A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY
CLERK, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, TO
AMEND THE EXISTING PROFESSIONAL SERVICES AGREEMENT WITH
CAMBRIDGE UNIVERSITY TECHNICAL SERVICES LIMITED, BY
EXTENDING THE TERM OF THE AGREEMENT UNTIL SEPTEMBER 30,
2019, EXPANDING THE SCOPE OF SERVICES TO BE PROVIDED BY DR.
BARAK ARIEL AND CAMBRIDGE UNIVERSITY TECHNICAL SERVICES
LIMITED, AND ALLOCATING THOSE REMAINING GRANT FUNDS FOR TWO
ADDITIONAL BODY-WORN CAMERA EXPERIMENTS.
WHEREAS, in 2015 the Miami Beach Police Department ("MBPD") was awarded a
$635,345 grant from the Department of Justice for a Smart Policing Initiative ("SPI") research
project focusing on the impact of body-worn camera data-sharing on prosecutorial outcomes
and costs; and
WHEREAS, to accomplish the SPI research project, the MBPD partnered with Dr.
Barak Arid, a professor at the Institute of Criminology at the University of Cambridge, United
Kingdom, and an internationally renowned researcher and scholar specializing in the use and
impact of body-worn cameras for law enforcement; and
WHEREAS, on July 19, 2016, pursuant to Resolution No. 2015-29208, the City of
Miami Beach executed a Professional Services Agreement ("PSA"), in the amount of
$371,379, with Cambridge University Technical Services Limited for consulting services,
including problem data preparation and collation, problem solving, project management,
statistical assessment, training and debriefing; and
WHEREAS, MBPD has additional grant funds from the $635,345 that was awarded to
the City by the Department of Justice that remain unused, and MBPD is coordinating with the
Department of Justice to utilize the remaining funds for two (2) additional body-worn camera
experiments to be conducted during the period set forth herein; and
WHEREAS, MBPD has determined that an extension to the PSA will further develop
the best usage of its body-worn cameras during law enforcement activities.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the City Manager and City Clerk, on behalf of the Miami Beach
Police Department, to amend the existing professional services agreement with Cambridge
University Technical Services Limited, by extending the term of the agreement until September
30, 2019, expanding the scope of services to be provided by Dr. Barak Ariel and Cambridge
University Technical Services Limited, and allocating those remaining grant funds for two
additional body-worn camera experiments.

ANALYSIS
In 2015, the Miami Beach Police Department (MBPD) was awarded a $635,345 grant from the
Department of Justice for a Smart Policing Initiative (SPI) research project focusing on the impact of
body-worn camera data-sharing on prosecutorial outcomes and costs.
For that project, the MBPD partnered with Dr. Barak Ariel, a professor at the Institute of Criminology
at the University of Cambridge, United Kingdom, and an internationally renowned researcher and
scholar specializing on the use and impact of body-worn cameras for law enforcement. The City of
Miami Beach executed a Professional Services Agreement, for a total of $371,379 with Cambridge
University Technical Services Limited for consulting services, including problem data preparation and
collation, problem solving, project management, statistical assessment, training, and debriefs.
The MBPD has additional grant funds from the $635,345 that was awarded to the City by the
Department of Justice that remain unused and MBPD is coordinating with the Department of Justice
to utilize the remaining funds for two (2) additional body-worn camera experiments to be conducted
during the grant period. In addition to continuing to evaluate the impact of body-worn camera data-
sharing on prosecutorial outcomes and costs, the research team will also:
1. Review body-worn camera video footage to analyze police-citizen interactions.
2. Compare individuals' responses when they know they are being videotaped versus not knowing
they are being videotaped and the impact on use of force occurrences
In order to performed these two additional studies, the MBPD is seeking approval from the Mayor
and Commission to amend the existing professional services agreement with Cambridge University
Technical Services Limited to extend the term of the agreement to September 30, 2019, expand the
scope of services, and remaining grant funds for two additional body-worn camera experiments.
