MALL IMPROVEMENT DISTRICT
M-1 M-1
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
That the construction of the following described Improvement is
hereby ordered to be made; the City Council hereby setting forth
its intention to proceed under Section 7i of the City Charter:
M-1 A promenade, walk or mall to be constructed in and on the
entire width and length of that portion of Lincoln Road
extending from the westerly line of Washington Avenue to
the easterly line of Alton Road. Said promenade, walk or
mall to be limited to pedestrian use, except at
intersections and except for such vehicles designed and
intended for the convenient carriage of the public on
said promenade, walk or mall.
The construction of said promenade, walk or mall shall
include the removal of existing sidewalks and roadway
pavement in whole or in part; the construction and
reconstruction of new walks and pavements; walk ramps
at intersections; excavation and grading; landscaping
(soil, treeq, shrubbery and sod) ; sprinkler systems;
fountains, pools and flagpoles; walls, shelters and seats;
together with necessary drainage, and general and
ornamental illumination systems.
As said Lincoln Road, Alton Road and Washington Avenue are
shown on plats recorded in Plat Book 6 at pages 5, 26,
33 and 34; Plat Book 9 at page 69; and Plat Book 34 at
page 66, of the Public Records of Dade County, Florida,
and as said Washington Avenue is named and designated in
Ordinance No. 303 .
The City Engineer is hereby directed to prepare and to file with
the City Clerk, plans and specifications of said improvement and
an estimate of the cost thereof, including an estimate of the
cost of the expenses of preliminary and other surveys, the
inspection and superintendence of the work, the preparation of
plans and specifications and estimates, the printing and
publication of notices and proceedings, the preparation of
bonds, interest during construction, legal services, abstracts,
etc. , and any other expenses necessary and proper in conducting
the proceedings and work herein provided for; and the estimated
amount to be assessed against each front foot of abutting property.

The City Council deems and finds that the property which will
be specially benefitted and against which assessments are to
be made for the cost of such improvements is hereby designated
as District M-1, and is described as follows:
All the lots or parcels of land abutting on Lincoln Road
and lying between the easterly line of Alton Road and the
westerly line of Washington Avenue.
This Improvement shall be designated in all proceedings,
assessments and bonds as Mall Improvement M-1, and the property
against which assessments therefor may be made for the cost
thereof shall be designated as District M-1.
PASSED AND ADOPTED this 6th day of January, 1960.
