A REVISED RATE SCHEDULE FOR TOWING
AND RELATED CHARGES, TO BECOME EFFECT-

WHEREAS, the City Commission of the City of Miami Beach
has re-evaluated the present towing and related charges.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA that the foregoing revision
in rates for towing and related charges shall go into effect
October 1, 1986.
The rate schedule for towing and related charges to become effective
October 1, 1986.

POLICETOWING- P~RMIT8: REQUESTED RATE INCREASE
HISTORY:
Section 44-52 through 44-63 of the City Code of the City of Miami Beach established
by Ordinances 80-2222 and 83-2375 provide that towing service rates be reviewed
biannually by the City Manager and submitted to the City Commission for
eonsideration. Upon approval, the rates and fees become the maximum rates
allowable for all towing services performed under the permit.
The Ordinances provide for three towing permits in the City to be issued for a three
year period, each expiring in a different year. The annual Permit fee is $5,000. The
three Permittees are awarded towing orders by the City of Miami Beach Police
Department on a rotating basis. On the average, 400 towing orders are issued each
month. The towing and storage charges are subsequently paid by the owner when he
claims the vehicle.

RATE INCREASE AND COMPARISON
Beach Towing Service and Miami Beaeh Wreeker and Towing have requested a rate
increase which is detailed on the attached chart along with comparable rates and fees
in Dade and Broward Countys', and the Administrations recommended revisions.

The operators have requested the revised structure for the following reasons:
1. Significant increases in insurance rates.
2. Costs of operations and specifically storage yards are higher in the City of
Miami Beach.
3. The tow operators tow City owned vehicles at no charge whereas Dade County is
charged (at a reduced rate) for tows of County vehicles.
Miami Beach tow operators pay a permit fee each year whereas tow operators in
most other areas do not pay a permit fee.
The number of abandoned/junk vehicles is a significant share of their business.
The last rate change was as follows:
$15.00 additional charge to be permitted when dolly is used.
$5.00 additional charge to be permitted for dropping and hooking up linkage.
$10.00 additional charge to be permitted for sending out notification letters to
registered owners and lienholders.
Ail other rates remained the same.
ADMINISTRATIVE RECOMMENDATION.*
That the Commission approve the recommended revisions in Police Towing charges to
become effective October 1, 1986.
