AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO
APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING
FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE ANY
AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH
THE FOLLOWING GRANTS AND AGREEMENTS: 1) FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION, FLORIDA

WHEREAS, the City Administration requests approval to submit two (2) grant applications to
Florida Department of Environmental Protection, Florida Recreation Development Assistance
Program, in the approximate amount of$400,000, the details of which are as follows:
• The Florida Recreation Development Assistance Program (FRDAP) is a competitive
grant program that provides grants to local governmental entities for acquisition and
development of land for public outdoor recreation use or to construct recreational trails.
• The Department of Environmental Protection (DEP) evaluates each eligible application
and assigns a final score to the application, based on the scope of work of the proposed
project.
• DEP prepares and submits a Priority List to the Florida Legislature that includes all the
projects that are recommended for funding.
• Altos Del Mar Park
The City Administration has requested funding in the amount of $200,000 to construct a
playground and shade structure at Altos Del Mar Park located at 7701 Collins Avenue.
• This grant requires matching funds in the amount of $200,000. Matching funds are
available in account number 307-0820-000671-00-406-546-00-00-00-22750. This project
supports the key intended outcome to maximize the Miami Beach brand as a world-class
destination.
• Maurice Gibb Memorial Park
The City Administration has requested funding in the approximate amount of $200,000
to replace the playground and shade structure at Maurice Gibb Memorial Park. The park
is located at 1700 Purdy Avenue.
• This grant requires matching funds in the amount of $200,000. Matching funds are
available in Fund 306 Middle Beach Quality of Life, Account Number 306-0820-069357-
26-410-546-00-00-00-28850. This project supports the key intended outcome to
maximize the Miami Beach brand as a world-class destination; and.
WHEREAS, the City Administration requests approval to submit a grant application to
the U.S. Department of Agriculture Emergency Watershed Protection Program, in the
approximate amount of $165,000, for recovery efforts related to Hurricane Irma, the details of
which are as follows:
• Earlier this year, the City was awarded a grant from the U.S. Department of Agriculture
(USDA), Emergency Watershed Protection Program, in the amount of $313,087.50, for
recovery efforts related to Hurricane Irma.
• In addition to the approved scope of work for the project, the USDA has requested that
the City conduct a pre and post inspection of the project by means of Closed Circuit
Television. As such, the City has requested additional funding in the approximate
amount of$165,000 to complete this requirement.
• The additional grant allocation will require a cash match of $49,500. The additional
match in the amount of $49,500 is available in Public Works Account #427-0427-
000325-29413-517-00-00-00. This project supports the key intended outcome to
improve cleanliness and City beaches; and
WHEREAS, the City Administration requests approval to submit an Affidavit to Miami-Dade
County for funding through the Miami-Dade County, Municipal Parking Fines Reimbursement
Program, the details of which are as follows:
• Miami-Dade County's Parking Fines Reimbursement Program is based on Section
316.008, Florida Statutes, and Section 30-447 of the Code of Miami-Dade County, which
authorizes the charging of fines for misuse of specially marked parking spaces for
people with disabilities.
• Each year the City participates in the program and in 2016, the City entered into an
Interlocal Agreement with Miami-Dade County for the distribution of funds from the
Municipal Parking Fines Program.
• The 2016 Interlocal Agreement stays on file until the County modifies the terms of the
Agreement. As such, the City is only required to submit a sworn Affidavit each year
certifying that the expenditures will meet the program criteria.
• The City Administration uses Municipal Parking Fines funds in accordance with the
guidelines to improve accessibility and equal opportunity to qualified persons who have
disabilities and to conduct public awareness programs in the municipality concerning
persons who have disabilities.
• Miami-Dade County does not provide an estimate of the amount of funding that each
City will receive and the final funding amount is contingent on the number of other cities
that submit affidavits and the total amount of funds collected.
• The Administration requests approval to execute the Affidavit for Fiscal Year 2018/19
Parking Fines Funds and matching funds are not required. This project supports the key
intended outcome to maximize the Miami Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to the
U.S. Department of Homeland Security, Assistance to Firefighters Grant Program, in the
approximate amount of $525,000, for equipment for the Miami Beach Fire Department, the
details of which are as follows:
• The primary goal of the Assistance to Firefighters Grant (AFG) is to enhance the safety
of the public and firefighters with respect to fire and fire-related hazards and the program
provides direct financial assistance to fire departments and nonaffiliated emergency
medical service organizations.
• The funds provide critically needed resources that equip and train emergency personnel
to recognized standards, enhance operational efficiencies, foster interoperability,
and support the community. The program does not provide funding for salaries.
• The City Administration is requesting funding from the AFG program in the approximate
amount of $525,000, and if awarded funds will be used to purchase self-contained
breathing apparatus devices.
• This grant requires 10 percent matching funds. Matching funds in the amount of$52,500
are subject to appropriation in the FY 2019/20 budget cycle. This project supports the
key intended outcome to maximize the Miami Beach brand as a world class destination;
and
WHEREAS, the City Administration requests approval to submit a grant application to
Florida Department of Law Enforcement, for the FY 2017/18 Edward Byrne Justice Assistance
Grant Program, in the approximate amount of $10,000, for Police Department equipment, the
details of which are as follows:
• The Florida Department of Law Enforcement (FDLE) anticipates an award from the US
Department of Justice for FY 2017/18 Edward Byrne Justice Assistance Grant Program
(JAG) funds.
• FDLE will distribute these funds in accordance with the JAG Countywide provisions of
the Florida Administrative Code for use by all units of government within Miami-Dade
County.
• JAG funds support all components of the criminal justice system, from multijurisdictional
drug and gang task forces to crime prevention and domestic violence programs, courts,
corrections, treatment, equipment, technology improvement programs and justice
information sharing initiatives.
• Miami Beach Police Department's Investigative Division is divided into several units,
each specifically focusing on certain kinds of crimes. The Street Crimes Unit
investigates narcotics, human trafficking, robbery and other high liability crimes with a
proactive focus.
• The detectives use strategic investigative tools to identify criminal activity before or as it
happens.
• The City Administration is requesting funding, in the approximate amount of $10,000, for
equipment for the Street Crimes Unit.
• Matching funds are not required for this grant. This project supports the key intended
outcome to insist on Police Department accountability and skilled
management/leadership; and
WHEREAS, the City Administration requests approval to submit a grant application to
Florida Junior Golf Council, in the approximate amount of $6,000, for the Normandy Shores
Youth Golf Clinic, the details of which are as follows:
• FJGC provides funds to junior golf programs that offer instruction, playing opportunities
and education along with the benefit of golfs core values: integrity, honesty, personal
responsibility, and sportsmanship.
• The Normandy Shores Youth Golf program is held throughout the school year at the
Normandy Shores Golf Course.
• The City uses the SNAG golf equipment to teach the fundamentals of golf. The City
Administration will also take SNAG golf equipment out to various City Parks and
Recreation facilities to reach children that are enrolled in after-school programs.
• In addition, the City conducts golf clinics at Papillon Montessori School which is located
near Normandy Shores Golf Course.
• The City Administration is requesting funding in the approximate amount of $6,000 to
purchase SNAG golf equipment for the Normandy Shores Youth Golf Program.
• Matching funds are not required for this grant. This project supports the key intended
outcome to maximize the Miami Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to State
Farm®, Good Neighbor Citizenship Company Grants, in the approximate amount of $30,000 to
implement the Crime Prevention Through Environmental Design (CPTED) Program, the details
of which are as follows:
• The State Farm® Good, Neighbor Citizenship Program supports local communities in
three areas: safety, community development, and education.
• The City is applying for $30,000, for the Miami Beach Police Department's Crime
Prevention Through Environmental Design (CPTED) program.
• The Miami Beach Police Department (MBPD) plans to launch a strategic CPTED pilot
program in the North Beach area to reduce crime, enhance safety, engage residents and
stakeholders, and improve the quality of life in this area.
• The program offers simple, proactive techniques to reduce crime in North Beach.
• Matching funds are not required for this grant. This project supports the key intended
outcome to maximize the Miami Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to
Target's Community Engagement Fund in the approximate amount of $10,000, for the Miami
Beach Police Department Annual Toy Drive, the details of which are as follows:
• The Target Community Engagement Fund (CEF) provides support for public safety
agencies for crime prevention projects, programs, and events.
• Last year, the City applied to this program and was awarded funding for the Police
Department's Annual Toy Drive.
• Similarly, this year, the City Administration is requesting funds in the approximate
amount of $10,000 to support operating expenses for the Miami Beach Police
Department (MBPD) Annual Toy Drive.
• The event, which takes place at the Police Department every December, is always
attended by hundreds of children and it provides the Police Officers with the opportunity
to interact with the public on a personal level, which positively impacts the public's
perceptions of officers, police work, and community policing.
• Matching funds are not required for this grant. This project supports the key intended
outcome to insist on Police Department accountability and skilled management/
leadership; and
WHEREAS, the City Administration requests approval to submit a grant application to the
Department of Environmental Protection (DEP), Florida Resilient Coastlines Program, in the
approximate amount of $35,000, for the Lake Pancoast Resilient Shoreline Project, the details
of which are as follows:
• Through the Florida Resilient Coastlines Program, DEP continues to help ensure
collaboration among Florida's coastal communities and continues to offer technical
assistance and funding to coastal communities dealing with increasingly complex
flooding, erosion, and habitat shifts.
• The vision of the Florida Resilient Coastlines Program (FRCP) is for Florida's coastal
communities to be resilient and prepared for the effects of rising sea levels, including
coastal flooding, erosion, and ecosystem changes.
• State Road AMA is an arterial roadway that serves as a hurricane evacuation route for
the coastal community and as recently as 2017, the road has experienced chronic tidal
flooding due to low road and seawall elevations, and aging infrastructure that make the
roads impassable to pedestrians and vehicles. This is of particular concern given that
this residential and commercial section of the island depends solely on SRA1A for
ingress and egress.
• A resilient shoreline along SRA1A is a critical component of sea level rise adaptation for
the area.
• There is an existing partnership between the City of Miami Beach and the Florida
Department of Transportation to raise the roadway, rehabilitate the shoreline and protect
this key transportation corridor from flooding.
• The City is applying for funding in the approximate amount of $35,000 for the design and
permitting of a 0.47-acre mangrove planter in the waterway adjacent to SRA1A, South of
25th Street.
• The resilient shoreline will utilize green infrastructure design to buffer the surrounding
community from storm and flood damage, it will create habitat and provide additional
ecological benefits in a densely urbanized, highly trafficked area of Miami Beach.
• Matching funds are not required for this grant. This project supports the key intended
outcome to ensure reliable stormwater management and resiliency against flooding by
implementing select short and long-term solutions including addressing sea-level rise.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for
and accept funding (including matching funds and any related City expenses), and to execute
any and all documents or agreements in connection with the following grants and agreements:
1) Florida Department of Environmental Protection, Florida Recreation Development Assistance
Program, in the approximate amount of $400,000; 2) U.S. Department of Agriculture Emergency
Watershed Protection Program, in the approximate amount of$165,000; 3) Miami-Dade County
Parking Fines Funds; 4) U.S. Department of Homeland Security, Assistance to Firefighters

for public outdoor recreational purposes, development and/or renovation of land for public outdoor
recreational purposes, or construction and/or renovation of a public recreational trail. The

This grant requires 10 percent matching funds. Matching funds in the amount of$52,500 are subject
to appropriation in the FY 2019/20 budget cycle. This project supports the key intended outcome to
maximize the Miami Beach brand as a world class destination.

7. Approval to submit a grant application to State Farm Good Neighbor Citizenship Company
Grants in the approximate amount of $30,000 to implement the Crime Prevention Through
Environmental Design (CPTED) Program.
The State Farm Good, Neighbor Citizenship Program supports local communities in three areas:
safety, community development, and education. The City is applying for $30,000, for the Miami
Beach Police Department's Crime Prevention Through Environmental Design (CPTED) program.
The Miami Beach Police Department (MBPD) plans to launch a strategic CPTED pilot program in
the North Beach area to reduce crime, enhance safety, engage residents and stakeholders, and
improve the quality of life in this area. The MBPD intends to use CPTED strategies with three
groups: residents, business owners, and community partners, thus working directly with stakeholders
and potential agents of change to educate, engage, and encourage them to take ownership of their
personal safety and the safety of their property and community. The program offers simple,
proactive techniques to reduce crime in North Beach.
Matching funds are not required for this grant. This project supports the key intended outcome to
maximize the Miami Beach brand as a world class destination.
8. A••roval to submit a •rant a••li ation to Tar•et's Communi En.a•ement Fund in the
approximate amount of$10 000, for the Miami Beach Police Department Annual Tov Drive.
The Target Community Engagement Fund (CEF) provides support for public safety agencies for
crime prevention projects, programs, and events. Last year, the City applied to this program and was
awarded funding for the Police Department's Annual Toy Drive.
Similarly, this year, the City Administration is requesting funds in the approximate amount of$10,000
to support operating expenses for the Miami Beach Police Department (MBPD) Annual Toy Drive.
Since 1982, the MBPD has been spreading holiday cheer by hosting an annual toy giveaway event.
The event, which takes place at the Police Department every December, is always attended by
hundreds of children. It provides the Police Officers with the opportunity to interact with the public on
a personal level, which positively impacts the public's perceptions of officers, police work, and
community policing. Matching funds are not required for this grant. This project supports the key
intended outcome to insist on Police Department accountability and skilled management/leadership.

9. Approval to submit a grant application to the Department of Environmental Protection, Florida
Resilient Coastlines Pro.ram in the a..ro) mate amount of 1,35 000 for the Lake Pancoast Resilient
Shoreline Project.
The Florida Department of Environmental Protection (DEP) is committed to providing resources to
prepare Florida's coastal communities and habitats for the effects of climate change, especially rising
sea levels. Through the Florida Resilient Coastlines Program, DEP continues to help ensure
collaboration among Florida's coastal communities and continues to offer technical assistance and
funding to coastal communities dealing with increasingly complex flooding, erosion, and habitat
shifts. The vision of the Florida Resilient Coastlines Program (FRCP) is for Florida's coastal
communities to be resilient and prepared for the effects of rising sea levels, including coastal flooding,
erosion, and ecosystem changes.
State Road A1A is an arterial roadway that serves as a hurricane evacuation route for the coastal
community. As recently as 2017, the road has experienced chronic tidal flooding due to low road and
seawall elevations, and aging infrastructure that make the roads impassable to pedestrians and
vehicles. This is of particular concern given that this residential and commercial section of the island
depends solely on SRA1A for ingress and egress. A resilient shoreline along SRA1A is a critical
component of sea level rise adaptation for the area. There is an existing partnership between the City
of Miami Beach and the Florida Department of Transportation to raise the roadway, rehabilitate the
shoreline and protect this key transportation corridor from flooding.
The City is applying for funding in the approximate amount of$35,000 for the design and permitting of
a 0.47-acre mangrove planter in the waterway adjacent to SRA1A, South of 25th Street. The
resilient shoreline will utilize green infrastructure design to buffer the surrounding community from
storm and flood damage, it will create habitat and provide additional ecological benefits in a densely
urbanized, highly trafficked area of Miami Beach. Matching funds are not required for this grant.
This project supports the key intended outcome to ensure reliable stormwater management and
resiliency against flooding by implementing select short and long-term solutions including addressing
sea-level rise.
CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution to apply for, accept and appropriate the abovementioned funds.
