A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, URGING THE STATE OF FLORIDA TO
FUND RESEARCH TO UNDERSTAND THE CAUSES OF RED TIDE AND
FRESHWATER ALGAE BLOOMS THAT THREATEN THE STATE'S
TOURISM ECONOMY, AND TO DEVELOP PROGRAMS TO REDUCE
NUTRIENT POLLUTION THAT CONTINUES TO IMPACT THE NATURAL
ECOSYSTEMS SOUTH OF LAKE OKEECHOBEE.
WHEREAS, on July 9, 2018, Governor Rick Scott issued Emergency Order
Number 18 -191 in Glades, Hendry, Lee, Martin, Okeechobee, Palm Beach, and St.
Lucie counties due to an increase in freshwater algae blooms attributed to increased
discharges of water from Lake Okeechobee; and
WHEREAS, under this Emergency Order, the Army Corps of Engineers will
redirect the flow of water to curb the potential for algae blooms in addition to deploying
water quality monitoring stations to track the blooms; and
WHEREAS, harmful algal blooms occur when fresh or saltwater algae proliferate
excessively, outpacing their natural populations and create a toxic environment for other
plants, animals, and humans; and
WHEREAS, freshwater algae blooms mainly impact Florida's freshwater and
brackish habitats, such as lakes, rivers, and estuaries, and are made up of
cyanobacteria, a type of algae found naturally in freshwater environments; and
WHEREAS, freshwater algae blooms can produce toxins that can contribute to
environmental problems and affect public health, alongside depleting oxygen levels in
the water column thereby harming animals; and
WHEREAS, red tide is a type of harmful algal bloom that occurs in the ocean
when Karenia brevis, a microscopic algae also known as the Florida red tide organism,
multiplies to higher -than- normal concentrations; and
WHEREAS, red tides produce brevetoxins capable of killing fish, birds, marine
mammals, and cause health problems in humans, including respiratory irritation when
wave action breaks open cells and the toxins become airborne; and
WHEREAS, coastal communities that rely on tourism can lose millions of dollars
in revenue from the ecological and human health impacts of red tides. Shellfish -
harvesting businesses and other fishery industries can also be negatively affected
during blooms; and
WHEREAS, a study by the Woods Hole Oceanographic Institute revealed that
red tide events and freshwater algal blooms account for $22 million worth of damages
annually, which includes medical expenses and lost work days.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby urge the State of Florida to fund research to understand the causes
of red tide and freshwater algae blooms that threaten the State's tourism economy and
to develop programs to reduce nutrient pollution that continues to impact the natural
ecosystems south of Lake Okeechobee.
