TO THE PROFESSIONAL ARCHITECTURAL
AND
ENGINEERING (NE) SERVICES AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH, FLORIDA
AND
COASTAL SYSTEMS INTERNATIONAL, INC.
DATED AUGUST 18, 2017
FOR THE PROVISION OF ADDITIONAL PROFESSIONAL ARCHITECTURAL AND
ENGINEERING SERVICES FOR THE MAURICE GIBB MEMORIAL PARK PROJECT
IN THE AMOUNT OF $256,388.
THS Amendment No. 1 to the Agreement is made and entered this/0 day of
L it , 2018, by and between the CITY OF MIAMI BEACH, a municipal corporation
existing under the laws of the State of Florida (the "City"), having its principal offices at
1700 Convention Center Drive, Miami Beach, Florida 33139, and COASTAL SYSTEMS
INTERNATIONAL INC., a Florida Corporation having its principal office at 464 South Dixie
Highway, Coral Gables, Florida 33146 (the "Consultant").
RECITALS
WHEREAS, on August 18, 2017, a Professional Services Agreement was executed with
Coastal Systems International, Inc. (Coastal), pursuant to the Request for Qualifications (RFQ)
No. 2016-138-KB for Architectural and Engineering Design Services, for the renovation of the
park, in the amount on $318,000; and
WHEREAS, the Consultant developed several master plan options, as well as proposed
playground themes and future amenities for the park; and
WHEREAS, several community meetings have been held and presentations made to the
Finance and Citywide Projects Committees (FCWPC) and City Commission to facilitate the
development of this Project; and
WHEREAS, the final scope of work, resulting from the community meetings will require
additional design and engineering services for inclusion of a living shoreline with an overlook,
shade structures, and the repair and/or replacement of the existing seawall; and
WHEREAS, Amendment No. 1 to the professional services consultant's agreement,
includes coordination of the findings of the soil remediation report into the renovation of the park,
including oversight during the construction phase; inclusion of a living shoreline with an overlook;
shade structures; repair and/or replacement of the existing seawall; resiliency initiatives, such
as solar powered lighting, onsite water retention and low voltage LED lighting; coordination with
the playground design team for the inclusion of the unique, artistic designed playground; and
WHEREAS, Coastal Systems International has submitted a negotiated not to exceed
proposal in the amount of$256,388; and
WHEREAS, the negotiated proposal submitted by the Consultant was reviewed and
analyzed by City staff and was found to be fair and reasonable; and
WHEREAS, this Amendment No. 1, in the amount of$256,388 will revise the total
contract to a not to exceed total of$574,388.
NOW, THEREFORE, the parties hereto, and in consideration of the mutual promises,
covenants, agreements, terms, and conditions herein contained, and other good and valuable
consideration, the respect and adequacy are hereby acknowledged, do agree as follows:
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this
Amendment No. 1.
2. MODIFICATIONS
(a) The Agreement is amended, as provided herein and in Schedule
"A"attached hereto.
(b) In consideration for the services to be performed under this Amendment
No. 1, City shall pay Consultant the not-to-exceed amount of$258,388, as provided in
schedule '13", attached hereto.
3. OTHER PROVISIONS.
All other provisions of the Agreement, as amended, are unchanged and shall remain in
full force and effect.
4. RATIFICATION.
The City and Consultant ratify the terms of the Agreement, as amended by this
Amendment No. 1.

SCHEDULE "A" - SCOPE OF SERVICES

Amendment#A-1 — October 5, 2018
The following is an addendum to the original Scope of Work to be provided by the Coastal Systems
International,Inc.(Coastal Systems)team for the City of Miami Beach(City)relative to the proposed
Maurice Gibb Memorial Park Project (Project). The task numbers are sequential to the original
contract.
CONSULTING SERVICES
PART 1 -MASTER PLAN PHASE:
Part 1(c)-Revised Master Plan with Cost Estimate
The Coastal Systems team will provide a revised conceptual design site plan and
rendering based on the feedback from community members provided at the Public
Meeting on May 31, 2018, October 2, 2018, and from a Memorandum dated June 18,
2018,from the City of Miami Beach.This task will incorporate additional design elements
that were not previously part of this scope,such as the construction of restrooms for the
playground,a new seawall for the park, a living shoreline,overlook structure and shade
structures.
Part 1(d)—Additional Master Plan Design Coordination with City Staff:
The Coastal Systems team shall participate in up to two(2)teleconference calls with City
staff to review the revised masterplan to ensure that any additional comments were
addressed prior to the Second Community Meeting.
PART 2-SCHEMATIC DESIGN SERVICES:
Part 2(e)-Added Scope Schematic Design
The Coastal Systems team will provide additional engineering and architectural services
to include the items listed below into the Schematic Design Plans. These items are
being included as a result of the master plan phase. The level of Schematic Design
Plans is outlined in task 2.3

*Additional Items to the Overall Park Program:
• Two (2) Shade Structures
• Seawall Replacement, including raising the seawall to meet the City of Miami
Beach's new seawall elevation.
• Proposed Overlook Structure.
• Restroom Facility
• 3-D Rendering of park,to include selected playground equipment(2 views minimum
or a video representation).
• Incorporate Monstrum playground equipment into park design to ensure that all age
groups are represented.
PART 3-DESIGN DEVELOPMENT SERVICES:
Part 3(d)—Second Community Meeting
Coastal Systems shall attend,a second community meeting to present an updated site
plan and rendering.
Part 3(e)—Third Community Meeting
Coastal Systems shall attend a third Community Meeting with the residents and
stakeholders of the Project. During this meeting, the participants will have another
opportunity to review the master plan and voice their concerns.
Part 3(f)— Playground Workshop(if required)
As requested by City staff, an additional workshop will take place upon approval of this
amendment. This workshop will concentrate mainly on the playground equipment and
provide the residents and end users an opportunity to provide more detailed input. The
Coastal Systems Team will provide pictures, renderings and sketches of a maximum of
two(2)themes for Monstrum,or Monstrum-style, playground equipment for discussion
purposes. The presentation shall include playground options for age groups 2-5 and 5-
12. Coastal Systems shall update drawings to reflect feedback received.
Part 3(g)—Added Scope-Design Development
The Coastal Systems team will provide additional engineering and architectural services
to include the items listed above into the Design Development Plans. The level of the
Design Development Plans is outlined in Part 3.

PART 4-CONSTRUCTION DOCUMENTS:
Part 4(m)—Added Scope-Construction Documents
The Coastal Systems team will provide additional engineering and architectural services
to include the items listed above in Part 2(e),into the Construction Documents.The level
of the Construction Documents is outlined in Part 4.
PART 7 -CONSTRUCTION ADMINISTRATION:
Part 7(j) - Monstrum Shop Drawing Review
The Coastal Systems team will review the Monstrum Playground shop drawings(plans,
details and calculations)that will be provided and submitted by the Contractor prior to
installation of the playground in collaboration with the Monstrum Representative. This
review is supplemental to the City of Miami Beach Building Department review process.
PART 12- MONSTRUM PLAYGROUND COORDINATION
The Coastal Systems Team will coordinate with Monstrum to develop a schematic plan with
illustrations for the playground equipment. The package will include schematic plans,
renderings,cost and specifications to be included as part of the Construction Documents.The
selected Contractor will be required to coordinate directly with Monstrum and provide shop
drawings for City of Miami Beach Building Department Approval as a specialty item. The
playground coordination will include up to 5 meetings with City officials and staff, which will
consist of telephone/Go-To meetings.
PART 13 - SOIL MANAGEMENT& ENGINEERING CONTROL PLANS
Part 13(a)— Peer Review, Meetings & Consultation
EE&G's Professional Geologist and Project Professional will review records obtained from
Miami-Dade County DERM and provided by Client to develop a background of the site and
understanding of the team's redevelopment objectives. EE&G's Professional Geologist and
Project Professional will be available to participate in meetings, provide consultation, and
prepare summaries/memos/reports on an as-needed basis.

EE&G's Professional Geologist will meet with DERM to discuss the redevelopment plan and
potential resiliency measures. EE&G's Professional Geologist will prepare a budget for
remediation, monitoring, and ongoing Engineering Control Maintenance inspections.
Part 13(b)—Preparation of Soil Management Plan & Engineering Control Plan
EE&G Environmental Services, LLC (EE&G) will prepare the following technical documents
that will be required by Miami-Dade County DERM prior to approval and implementation of the
redevelopment plans:
a. Engineering Control Plan (ECP) — Technical document prepared by EE&G's
Professional Geologist(P.G.)and Professional Engineer(RE.)explaining how the
capping plan will be implemented.
b. Engineering Control Maintenance Plan(ECMP)—Technical document prepared by
EE&G's P.E. providing guidelines and a checklist for conducting inspections and
annual reporting.
c. Soil Management Plan(SMP)—Technical document prepared by EE&G's P.G.and
Certified Industrial Hygienist (C.I.H.) providing the requirements for handling
contaminated soils during site preparation and construction activities, including
during excavation work.
d. Dust Control Plan(DCP)—Technical document prepared by EE&G's P.G.and C.I.H.
providing requirements for minimizing the generation of fugitive dust during site
preparation and early stages of construction.
e. Air Monitoring Plan (AMP) — Technical document prepared by EE&G's C.I.H.
providing rationale and a recommended methodology for collecting and analyzing air
samples during site preparation and early stages of construction.
f. Health and Safety Plan (HASP)—Technical document prepared by EE&G's C.I.H.
that provides requirements of the site contractors when working in the contaminated
environment.
Part 13(c)—Environmental Testing (As Required)
EE&G will provide a Field Geologist for one week to document soil excavation activities, and
collect post-removal soil samples. Soil samples will be collected from the excavation areas and
analyzed in the field using an organic vapor analyzer(OVA)to screen for petroleum-affected
soils. OVA results generated from field-testing of soils will be compared with the action level
established in the Florida Department of Environmental Protection (FDEP) "Guidelines for

Assessment and Source Removal of Petroleum Contaminated Soils", dated May 1998. The
action level defined by these guidelines was 10 parts per million (ppm)of organic vapors for
soils above the water table. Excavation of soils(based on OVA/FID readings)will be set aside
and temporarily placed atop of visqueen.
EE&G will collect up to eight confirmation soil samples from the excavation walls,which will be
analyzed for the following parameters:
• Volatile Organic Compounds (VOCs) by EPA Method 8260
• Polynuclear Aromatic Hydrocarbons (PAHs) by EPA Method 8270
• Total petroleum hydrocarbons(TPHs) by Method FL-PRO
EE&G will install up to eight shallow monitoring wells in and around the excavation areas, and
collect groundwater samples,which will be analyzed for the following parameters:
• VOCs by EPA Method 8260
• PAHs by EPA Method 8270
• TPI-Is by Method FL-PRO
EE&G will prepare a post-excavation Site Assessment Report,which will be signed/sealed by a
Florida-licensed Professional Geologist.
PART 14- RESILIENCY AND SUSTAINABILITY INITIATIVES
As part of the City's resiliency and sustainability initiatives, Coastal Systems will consider and
provide the following alternatives to incorporate into the park's design:
• Study and model the capacity of the Park to store/slow/treat/re-use site and neighborhood
stormwater via gravity flow and/or piping into the Park.
• Study alternatives for onsite water storage and re-use for irrigation.
• Conversion to solar power, recycled/renewable materials, additional permeable paving,
energy and water efficient bathroom fixtures, electric vehicle charging stations and other
sustainable elements as possible.
REIMBURSABLE EXPENSES:
Reproduction, transmissions, photocopies, telephone calls, airfare, and other direct expenses
related to the performance of this contract will be invoiced pursuant to the attached Schedule"C".
GENERAL CONDITIONS/ASSUMPTIONS:

a. Design drawings created in AutoCAD will be provided to the City in electronic format.
b. Coastal Systems is not responsible for any change in the scope of services that may be
incurred due to circumstances beyond our control, including, but not limited to, changes in
regulations and other legal actions.
c. The following items are not included in the scope of services presented herein:
> Transportation planning
> Aerial Photography or Planimetric Mapping
> Public hearings, meetings, or workshops(beyond the scope specifically noted above)
> Environmental testing or engineering (beyond the scope specifically noted above)
> Model building
