A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, EXPRESSING NO OBJECTION TO
THE CITY OF MIAMI'S CROSS BAY EXPRESS SERVICE, WHICH IS
BEING PROVIDED COMPLETELY BY THE CITY OF MIAMI AND AT NO
COST TO THE CITY OF MIAMI BEACH.
WHEREAS, the City of Miami has proposed a Miami Cross Bay Express transit
service connecting Bayside Marketplace and South Beach via the MacArthur
Causeway/5th Street; and
WHEREAS, Administrative staff for the City of Miami Beach met with City of Miami
Administrative staff on June 26, 2018 to discuss the City of Miami's proposed Cross Bay
Express route; and
WHEREAS, at the meeting, City of Miami staff expressed their interest in partnering
with Miami Beach for implementation and operation of the service; and
WHEREAS, based on input provided by City of Miami staff at the June 26, 2018
meeting, the proposed service was to be provided using trolley vehicles; and
WHEREAS, pursuant to more recent discussions, the City of Miami is proposing to
use branded double decker buses, similar to the ones used by hop-on/hop-off tour bus
companies, and branded coach buses; and
WHEREAS, City of Miami Beach Administrative staff met with City of Miami staff
on August 6, 2018 to further discuss the City of Miami's proposed route; and
WHEREAS, the proposed route initially included streets within the South of Fifth
neighborhood; and
WHEREAS, a result of the meeting and field inspection with Miami Beach
Transportation Department staff, the route alignment in Miami Beach was modified to
mitigate impacts on the South of Fifth neighborhood; and
WHEREAS, the City of Miami Cross Bay Express route is proposed to
operate eastbound along 5 Street to Washington Avenue, serve the existing Washington
Avenue/5 Street bus stop, travel west along 6 Street to Meridian Avenue, south along
Meridian Avenue to 5 Street where it would loop back westbound along the MacArthur
Causeway; and
WHEREAS, the City of Miami will commence the transit service on October 18,
2018, and along the above-stated route; and
WHEREAS, the service will operate as a pilot for one (1) year, operating seven (7)
days a week from 12:00 PM to Midnight at approximately 30 minute frequency of service,
and charging a fare in an amount of approximately $5.00; and
WHEREAS, the Miami Cross Bay Express service will be provided by the City of
Miami at no cost to the City of Miami Beach; and
WHEREAS, at its meeting on October 17, 2018, the Miami Beach City
Commission discussed this item and has no objection to the proposed Cross Bay service;
however, the City of Miami Beach shall not take part in any Interlocal Agreement between
the City of Miami and Miami-Dade County or provide any funding for the operation of this
service.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby express no objection to City of Miami Cross Bay Express service,
which is provided completely by the City of Miami and at no cost to the City of Miami
Beach.
