A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING
FUNDING, AND APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO
APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING
FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE
ANY AND ALL DOCUMENTS OR AGREEMENTS IN
CONNECTION WITH THE FOLLOWING GRANTS AND
AGREEMENTS: 1) SPIRIT OF BLUE FOUNDATION, FOR
EQUIPMENT VALUED AT APPROXIMATE AMOUNT OF
$50,000; 2) FLORIDA DEPARTMENT OF ENVIRONMENTAL
PROTECTION, FLORIDA RESILIENT COASTLINES PROGRAM,
IN THE APPROXIMATE AMOUNT OF $75,000; 3) FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION, LOW
SCORED SITE INITIATIVE (LSSI) FUNDING IN THE
APPROXIMATE AMOUNT OF $70,000; 4) AFTERMATH K9
GRANT, FOR FUNDING IN THE APPROXIMATE AMOUNT OF
$5,000; AND, 5) RENEWAL OF THE CHILDREN'S TRUST,
PLACE-BASED COUNTYWIDE COMMUNITY PARTNERSHIPS
GRANT, IN THE APPROXIMATE AMOUNT OF $400,000.
WHEREAS, the City Administration requests approval to submit an application to
the Spirit of Blue Foundation, for equipment valued at approximately $50,000, the
details of which are as follows:
• The Spirit of Blue Foundation's primary initiative is to fund safety grants to be
awarded to law enforcement agencies, in an effort to protect their members.
• The Spirit of Blue Foundation purchases and provides critical safety equipment to
its grantees. Instead of providing cash, the Foundation will coordinate with the
manufacturer, distributor or provider of the goods or services being awarded, to
donate the products or services to the receiving agency.
• Through this grant, the City Administration is requesting night goggles for use
during K9 unit operations, valued at approximately $50,000.
• If awarded, the Spirit of Blue Foundation will purchase the equipment and
provide it directly to the Miami Beach Police Department without transfer of funds
to the City.
• Matching funds are not required for this grant.
• This project supports the key intended outcome to enhance public safety and
emergency preparedness; and

WHEREAS, the City Administration requests approval to submit a grant
application to the Florida Department of Environmental Protection, Florida Resilient
Coastlines Program, in the approximate amount of $75,000, for the Miami Beach
Historic District Resiliency and Adaptation Guidelines project, the details of which are as
follows:
• The Florida Department of Environmental Protection (DEP) is committed to
providing resources to prepare Florida's coastal communities and habitats for the
effects of climate change, especially rising sea levels.
• Through the Florida Resilient Coastlines Program, DEP continues to help ensure
collaboration among Florida's coastal communities and continues to offer
technical assistance and funding to coastal communities dealing with
increasingly complex flooding, erosion, and habitat shifts.
• The vision of the Florida Resilient Coastlines Program (FRCP) is that Florida's
coastal communities are resilient and prepared for the effects of rising sea levels,
including coastal flooding, erosion, and ecosystem changes.
• The City of Miami Beach is vulnerable to the impacts of sea level rise, coastal
flooding, erosion and ecosystem changes.
• The City's iconic art deco buildings are representative of nationally and locally
designated historic districts and are a major draw for international tourism.
• Historic properties are at greater risk to sea level rise damage than buildings
constructed more recently under stricter building codes. To protect our
invaluable historic buildings and create innovative solutions, the City has
proposed a process that will produce specific resilience guidelines that are
tailored to each property type.
• The guidelines will present multiple options for each specific type of construction
within the district, providing property owners with step-by-step actions and
resilience adaptation choices.
• The Administration has already completed Phase I of this project, which involved
collecting information specific to each property within the study area, including
ground floor elevation, site elevation, foundation type, foundation quality, and
construction type.
• This grant will request funding for Phase II of the project, in the approximate
amount of $75,000 for public outreach, data analysis, research of best practices,
current conditions, existing and promising solutions, and defining the resilience
approach.
• This Phase will result in the production of a report and formal analysis which will
be made publicly available on the City's website and in print.

• The project will enhance the City's resilience by increasing public knowledge
about sea level rise, and by contributing to the production of actionable
recommendations that the public will use to proactively improve the resilience of
their properties.
• Matching funds are not required for this grant.
• This project supports the key intended outcome to ensure reliable stormwater
management and resiliency against flooding by implementing select short and
long-term solutions including addressing sea-level rise; and
WHEREAS, the City Administration requests approval to submit a grant
application to Florida Department of Environmental Protection (DEP), for funding in the
approximate amount of $70,000 for the Low Scored Site Initiative (LSSI) Program, the
details of which are as follows:
• The Department of Environmental Protection (DEP) is authorized, pursuant to
Section 376.3071(12)(b), Florida Statute, to provide funding for the Low- Scored
Site Initiative (LSSI) Program.
• Under the LSSI Initiate, the DEP provides up to $35,000 for assessment activities
and up to $35,000 for limited remediation, if warranted.
• The program provides funding to locate contamination, determine contamination
levels, and, when necessary, remove and remediate contamination.
• Deductibles and co-pay requirements are waived if the $70,000 budget brings
the site to an LSSI 'No Further Action' status.
• The LSSI initiative was designed for low scored sites, where no assessment or
remediation activities have occurred for a long amount of time.
• The DEP has notified the City that it is eligible for state funding assistance under
the LSSI program for Miami Beach Golf Course, located at 2301 Alton Road.
• The City, through the Environmental and Sustainability Department, intends to
participate in this program, in the approximate amount of $70,000, for the Miami
Beach Golf Course site.
• This program does not require matching funds.
• The project supports the key intended outcome to maximize the Miami Beach
brand as a world class destination; and

WHEREAS, the City Administration requests approval to submit an application to
the Aftermath K9 grant, for funding in the approximate amount of $5,000 for the City's
K9 Program, the details of which are as follows:
• The Aftermath K9 Grant was founded to showcase, support and reward the
unique contributions made by law enforcement and their K9 units across the
country.
• The K9 Grant raises safety awareness and community kinship throughout the
neighborhoods that our law enforcement serves.
• Funds can be used to further establish K9 units or to create brand new ones.
• Communities nationwide will determine the top award recipient through popular
vote.
• Funding in amounts ranging from $500 to $5,000 will be awarded.
• Matching funds are not required for this program.
• This project supports the key intended outcome to enhance public safety and
emergency preparedness; and
WHEREAS, the City Administration requests approval to submit an application to
The Children's Trust, for the Place-Based Countywide Community Partnerships Grant,
in the approximate amount of$400,000, the details of which are as follows:
• The Children's Trust Place-Based Countywide Community Partnerships grant
provides funding to address targeted geographic areas and to reach at-risk
populations in Miami-Dade County.
• The program's purpose is to provide comprehensive and accessible family
supports within the community to address family and youth challenges.
• The City was awarded an initial planning grant for its Miami Beach Service
Partnership/Success University program in 2007 and has been operating the
program successfully since then.
• The program is a service collaborative that integrates a variety of community
agencies and resources to provide Miami Beach youth at risk for truancy and
other behaviors with personal and academic supports.
• Youth and their families are provided holistic, comprehensive services to ensure
family stability and youth success.
• This year, the City plans to maintain the quality of care to its participants and will
serve 126 families.

• Subcontracts will be awarded to Miami Beach Service Partnership member
agencies via weighted scores that evaluate contract performance and efficacy in
the previous program year.
• In-kind match valued at $100,000 is required for this grant, and the City will
provide in-kind support via staff time and special events.
• This project supports the key intended outcome to achieve education (K- 12)
excellence.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements, retroactively approve and authorize) the City Manager, or his designee, to
apply for and accept funding (including matching funds and any related City expenses),
and to execute any and all documents or agreements in connection with the following
grants and agreements: 1) Spirit of Blue Foundation, for equipment valued at
approximate amount of $50,000; 2) Florida Department of Environmental Protection,
Florida Resilient Coastlines Program, in the approximate amount of $75,000; 3) Florida
Department of Environmental Protection, Low Scored Site Initiative (LSSI) funding in the
approximate amount of $70,000; 4) Aftermath K9 Grant, for funding in the approximate
amount of $5,000; and, 5) renewal of The Children's Trust, Place-Based Countywide
Community Partnerships Grant, in the approximate amount/ of $400,000.

ANALYSIS
1. Approval to submit a grant application to the Spirit of Blue Foundation for eauioment valued at

CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding, and approving and authorizing the City
Manager or his designee to apply for and accept funding and equipment, and to execute any and all
documents or agreements in connection with the aforementioned grants and agreements.
