A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE FINANCE AND CITYWIDE PROJECTS
COMMITTEE AT ITS JULY 27, 2018 MEETING AND DIRECTING THE
CITY MANAGER TO SOLICIT INTEREST FROM POTENTIAL
PROGRAMMING AGENCIES FOR THE ACTIVATION AND
PROGRAMMING PLAN FOR RUE VENDOME, NORMANDY ISLE, AND
NORTH BEACH AND TO PROVIDE ASSOCIATED BUDGET
PROJECTIONS.
WHEREAS, during the June 29, 2018 Finance and Citywide Projects Committee
("FCWPC") meeting, City staff gave a presentation on a key component of the North Beach
Master Plan ("Master Plan") to transform the Normandy Isles fountain area into a vibrant,
pedestrian-oriented commercial district; and
WHEREAS, the Master Plan states that the fountain area needs to transition from its
current automobile-centric layout to better accommodate pedestrian activity and connectivity
around the corridor and highlights transforming Rue Vendome into a pedestrian street to create
a larger plaza connecting to the Normandy Fountain. After closing of the street, staff together
with Street Plans Collaborative created an art deco sunburst mural and worked with
Greenspace Management to block the side of the street with planters and hung bistro lights; and
WHEREAS, during the July 25, 2018 City Commission meeting, City staff presented a
suggested planned programming for Rue Vendome, which the City Commission referred to the
FCWPC for review; and
WHEREAS, the planned programming included exploring yoga, meditation, partnering
with Miami-Dade Public Library (MDPL), Zumba, and frozen ice cream and suggested activating
daily and weekly programs in the short-term to increase visibility of the local businesses in
Normandy Isle and to create a place for North Beach residents to gather and engage. In
addition, a pop-up park was created with flexible seating, swings, umbrellas, life size games and
signage welcoming the community to relax, sit, and play in the plaza throughout the week; and
WHEREAS, during the July 27, 2018 FCWPC meeting, City staff was directed to solicit
proposals from 2-3 creative placemaking companies to engage the plaza further and leverage
the local businesses with new and dynamic programming (e.g., open-mic night, concerts and/or
performances, Taste of North Beach, etc.) for Rue Vendome and other potential North Beach
communities; and
WHEREAS, FCWPC recommends that short-term activations may better help inform
staff, the Commission, and the community as to interest in long-term and short-term potential
purposes of neighborhood public spaces; and
WHEREAS, the FCWPC recommended that staff return to FCWPC with proposals, a
presentation, and associated budgets for consideration and feedback from the residences and
business community in October with a 60-90 day activation plan; and
WHEREAS, FCWPC also recommended that staff research where a community shading
program could be activated, and to provide sample budgets for such projects.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects
Committee at its July 27, 2018 meeting and direct the City Manager to solicit interest from
programming agencies for activation and programming planning for Rue Vendome, Normandy
Isle, and North Beach and to provide associated budget projections.

MEETING TO SOLICIT A PROGRAMMING AGENCY FOR THE ACTIVATION AND
PROGRAMMING PLAN FOR RUE VENDOME, NORMANDY ISLE AND NORTH
BEACH AND TO PROVIDE ASSOCIATED BUDGET PROJECTIONS.
RECOMMENDATION
The Administration recommends accepting the recommendation.
ANALYSIS
This item has been heard at the June 29, 2018 Finance and Citywide Projects Committee ("FCPC')
meeting; at the July 25, 2018 City Commission meeting; and at the July 27, 2018 FCPC meeting.
June 29 FCPC Direction
During the June 29, 2018 FCPC meeting, staff presented on a key component of the North Beach
Master Plan to transform the Normandy Isles fountain area into a vibrant, pedestrian-oriented
connmercial district. The master plan states that the fountain area needed to transition from its current
automobile-centric layout to better accommodate pedestrian activity and connectivity around the
corridor.
Within this recommendation, the master plan highlighted transforming Rue Vendome into a pedestrian
street to create a larger plaza connecting to the Normandy Fountain. The Commission approved this
recommendation and moved to close this street and remove the on-street parking.
Staff permanently closed off Rue Vendome on Friday, March 31, 2018. Staff further contracted with
the urban design firm, Street Plans, to create an art deco sunburst mural on the Rue Vendome.
Additionally, Staff worked with Greenspace Management to block the sides of the street with planters
and hung bistro lights about the plaza to increase visibility and activity. This activation was completed
on April 7, 2018.
New Rue Vendome Easy Permit
Since this closure, many of the surrounding businesses and restaurants have expressed interest in
programming the space. Further, staff has been given repeated direction at the Committee and
Commission level (as below)to actively pursue programming on the street.
In order to address this need and to provide further opportunities for community activation, staff has

created a special Rue Vendome permit which allows for recurring uses of the space over an annual
basis at a minimal cost and with no associated deposit. The permit is active and can be accessed
online. Staff will review applications based on availability, and work with local producers to ensure
compliance with this new permit type.
Summer Activity Schedule:
On July 25, 2018, staff presented to the City Commission a suggested plan for the programming plan
for Rue Vendome, and the Commission referred the item to FCPC for further review. The plan
included:

The short-term activation plan for Rue Vendome allows for weekly and daily programming in the
plaza. The goal of the programming is to increase visibility of the local businesses in Normandy Isle
and to create a place for North Beach residents to gather and engage with one another, supporting
the idea of placemaking in this corridor.
Pop-up Park
In addition, in early July staff created a Pop-Up Park on Rue Vendome that has encouraged
neighbors to relax, sit and play in the plaza throughout the week. The Pop-up Park includes flexible
seating, swings and umbrellas, life size gaming and signage welcoming the community to use the
Pop-up Park as a gathering space.
The City will continue to host the First Friday music events, which brings live entertainment to the
plaza for the community at no cost. This space will also continue to function as the Farmers Market
on Saturdays.
July 27 FCPC Direction
During the July 27, 2018 FCPC meeting, staff was asked to solicit proposals from 2-3 creative
placemaking companies to engage the plaza and leverage the local businesses. FCPC specifically
requested that the selected company suggest new and dynastic programming (e.g. open-rric night,
concerts or performances, Taste of North Beach, etc.) and that the City start with Rue Vendome and
then consider expanding the program to other North Beach communities.
FCPC wants these short-term activations to help better inform staff, Commission, and the community,
as to long-term and short-term potential purposes of neighborhood public spaces.
FCPC requested that staff return to FCPC with proposals, presentations, and associated budgets for
consideration, plus feedback from the resident and business communities in October with a 60-90
day activation plan.
In addition, FCPC requested, as part of the plan, the City research where community shading
programs (e.g. Coral Gables Umbrella project) could be activated and provide sample budgets for
such projects.
Staff has reached out to various programming entities will be presenting the results at the September

CONCLUSION
Staff will present proposals from several programming agencies at the September 14, 2018 meeting
of the Finance and Citywide Projects Committee.
