterway to Biscayne Bay, the Polling Place of which
shall be at the NORTH BEACH ELEMENTARY SCHOOL, situated on the
northeast corner of the intersection of Arthur Godfrey Road
and Chase Avenue .
PRECINCT NO. 27: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
26 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 23rd Street to
Dade Boulevard, thence along the center line of Dade Boulevard
to Biscayne Bay, also including Belle Isle, Rivo Alto Island,
Di Lido Island and San Marino Island, the Polling Place of
which shall be at the DADE BOULEVARD FIRE STATION, situated
on the northwest corner of the intersection of Dade Boulevard
and Pine Tree Drive .
PRECINCT NO. 28: Being the area within the City of Miami
Beach lying between the South line of Pre-
cinct No. 27 ON THE NORTH and a line ON THE SOUTH running
westerly from the Atlantic Ocean along the center line of
15th Street to Bay Road, thence South along the center line
of Bay Road to 14th Street, thence West along the center
line of 14th Street to Biscayne Bay, the Polling Place of
which shall be at the east entrance of the MUNICIPAL OFFICE
BUILDING at 17th Street and Drexel Avenue .

PRECINCT NO. 29: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
28 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean to Biscayne Bay along the center line of
11th Street and said line produced, the Polling Place of which
shall be at the FIRE STATION IN THE CITY HALL BUILDING, situated
on 12th Street between Washington Avenue and Drexel Avenue.
PRECINCT NO. 30: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
29 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 7th Street to
Alton Road, thence South along the center line of Alton Road
to 6th Street, thence westerly along the center line of 6th
Street to Biscayne Bay, the Polling Place of which shall be at
the OCEAN FRONT AUDITORIUM at 10th Street and Ocean Drive.
PRECINCT NO. 31: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
30 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 3rd Street to Alton
Road, thence along the South line of Lot 32 in Block 111 of
Ocean Beach Addition No. 3, to Biscayne Bay, also including
Star Island, Palm Island and Hibiscus Island, the Polling Place
of which shall be at the SOUTH BEACH ELEMENTARY SCHOOL, situated
between Third and Fourth Streets on Alton Road.
PRECINCT NO. 32: Being all the area within the City of Miami
Beach lying south of the South line of
Precinct No. 31, also including the Causeway property and the
islands South of the County Causeway, the Polling Place of
which shall be at the SOUTH SHORE PARK RECREATION CENTER
BUILDING on Biscayne Street at Biscayne Bay.
SECTION 2. That said General Election be held at the Polling
Places for the respective voting precincts as above
set forth and all electors shall vote at the Polling Places in
the precinct in which the Registration Books in said City show
that said electors reside.
SECTION 3. That said election is hereby called and directed to
be held in the City of Miami Beach, Florida, from
7:00 o 'clock A.M. until 7:00 o 'clock P.M. on June 2, 1959, for
the purpose of electing four (4) city councilmen who shall hold
office for terms as provided by law, and for the purpose of sub-
mitting the following questions :
1. Shall the City Charter be amended so as to authorize the
establishment of a group life insurance plan for the City
officers and employees, the coverage not to exceed $2,000.00?
2. Shall the City Charter be amended so as to authorize the
prohibition, by ordinance, of deceptive or fraudulent
advertisements pertaining to sales and to penalize viola-
tions?
3. Shall the City Charter be amended so as to repeal and
eliminate the existing provisions for a primary election
for the nomination of candidates for City Council?
4. Shall the City Charter be amended so as to provide bene-
fits for the widow and children of a member of the Police
and Firemen 's Pension System who dies, from causes not
attributed to his duties, prior to meeting the requirements
for retirement but after five years of service in the
Department and to increase the benefits to the widow and
children of a member who dies after retirement or after
meeting the requirements for retirement ?

5. Shall the City Charter be amended so that a member of the
Police and Firemen's Pension System who separates from ac-
tive service with the Fire or Police Department to accept
another position in the classified service of the City
shall immediately become a member of the General Employees '
Pension System and shall receive creditable service therein
and the funds to his credit shall be transferred from his
original pension system to the new?
6. Shall the City Charter be amended so as to provide that a
member of the Police and Firemen 's Pension System who,
before becoming eligible for a pension, voluntarily severs
his employment but retains his civil service rights and
does not withdraw the money he has contributed to the
system and thereafter resumes employment with the City,
shall become a member of the Pension System regardless
of age?
7. Shall the City Charter be amended so as to authorize the
Board of Trustees of the Police and Firemen's Pension
System to invest surplus funds of the system in bonds or
other obligations of the City of Miami Beach?
8. Shall the City Charter be amended so as to empower the
City Council to create and construct a promenade, walk
or mall in or on designated streets or parts thereof and
to limit the use thereof to pedestrian traffic , the cost
of the construction of such promenade, walk or mall to be
assessed against abutting land in the identical manner
provided in the Charter for assessments for the construc-
tion of sidewalks?
SECTION 4+. That copies of the proposed amendments to the City
Charter, in full, shall be made available to the
electors at the office of the City Clerk from 9:00 o 'clock A.M.
to 5:00 o 'clock P.M. each day, Sundays and Holidays excepted,
from April 9, 1959 to and including June 2, 1959.
SECTION 5. That the City Clerk, who is also the Supervisor of
Registration, open the books of said City from
9:00 o 'clock A.M. until 5:00 o 'clock P.M. each day, Sundays and
Holidays excepted, from April 9th, 1959 to and including May 2,
1959, for the purpose of registering electors for said election,
and that after said May 2, 1959, no elector shall be registered
for said election.
SECTION 6. That Notice of said Election shall be given by the
City Clerk of said City by publishing the notice
hereinafter provided for, once each week for a period of four
consecutive weeks next preceding said election in the Miami Beach
Sun, a newspaper of general circulation published in the City of
Miami Beach, Florida.
SECTION 7. That Notice of such Election shall be in substantially
the following form:
"NOTICE OF ELECTION
NOTICE IS HEREBY GIVEN that by resolution duly passed and
adopted by the City Council of the City of Miami Beach a
general election has been called and will be held in the
City of Miami Beach, Florida from 7:00 o 'clock A.M. until
7:00 o 'clock P.M. on June 2, 1959 for the purpose of elect-
ing four City Councilmen who shall hold office for terms
as provided by law and for the purpose of submitting the
following questions:

1, Shall the City Charter be amended so as to authorize the
establishment of a group life insurance plan for the City
officers and employees, the coverage not to exceed $2,000.00?
2. Shall the City Charter be amended so as to authorize the
prohibition, by ordinance, of deceptive or fraudulent
advertisements pertaining to sales and to penalize

PRECINCT NO. 26: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
25-B ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 34th Street to
Biscayne Waterway, thence westerly along the center line of
Biscayne Waterway to Biscayne Bay, the Polling Place of which
shall be at the NORTH BEACH ELEMENTARY SCHOOL, situated on the
northeast corner of the intersection of Arthur Godfrey Road
and Chase Avenue.
PRECINCT NO. 27: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
26 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 23rd Street to Dade
Boulevard, thence along the center line of Dade Boulevard to
Biscayne Bay, also including Belle Isle, Rivo Alto Island,
Di Lido Island and San Marino Island, the Polling Place of which
shall be at the DADE BOULEVARD FIRE STATION, situated on the
northwest corner of the intersection of Dade Boulevard and Pine
Tree Drive .
PRECINCT NO. 28: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
27 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 15th Street to Bay
Road, thence South along the center line of Bay Road to 14th
Street, thence West along the center line of 14th Street to
Biscayne Bay, the Polling Place of which shall be at the east
entrance of the MUNICIPAL OFFICE BUILDING at 17th Street and
Drexel Avenue.
PRECINCT NO. 29: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
28 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean to Biscayne Bay along the center line of
11th Street and said line produced, the Polling Place of which
shall be at the FIRE STATION IN THE CITY HALL BUILDING, situated

PRECINCT NO. 30: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
29 ON THE NORTH and a line ON THE SOUTH running westerly from

0 Street, thence westerly along the center line of 6th Street to
Biscayne Bay, the Polling Place of which shall be at the OCEAN

PRECINCT NO. 31: Being the area within the City of Miami Beach
lying between the South line of Precinct No.
30 ON THE NORTH and a line ON THE SOUTH running westerly from
the Atlantic Ocean along the center line of 3rd Street to Alton
Road, thence along the South line of Lot 32 in Block 111 of
Ocean Beach Addition No. 3, to Biscayne Bay, also including
Star Island, Palm Island and Hibiscus Island, the Polling Place
of which shall be at the SOUTH BEACH ELEMENTARY SCHOOL, situated

PRECINCT NO. 32: Being all the area within the City of Miami
Beach lying South of the South line of Precinct
No. 31, also including the Causeway property and the islands
South of the County Causeway, the Polling Place of which shall
be at the SOUTH SHORE PARK RECREATION CENTER BUILDING on Biscayne
Street at Biscayne Bay.
All electors shall vote at the Polling Places in the voting pre-
cincts in which the City Registration Books show that said
electors reside.
The Registration Books of said City will be open from Nine
O 'Clock A.M. until Five O'Clock P.M. each day, Sundays and
Holidays excepted, from April 9, 1959 to May 2, 1959, both in-
clusive, for the purpose of registering any person qualified
to vote in said election.
Only persons properly registered will be qualified to vote in
said election. "
SECTION 8: That the official ballot to be used in such General
Election shall be in substantially the following

The City Clerk shall prepare the ballot so that the names
of qualified candidates will appear on said ballot in alphabetical
order according to surname; provided, however, that said ballot
and its preparation shall be such as to permit compliance with
the Laws of the State of Florida with respect to the use of
mechanical voting machines.
SECTION 9. This resolution shall be effective immediately upon
its adoption.
