RESOLUTION NO. 10973
A RESOLUTION CALLING AND PROVIDING FOR THE GENERAL
ELECTION TO BE HELD ON THE 4TH DAY OF JUNE, 1963
FOR THE PURPOSE OF ELECTING FOUR COUNCILMEN AND FOR
THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS
OF THE CITY OF MIAMI BEACH, FLORIDA, FOR THEIR
APPROVAL OR DISAPPROVAL, ORDINANCE NO. 1486
PASSED AND ADOPTED ON THE 17TH DAY OF APRIL, 1963
AND FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
VOTERS OF THE CITY OF MIAMI BEACH, FLORIDA, FOR
THEIR APPROVAL OR DISAPPROVAL, A PROPOSED ORDINANCE
TO AMEND ORDINANCE NO. 789 PROVIDING FOR THE COM-
PENSATION OF POSITIONS IN THE CLASSIFIED SERVICE
OF THE CITY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH,
FLORIDA:
SECTION 1. That for the purpose of holding and conducting the
General Election to be held on June 4th, 1963, the
City of Miami Beach has been divided into voting precincts and
election districts with Polling Places therein as follows:
PRECINCT NO. 58: Beginning at the intersection of the west boundary
line of the City of Miami Beach with the easterly
extension of the south line of Section 5-53-42 (center line of N.E.
87th Street, Miami) , run southeasterly to a point on the center line
of Normandy Waterway where said center line intersects the west shore
line of Normandy Isle, thence run easterly along the center line of
Normandy Waterway to its intersection with the center line of Indian
Creek; thence run northwesterly along the center line of Indian Creek
to its intersection with the center line of Tatum Waterway; thence
run northeasterly and northerly along the center line of Tatum
Waterway and its extension northerly to its intersection with the
north boundary of the City of Miami Beach (87th Terrace) ; thence run
West along the North boundary of the City of Miami Beach to its
intersection with the West boundary of the City of Miami Beach;
thence run southwesterly along the west boundary of the City of Miami
Beach to the point of beginning; the Polling Place of which shall be
at the Biscayne Elementary School, situated at 800 - 77th Street.
PRECINCT NO. 59 : Beginning at the intersection of the center line
of 71st Street (City of Miami Beach) and the center
line of Indian Creek, run northwesterly along the center line of
Indian Creek to its intersection with the center line of Tatum
Waterway; thence run northeasterly and northerly along the center
line of Tatum Waterway and its extension northerly to its inter-
section with the north boundary line of the City of Miami Beach;
thence run east along the north boundary line of the City of Miami
Beach to its intersection with the East boundary of the State of
Florida; thence run south along the east boundary of the State of
Florida to its intersection with the easterly extension of the center
line of 71st Street; thence run west along the center line of 71st
Street and its easterly extension to the point of beginning, the
Polling Place of which shall be at the Temple Ner Tamid, situated at
7902 Carlyle Avenue.
PRECINCT NO. 60: Beginning at a point which is the intersection of
the easterly extension of the center line of
N.E. 87th Street (Miami) and the west boundary line of the City of
Miami Beach, thence run southeasterly to a point of intersection
with the center line of Normandy Waterway, where said center line

intersects the westerly shore line of Normandy Isle; thence run
easterly along the center line of Normandy Waterway to its inter-
section with the center line of Indian Creek; thence run south-
easterly along the center line of Indian Creek to its intersection
with the center line of 71st Street; thence run east along the center
line of 71st Street to its intersection with the center line of
Indian Creek Drive; thence run southeasterly and southerly along the
center line of Indian Creek Drive to its intersection with the center
line of West 63rd Street; thence run west along the center line of
West 63rd Street to its intersection with the center line of Pine
Tree Drive; thence run northwesterly along the center line of Pine
Tree Drive to its intersection with the center line of La Gorce
Canal; thence run westerly to a point of intersection with the south-
east corner of the Village of North Bay, said point also lying on the
west boundary line of the City of Miami Beach; thence run northerly
along the west boundary of the City of Miami Beach to the point of
beginning, the Polling Place of which shall be at the 69th Street
Fire Station, situated at 6860 Indian Creek Drive.
PRECINCT NO. 80: Bounded on the south by the center line of 51st
Street and its easterly and westerly extensions;
bounded on the east by the east boundary of the State of Florida;
bounded on the west by the westerly limits of the City of Miami Beach
bounded on the north by the following described line: Beginning at a
point which is the southeast corner of North Bay Village as it inter-
sects the said westerly limits of the City of Miami Beach, thence run
easterly to a point which is the intersection of the center lines of
the La Gorce Canal and Pine Tree Drive; thence run southerly along
the center line of said Pine Tree Drive to its intersection with the
center line of West 63rd Street; thence run easterly along the
center line of West 63rd Street to its intersection with the center
line of Indian Creek Drive; thence run northwesterly along the
center line of Indian Creek Drive to its intersection with the center
line of 71st Street; thence run easterly along the center line of
71st Street and its easterly extension to the east boundary of the
State of Florida, the Polling Place of which shall be at the Archway
Ocean Villas Garage (rear) , situated at 6807 Harding Avenue.
PRECINCT NO. 81 : Bounded on the North by the center line of West
51st Street and its easterly extension (City of
Miami Beach) ; bounded on the South by the center line of 34th Street
from the Atlantic Ocean to the east shore line of Indian Creek;
thence northwesterly to a point on the west shore line of Indian
Creek at the easterly extension of the center line of West 34th
Street, thence westerly along the center line of West 34th Street
and its extension easterly and westerly to the center line of
Biscayne Waterway; bounded on the east by the eastern boundary of
the State of Florida; bounded on the west by the center line of
Biscayne Waterway, from its intersection with the center line of
West 34th Street extended west to its intersection with the south
shore line of Surprise Lake, thence run easterly and northeasterly
along the south shore line of Surprise Lake to its intersection
with the center line of Flamingo Waterway, thence run northeasterly
along the center line of Flamingo Waterway to its intersection with
the center line of Indian Creek, thence run north along the center
line of Indian Creek to its intersection with the center line of
West 51st Street extended east, the Polling Place of which shall be
at the North Beach Elementary School, situated at 711 Arthur Godfrey
Road.
PRECINCT NO. 82: Bounded on the north by the center line of West
51st Street (City of Miami Beach) and its easterly
and westerly extension along section lines; bounded on the south by
the center line of Biscayne Waterway, from its intersection with the
center line of the westerly extension of West 34th Street, westerly
to the eastern shore line of Biscayne Bay, thence due west to the
west boundary line of the City of Miami Beach; bounded on the east
by the center line of Biscayne Waterway, from its intersection with
the center line of West 34th Street extended west, to its inter-
section with the south shore line of Surprise Lake; thence run
easterly and northeasterly along the south shore line of Surprise
Lake to its intersection with the center line of Flamingo Waterway;
thence run northeasterly along the center line of Flamingo Waterway
to its intersection with the center line of Indian Creek, thence run
north along the center line of Indian Creek to its intersection
with the center line of West 51st Street extended east; bounded on
the west by the west boundary line of the City of Miami Beach, the
Polling Place of which shall be at the Nautilus Junior High School,
situated at 4301 N. Michigan Avenue.
PRECINCT NO. 108: Bounded on the north by the center line of
Biscayne Waterway and its extension due West to
the intersection with the west boundary of the City of Miami Beach;
bounded on the east by a line described as follows: Beginning at the
intersection of the center line of Alton Road with the above
mentioned center line of Biscayne Waterway, run southerly along the
center line of the said Alton Road to the center line of Dade
Boulevard; thence run southwesterly along the said center line of
Dade Boulevard to the eastern shoreline of Biscayne Bay; thence run
southerly meandering the eastern shoreline of Biscayne Bay to the
center line of 14th Street; bounded on the south by a line described
as follows: From the above point of intersection of the eastern
shoreline of Biscayne Bay and the center line of 14th Street ran
westerly along a straight line to a point on the west boundary line
of the City of Miami Beach 1500 feet southwesterly, as measured along
the western boundary line of the City of Miami Beach, from the inter-
section of the west boundary line of the City of Miami Beach and the
center line of Venetian Causeway; bounded on the westerly side by
the westerly boundary of the City of Miami Beach, the Polling Place
of which shall be at the American Legion Hall, situated at
1828 Alton Road.
PRECINCT NO. 109: Bounded on the north by the center line of 34th
Street (City of Miami Beach) from the Atlantic
Ocean to the east shoreline of Indian Creek, thence northwesterly
to a point on the west shoreline of Indian Creek at the easterly
extension of the center line of West 34th Street, thence run westerl)
along the center line of West 34th Street and its easterly and
westerly extension to the center line of Biscayne Waterway, thence
run southwesterly along the center line of Biscayne Waterway to its
intersection with the center line of Alton Road; bounded on the
south by the center line of 23rd Street and its easterly and westerly
extension to the center line of Dade Boulevard, thence southwesterly
along the center line of Dade Boulevard to the center line of Alton
Road; bounded on the east by the eastern boundary of the State of
Florida; bounded on the west by the center line of Alton Road, the
Polling Place of which shall be at the Dade Boulevard Fire Station,
situated at the northwest corner of the intersection of Dade
Boulevard and Pine Tree Drive.
PRECINCT NO. 110: Bounded on the north by the center line of 23rd
Street (City of Miami Beach) and its extension
easterly and westerly to the center line of Dade Boulevard, thence
southwesterly along the center line of Dade Boulevard to its inter-
section with the center line of Meridian Avenue; bounded on the
south by the center line of 15th Street and its eastern extension
to the eastern boundary of the State of Florida; bounded on the east
by the eastern boundary of the State of Florida, bounded on the west
by the center line of Meridian Avenue, the Polling Place of which
shall be at the 21st Street Community Center, situated at
2100 Washington Avenue.

PRECINCT NO. 111: Bounded on the north by the center line of Dade
Boulevard (City of Miami Beach) ; bounded on the
south by the center line of 14th Street from the eastern shore line
of Biscayne Bay East to the center line of Bay Road, thence north
along the center line of Bay Road to its intersection with the
center line of 15th Street, thence east along the center line of
15th Street to its intersection with the center line of Meridian
Avenue; bounded on the east by the center line of Meridian Avenue;
bounded on the west by the eastern shore line of Biscayne Bay, the
Polling Place of which shall be at the Greater Miami Jewish Community
Center, situated at 1536 Bay Road.
PRECINCT NO. 112: Bounded on the north by the center line of 14th
Street (City of Miami Beach) from the eastern
shore line of Biscayne Bay east to the center line of Bay Road,
thence north along the center line of Bay Road to the center line of
15th Street, thence east along the center line of 15th Street to the
center line of Meridian Avenue; bounded on the south by the center
line of 11th Street and its extension westerly; bounded on the east
by the center line of Meridian Avenue; bounded on the west by the
eastern shore line of Biscayne Bay, the Polling Place of which shall
be at the Activities Building situated in Flamingo Park at 12th
Street and Michigan Avenue.
PRECINCT NO. 113: Bounded on the north by the center line of 15th
Street and its extension easterly; bounded on the
south by the center line of 11th Street and its extension easterly;
bounded on the east by the eastern boundary of the State of Florida;
bounded on the west by the center line of Meridian Avenue, the
Polling Place of which shall be at the Fire Station in the City Hall
Building, situated at 12th Street and Washington Avenue.
PRECINCT NO. 114: Bounded on the north by the center line of 11th
Street and its extension easterly; bounded on the
{I south by the center line of 7th Street and its extension easterly;
bounded on the east by the eastern boundary of the State of Florida;
bounded on the west by the center line of Meridian Avenue, the
Polling Place of which shall be at the Oceanfront Auditorium,
situated at 10th Street and Ocean Drive.
PRECINCT NO. 115 : Bounded on the north by the center line of 11th
Street (City of Miami Beach) and its extension
westerly; bounded on the south by the center line of 7th Street,
from the center line of Meridian Avenue west to the center line of
Alton Road, thence south along the center line of Alton Road to the
center line of 6th Street; thence west along the center line of
6th Street and its westerly extension to the eastern shore line of
Biscayne Bay; bounded on the east by the center line of Meridian
Avenue; bounded on the west by the eastern shore line of Biscayne Bay,
the Polling Place of which shall be at the Miami Beach Employees
Benevolent Association Building, located at 920 Alton Road.
PRECINCT NO. 116: Bounded on the north by the center line of 7th
Street (City of Miami Beach) and its easterly
production, from the eastern boundary of the State of Florida
westerly to the center line of Alton Road, thence south along the
center line of Alton Road to the center line of 6th Street, thence
west along the center line of 6th Street and its westerly production
to the eastern shore line of Biscayne Bay, thence northerly
meandering the eastern shore line of Biscayne Bay to the center line
of 14th Street, thence westerly along a straight line running from
the center line of 14th Street at the eastern shore line of Biscayne
Bay to a point on the west boundary line of the City of Miami Beach
1500 feet southwesterly, as measured along the western boundary line

boundary line of the City of Miami Beach and the center line of tree
Venetian Causeway; bounded on the south by the center line of 3rd
Street (City of Miami Beach) and its easterly production, from the
eastern boundary of the State of Florida westerly to the center line
of Alton Road, thence northwesterly along the center line of Alton
Road to the intersection with the south line of Lot 32, Block 111,
Ocean Beach Addition No. 3, as recorded in Plat Book 2 at page 81
of the public records of Dade County, Florida, produced northeasterly,
thence southwesterly along the south line of said Lot 32 and its
production to the eastern shore line of Biscayne Bay, thence
northwesterly along the eastern shore line of Biscayne Bay to the
center line of MacArthur Causeway, thence westerly along the center
line of MacArthur Causeway to the western boundary line of the City
of Miami Beach; bounded on the westerly side by the western boundary
of the City of Miami Beach, the Polling Place of which shall he at
South Beach Elementary School, situated at 335 Lenox Avenue.
PRECINCT NO. 148: Bounded on the north by the center line of 3rd
Street (City of Miami Beach) and its easterly
production from the eastern boundary of the State of Florida westerly
to the center line of Alton Road, thence northwesterly along the
center line of Alton Road to the intersection with the south line of
Lot 32, Block 111, Ocean Beach Addition No. 3, as recorded in Plat
Book 2, at page 81 of the public records of Dade County, Florida,
produced northeasterly, thence southwesterly along the south line of
said Lot 32 and its production to the eastern shore line of Biscayne
Bay, thence northwesterly along the eastern shore line of Biscayne
Bay to the center line of MacArthur Causeway, thence westerly along
the center line of MacArthur Causeway to the western boundary line
of the City of Miami Beach; bounded on the south by a straight line
running southeasterly from the intersection of the center line of
South East 8th Street (City of Miami) and the western shore line of
Biscayne Bay to a point in Norris Cut halfway between the most
southerly point on Fishers Island and the most northerly point on
Virginia Key; bounded on the east by the eastern boundary line of the

the City of Miami Beach, the Polling Place of which shall be at the
South Shore Park Recreation Center Building, situated at 930 Biscayne
Street.
SECTION 2. That said General Election be held at the Polling
Places for the respective voting precincts as above
set forth and all electors shall vote at the Polling Places in
the precinct in which the Registration Books in said City show
that said electors reside.
SECTION 3. That said election is hereby called and directed
to be held in the City of Miami Beach, Florida
from 7:00 o' clock A.M. until 7:00 o' clock P.M. on June 4th,
1963 for the purpose of electing four City Councilmen who
shall hold office for terms as provided by law and for the
purpose of submitting the following questions:
1. Shall Ordinance No. 1486, passed and adopted on
its third and final reading on the 17th day of
April, 1963, which amends Ordinance No. 845 of
the City of Miami Beach, Florida, entitled: "AN
ORDINANCE PROVIDING FOR THE CREATION AND MAIN-
TENANCE OF A PENSION AND RETIREMENT SYSTEM FOR
CERTAIN EMPLOYEES OF THE CITY OF MIAMI BEACH,
FLORIDA" , so as to provide insurance in the sum
of $20,000.00 for death resulting from service
connected injuries, except where the injury is
caused by an act of war, be approved or disapproved?

2. Shall a proposed ordinance entitled: "AN ORDINANCE
OF THE CITY OF MIAMI BEACH, FLORIDA, TO AMEND
ITEMS 14 AND 15 OF SECTION 1 OF ORDINANCE #789
OF THE CITY OF MIAMI BEACH, FLORIDA, ENTITLED
"AN ORDINANCE OF THE CITY OF MIAMI BEACH, FLORIDA
ESTABLISHING OFFICIAL CLASSIFICATIONS OF POSITIONS
IN THE CLASSIFIED SERVICE OF THE CITY OF MIAMI
BEACH, FLORIDA, AND PROVIDING COMPENSATION THERE-
FOR, PURSUANT TO THE PROVISIONS OF THE CIVIL
SERVICE ACT; AND PROVIDING FOR THE ADMINISTRATION
OF THIS ORDINANCE AND REPEALING ORDINANCES IN
CONFLICT HEREWITH," AS AMENDED, BY CHANGING THE
COMPENSATION PLAN FOR CERTAIN PERSONNEL ENGAGED
IN POLICE OPERATIONS AND FIRE PREVENTION AND
FIGHTING; REPEALING ORDINANCES IN CONFLICT HERE-
WITH AND PROVIDING AN EFFECTIVE DATE" , be approved
or disapproved?
SECTION 4. That copies of Ordinance No. 1486 and of the
proposed ordinance, each in full, shall be made
available to the electors at the office of the City Clerk from
9 :00 o' clock A.M. to 5:00 o' clock P.M. each day, Sundays and
Holidays excepted, from April 18, 1963 to and including June 4th,
1963.
SECTION 5. That the City Clerk, who is also the Supervisor of
Registration, open the books of said City from 9 :00
o' clock A.M. until 5 :00 o' clock P.M. each day, Sundays and
Holidays excepted, from April 18th, 1963 to and including May 4th,
1963, for the purpose of registering electors for said election,
and that after said May 4th, 1963, no elector shall be registered
for said election.
SECTION 6. That Notice of said Election shall be given by the
City Clerk of said City by publishing the notice
hereinafter provided for, once each week for a period of five
consecutive weeks next preceding said election in the Miami
Beach Sun, a newspaper of general circulation published in the
City of Miami Beach, Florida.
SECTION 7. That Notice of such election shall be in substantially
the following form:
"NOTICE OF ELECTION
NOTICE IS HEREBY GIVEN that by resolution duly passed and
adopted by the City Council of the City of Miami Beach a
general election has been called and will be held in the
City of Miami Beach, Florida from 7:00 o' clock A.M. until
7:00 o' clock P.M. on June 4, 1963, for the purpose of
electing four City Councilmen who shall hold office for
terms as provided by law and for the purpose of submitting
the following questions:
