Hello Rafael,
Could you please include the WAvNA statement on item R9 N. Thank you.
The West Avenue Neighborhood Association (WAvNA) is in support of this project if it is done correctly.
WAvNA feels that it is critically important that thorough and complete information be reviewed with each
building within the project prior to construction beginning on this project. Each building's residents/owners
must have a review from the city on how the harmonization will occur between public and private
property. Included in this discussion, each building should be given an estimated cost to the building to meet
this harmonization cost. It must be clearly defined what the city and building are each financially responsible
for in this project. Currently, there is a vast misunderstanding on who will be paying the cost to harmonize
between private and public property. On past phases of this project in West Avenue, the city did not complete
this review process and left many of the residents in the neighborhood discouraged with the outcomes of Phase
1 of the project.
WAvNA feels that for this project to be done correctly, it is important to do a complete review of the best
building materials to be used to achieve superior results. We have reviewed reports regarding cracking in
recently completed streets in other areas of the city. The materials used in past projects may not be the best
materials to be used in the future.
We advocate that the planning is done on each individual street and any required height to be raised be assessed
on a street by street basis. We are fully aware that the recently completed Alton Road project actually reduced
the elevation in some areas rather than raising the street to an arbitrary figure.
The construction of city seawalls along with all private seawalls are of high concern to use. We would like to
participate in discussions on the construction of public seawalls by the city. We would also want to participate
in discussions on how the city plans to address adjacent private seawalls that are not raised and may fail or
diminish the effect of an adjacent city seawall that was raised in height.
WAvNA would like to participate in the discussion regarding the pumping stations that are planned for the next
phase of this project. We have serious concerns on how these pumps are currently operating and their effect on
Biscayne Bay and would want to participate in the discussion regarding these pumping stations.
We would like to learn how the city will measure success on this high dollar project.
In summary, WAvNA is in support of this project, if it is done correctly. In order for the project to be
successful, we ask that you include WAvNA and all residents in a high level of involvement in this project.
