A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AMENDMENT NO. 1 TO THE PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY OF MIAMI BEACH, FLORIDA AND COASTAL
SYSTEMS INTERNATIONAL, INC., FOR ARCHITECTURAL AND ENGINEERING
SERVICES AT MAURICE GIBB MEMORIAL PARK, FOR ADDITIONAL
PROFESSIONAL SERVICES ASSOCIATED WITH ADDITIONAL SCOPE FOR THE
PROJECT, INCLUDING SOIL REMEDIATION, A LIVING SHORELINE WITH AN
OVERLOOK, SHADE STRUCTURES, SEAWALL IMPROVEMENTS, RESILIENCY
INITIATIVES, AND A UNIQUE, ARTISTIC DESIGNED PLAYGROUND, FOR A NOT-
TO-EXCEED AMOUNT OF $256,388; TO BE FUNDED WITH PREVIOUSLY
APPROPRIATED FUNDS.
WHEREAS, on August 18, 2017, a Professional Services Agreement was executed with
Coastal Systems International, Inc. (Coastal), pursuant to the Request for Qualifications (RFQ)
No. 2016-138-KB for Architectural and Engineering Design Services, for the renovation of the
park, in the amount on $318,000; and
WHEREAS, the Consultant developed several master plan options, as well as proposed
playground themes and future amenities for the park; and
WHEREAS, several community meetings have been held and presentations made to the
Finance and Citywide Projects Committees (FCWPC) and City Commission to facilitate the
development of this project; and
WHEREAS, the final scope of work, resulting from the community meetings will require
additional design and engineering services for inclusion of a living shoreline with an overlook,
shade structures, and the repair and/or replacement of the existing seawall; and
WHEREAS, Amendment No. 1 to the professional services consultant's agreement,
includes coordination of the findings of the soil remediation report into the renovation of the park,
including oversight during the construction phase; inclusion of a living shoreline with an overlook;
shade structures; repair and/or replacement of the existing seawall; resiliency initiatives, such as
solar powered lighting, onsite water retention and low voltage LED lighting; and coordination with
the playground design team for the inclusion of the unique, artistic designed playground; and
WHEREAS, Coastal Systems International has submitted a negotiated not to exceed
proposal in the amount of$256,388; and
WHEREAS, the negotiated proposal submitted by the Consultant was reviewed and
analyzed by City staff and was found to be fair and reasonable; and
WHEREAS, this Amendment No. 1, in the amount of$256,388, will revise the total
contract amount to a not to exceed total amount of$574,388.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby approve and authorize the Mayor and City Clerk to execute Amendment No. 1 to the
Professional Services Agreement between the City of Miami Beach, Florida and Coastal Systems
International, Inc., for architectural and engineering services at Maurice Gibb Memorial Park, for
additional professional services associated with additional scope for the Project, including soil
remediation, a living shoreline with an overlook, shade structures, seawall improvements,
resiliency initiatives, and a unique, artistic designed playground; for a not-to-exceed amount of
$256,388; to be funded with previously appropriated funds.

RECOMMENDATION
The Administration recommends the City Commission approve this resolution.
ANALYSIS
On October 19, 2012, Petroleum contamination was identified during excavation work in the
southeast corner of Maurice Gibb Park. As a result, Miami Dade County required the City to fully
delineate the soil and groundwater contamination on the park property, and to remediate areas with
elevated contaminant levels.
A renovation of the park is necessary since the soil remediation is required over most of the surface
of the park. The renovation would include the replacement of the playground equipment, new plant
material, earthwork, new irrigation, new signage and new park furnishings. The new master plan will
locate the park elements listed above, and depict potential new uses that will increase recreational
activities, while addressing the environmental condition.
On August 18, 2017, a Professional Services Agreement was executed with Coastal Systems
International, Inc. (Coastal), pursuant to the Request for Qualifications (RFQ) No. 2016-138-KB for
Architectural and Engineering Design Services, for the renovation of the park, in the amount on
$318,000.
On February 17, 2018, an item to discuss the scope of work was presented and the Finance and
Citywide Projects Committees(FCWPC) made the following recommendations:
1. Architect shall provide different alternatives for a master plan for the park, to include one option

that does not require future funding from the 2018 General Obligation Bond.
2. Start the soil remediation process once a master plan is approved.
3. Use the currently available project funding of$3.2 million to start working on the project.
4. Work with the community to gain feedback on the mooring facilities, marine/fire patrol building,
parking lot and playground.
5. Return to the FCWPC after meeting with the community and getting more details on the master
plan.
On May 31, 2018, the Office of Capital Improvements Projects (CIP), held a public meeting with
residents from communities adjacent to the park (Sunset Harbor, Sunset Islands, Lower North Bay
Road, Belle Isle and West Avenue) to obtain their feedback. Two master plan options, three
proposed themes for the playground design and possible future amenities were presented.
Several subsequent meetings have been held with the community, and presentations made to the
FCWPC and City Commission to facilitate the development of the project. Input was solicited to
finalize the scope of the project and the amenities that would be included. The resultant additional
design scope of work includes a living shoreline with an overlook, shade structures, the repair and/or
replacement of the existing seawall, and a unique, artistic designed playground.
Amendment No. 1 to the professional services consultant's agreement, includes coordination of the
findings of the soil remediation report into the renovation of the park, including oversight during the
construction phase; inclusion of a living shoreline with an overlook; shade structures; repair and/or
replacement of the existing seawall; resiliency initiatives, such as solar powered lighting, onsite water
retention and low voltage LED lighting; coordination with the playground design team for the inclusion
of the unique, artistic designed playground. Coastal Systems International has submitted a
negotiated not to exceed proposal in the amount of$256,388.
City staff has reviewed the proposal and find that the fees are fair and reasonable.
This Amendment No.1 will revise the total contract amount to$574,388.
The funding for implementation of the unique artistic designed playground, resiliency initiatives, the
seawall alteration, and the living shoreline with an overlook have been included as part of the
Maurice Gibb Memorial Park request in the proposed 2018 General Obligation Bond referendum.
CONCLUSION
The Administration recommends the City Commission approve this resolution.
