A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING A SIX (6) MONTH PILOT PROGRAM,
DESIGNATING CERTAIN PARKING SPACES WITHIN THE SOUTHEASTERN
NORMANDY ISLE AREA (PILOT AREA) AS SCOOTER AND MOTORCYCLE
PARKING, WHILE PROHIBITING SCOOTER AND MOTORCYCLE PARKING
AT ALL OTHER MOTOR VEHICLE PARKING SPACES WITHIN THE PILOT
AREA; AND FURTHER AUTHORIZING THE CITY MANAGER, IN HIS SOLE
DISCRETION, TO EXTEND, AMEND, OR DISCONTINUE THE PILOT
PROGRAM.
WHEREAS, the City has experienced increased utilization of alternative vehicles,
including scooters and motorcycles, which are environmentally friendly due to their low
emissions and fuel consumption as well as their low expense to own, operate, and maintain;
and
WHEREAS, the increased usage of scooters and motorcycles has directly impacted
parking demand and competition for on-street parking spaces, resulting in scooters and
motorcycles parking in conventional parking spaces and related abuses of reserving said
parking space for later placement of an automobile, despite the availability and specific
designation of parking for scooters and motorcycles in the immediate area; and
WHEREAS, the City Code authorizes the City Manager and Parking Director to regulate
on-street parking, including the prohibition or allowance of parking for certain vehicles at certain
designated parking spaces; and
WHEREAS, City Commissioner John Aleman placed, on the February 10, 2016 City
Commission agenda, a discussion item relating to the establishment of a six (6) month pilot
program, allowing scooter and motorcycle parking at certain designated parking spaces, while
prohibiting their parking at certain other parking spaces, as being in the best interest of the
City's health, safety, and welfare; and
WHEREAS, the Administration recommends establishing the pilot program in the
following area (Pilot Area), specifically in North Beach, which has chronically experienced this
type of activity:
Southeastern Normandy Isle— Pilot Area
• Bay Drive between 71st Street and Rue Versailles;
• Biarritz Drive between Rue Versailles and Rue Vendome;
• Brest Esplanade between Biarritz Drive and Bay Drive; and
• Rue Vendome between 71St Street and Biarritz Drive; and
WHEREAS, the residents within the Pilot Area would receive ample notification of the
pilot program, including social media, flyers, warnings, and other collateral materials for the first
three (3) months of the program and enforcement will graduate to parking citations and towing,
thereafter; and
WHEREAS, the approval of a six (6) month pilot program for the Pilot Area, including
providing periodic updates via Letters to Commission (LTC), and authorizing the City Manager
to extend, amend, or discontinue the pilot program, would assist the Administration in evaluating
the pilot program.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve a six (6) month pilot program, designating certain parking spaces,
within the Southeastern Normandy Isle area (Pilot Area), as scooter and motorcycle parking,
while prohibiting scooter and motorcycle parking at all other motor vehicle parking spaces within
the Pilot Area; and further authorize the City Manager, in his sole discretion, to extend, amend,
or discontinue the pilot program.

SUBJECT: Agenda item for February 10th, 2016 City Commission Meeting
Please place on the February 10th City Commission Meeting Agenda:
A discussion item that will authorize the Administration to create a Pilot Program for
specifically designated residential zones/neighborhoods, and which will limit on-street
parking spaces to only cars and trucks. The Pilot Program will be for a period of six months,
and any extensions of the program will be extended at the discretion of the City Manager,
should further evaluations be necessary.
The Administration will be required to develop a plan for converting those, to-be determined,
spaces for scooter/motorcycle parking within these designated zones in order to
accommodate those vehicle classes.
A resolution is accompanying this discussion item which will authorize this Pilot Program.
