2018-30591 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY OF MIAMI BEACH TO ACCEPT A DONATION FROM RAMSAY FAIRS, LLC (D/B/A PULSE CONTEMPORARY ART FAIR), IN THE TOTAL AMOUNT OF $7,786, TO SPONSOR, IN PART, THE OPERATIONAL COST OF THE CITY'S ART WEEK SHUTTLE SERVICE; AND, FURTHER, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO MAKE SUCH EXPENDITURES AND/OR REIMBURSEMENTS CONSISTENT WITH THE AFORESTATED PURPOSE. WHEREAS, in an effort to mitigate traffic congestion during Art Week, one of the high- impact periods in the City of Miami Beach (City), over the past three years (2015, 2016, and 2017), the City, at its sole cost, has provided free shuttle service between major art fairs in the City and Art Basel Miami Beach headquartered at the Miami Beach Convention Center; and WHEREAS, as part of these previous efforts, the City has also partnered with Miami- Dade County and the City of Miami to provide free shuttle service between art fairs located in Miami and the Miami Beach Convention Center during Art Week; and WHEREAS, in preparation for the upcoming 2018 Art Week, the City's Transportation Department staff reached out to five (5) major fairs in the City (Art Basel, Design Miami, Pulse, Scope, and Untitled) to determine if any of these fairs would be providing shuttle service during 2018 Art Week, and, if so, to seek a partnership intended to consolidate the various shuttle routes; and WHEREAS, staffs coordination yielded only one (1) fair (Pulse Contemporary Art Fair)with whom the City will be partnering to provide shuttle service during 2018 Art Week; and WHEREAS, the Art Week shuttle service will operate from December 6 through December 9, 2018, from 11AM to 7PM Thursday through Saturday and from 11AM to 5PM on Sunday, at a service frequency of approximately 20 minutes; and WHEREAS, the shuttle will have three (3) stops: Pulse Contemporary Art Fair (4601 Collins Avenue), the Miami Beach Convention Center, and Ocean Drive between 9th Street and 10th Street to serve various art fairs in South Beach; and WHEREAS, the shuttle service will be competitively procured by the City: and WHEREAS, based on preliminary estimates, the total cost is calculated to be between $25,000 and $35,000; and WHEREAS, Pulse Contemporary Art Fair has agreed to contribute $7,786.00 toward the cost of operating the shuttle service with the remaining cost to be borne by the City; and WHEREAS, in recognition of this donation and partnership, Pulse's logo will be placed on the exterior of the shuttle vehicles; and WHEREAS, prospective riders will be able to track the shuttle vehicles in real-time using the City's Trolley Tracker mobile application; and WHEREAS, City Transportation Department staff will be working closely with the City's Department of Marketing and Communications to promote the Art Week '18 shuttle service on the City's website and on other available media, and to provide shuttle information to Art Basel and various art fairs for dissemination to patrons; and WHEREAS, the City's partnership with the Pulse Contemporary Art Fair to provide a consolidated shuttle service to and from a variety of art fairs and Art Basel at the Miami Beach Convention Center is anticipated to improve service efficiency, reliability, and oversight, reduce illegal obstruction of travel lanes by various ad-hoc shuttles picking-up and dropping- off passengers in the vicinity of the Convention Center, and, ultimately, reduce the number of private vehicles operating in the City during this high impact period; and WHEREAS, while the Pulse Contemporary Art Fair is the only art fair partnering with the City for Art Week '18, the City's goal is to continue to look for partnership opportunities with multiple art fairs to help improve mobility during this high impact period. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the City of Miami Beach to accept a donation from Ramsay Fairs, LLC (d/b/a Pulse Contemporary Art Fair) in the total amount of$7,786, to sponsor, in part, the operational cost of the City's Art Week shuttle service, and, further, authorizing the City Manager, or his designee, to make such expenditures and/or reimbursements consistent with the aforestated purpose.
