AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO. 789, THE
CLASSIFIED EMPLOYEES SALARY ORDINANCE, FOR
CLASSIFICATIONS IN GROUP VI, BEING OTHER CLASSIFICATIONS IN
THE CLASSIFIED SERVICE NOT COVERED BY A BARGAINING UNIT;
INCREASING ON THE FIRST PAY PERIOD ENDING MAY 4, 2003, THE
MINIMUM OF THE RANGES BY 4% AND THE MAXIMUM OF THE
RANGES BY 4%; AND BY ESTABLISHING THE CLASSIFICATION(S) OF
ICE RINK TECHNICIAN AND SANITATION OPERATIONS SUPERVISOR;
AMENDING THE TITLES OF CLASSIFICATIONS OF PERSONNEL
TECHNICIAN I TO HUMAN RESOURCES TECHNICIAN I, PERSONNEL
TECHNICIAN II TO HUMAN RESOURCES TECHNICIAN II, AND
PERSONNEL TECHNICIAN III TO HUMAN RESOURCES TECHNICIAN III,
PROVIDING FOR A REPEALER, SEVERABILITY, EFFECTIVE DATE, AND
CODIFICATION.
WHEREAS, there is a need to change the salary range of a certain classification in
order to ensure that the City has an employee classification system which is fair and
externally competitive.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1: That the following lines of the Classified Salary Ordinance No. 789 are
amended to read as follows:

SECTION 2: REPEALER.
That all ordinances or parts of ordinances in conflict herewith be and the
same are hereby repealed.
SECTION 3: SEVERABILITY.
If any section, subsection, clause, or provision of this ordinance is held
invalid, the remainder shall not be affected by such invalidity.
SECTION 4: CODIFICATION.
It is the intention of the Mayor and City Commission of the City of
Miami Beach, and it is hereby ordained that the provisions of this
ordinance shall become and be made a part of the Code of the City of
Miami Beach, Florida. The sections of this ordinance may be
renumbered or re-lettered to accomplish such intention, and the word
"ordinance" may be changed to "section", "article", or other appropriate
word.
SECTION 5: EFFECTIVE DATES.
This Ordinance Amendment shall become effective as of May 1, 2003.

ADMINISTRATION RECOMMENDATION
The Ordinance was approved on first reading on April 9, 2003. The Commission set a
second reading, public hearing for April 30, 2003. The Administration recommends that
the Commission adopt the Ordinance on second reading.
ANALYSIS
This amendment will increase the minimum of the salary ranges by 4% and the maximum
by 4% for the "Other" employees (classified employees not covered by a bargaining unit)
as of May 4, 2003. In general, employees in this group will receive a 4% wage increase
effective with the pay period ending May 4, 2003. This represents a 4% Cost-of-Living
Allowance (COLA). As in prior years, this COLA is intended to apply to Classified
employees. This increase will also provide additional incentives and competitiveness to
attract and retain new and existing employees in these classifications. The anticipated cost
of the COLA for this year is $53,820 and has already been included in the current budget.
CONCLUSION
On April 9, 2003, the Commission approved the Ordinance on first reading and set a
second reading, public hearing for April 30, 2003. The Administration recommends that
the City Commission adopt the Ordinance on second reading. By amending the Classified
Salary Ordinance for Group VI, "Other" classified employees not covered by a bargaining
unit, the City will insure that there is a classification and compensation system which is fair
and externally competitive.
